Vulnerable Area Locations, Teams & Committees - 2 - DINDIGUL DISTRICT HAND BOOK ON DISASTER MANAGEMENT FOR THE YEAR 2020 INTRODUCTION Dindigul District was bifurcated and carved out from the composite Madurai District and was formed as a new District with its headquarters at Dindigul w.e.f. 15-09-1985 (as per G.O.Ms. 640, Revenue Dept., dated 22-04-1985). During North East Monsoon period there is absolute possibility of heavy rains resulting in inundation, floods etc. The depressions in the Bay of Bengal may intensify into Cyclonic Storms. The three months period (i.e. October to December) categorized as ‘PERIOD OF ALERT’. The last two weeks of November and the first week of December will be the ‘CRUCIAL PERIOD OF ALERT’. 1. Flood Prone Areas Generally, the Areas located along the banks of the river and dam sites are prone to floods. OFFICIALS INCHARGE FOR RELIEF OPERATIONS The Following Officers are the Co-ordinaters in taking pre-cautionary measures and supervise the Relief Operations:- I. District Level District Collector - Emergency Relief Officer of the District. District Revenue Officer, Dindigul - Additional Emergency Relief Officer of the District Superintendent of Police, Dindigul - Member Divisional Engineer (Highways), Dindigul / Palani - Member Executive Engineer (PWD)WRO, Nangiyar basin division, Palani - Member Executive Engineer (PWD) WRO, Manjalaru basin division, Periyakulam - Member - 4 - Executive Engineer (PWD) WRO, Periyarvaigai basin division, Madurai - Member Executive Engineer (TWAD), RWS, Urban Mainteancne , Dindigul - Member Superintendenting Engineer , TNEB Dindigul - Member Joint Director of Health Services, Dindigul - Member Joint Director (Agri), Dindigul - Member Joint Registrar (Co-operatives), Dindigul - Member II. Divisional Level Assistant Collector/Revenue Divisional officer is Emergency Relief Officer. Zonal Officer in the rank of the Deputy Collector is Additional Emergency relief officer. The Assistant Collector / Revenue Divisional Officer in close co-ordination with Divisional and Taluk Level officials of Revenue, PWD, Health, and Agriculture takes necessary emergency measures. III. Taluk Level Tahsildar is ground level Officer who will take immediate relief measures in co-operation with the other important officials involved during monsoon period. The Taluk Tahsildars along with the Zonal Deputy Tahsildars, Firka Revenue Inspectors, and Village Administrative Officers should familiarize themselves with Disaster Prone areas in their respective taluk. In addition of this, the Personal Assistant (General) to the Collector, Dindigul District, Dindigul, the Personal Assistants in the Divisional Offices and the Headquarters Deputy Tahsildars in the Taluk Officer will be in charge of administrative works, speedy and delay-free communication of messages to the officials concerned and to the superiors. Rainfall Watching over the rainfall and the depressions forming cyclone is highly essential. The “Rain Registering Officers” in this District have been instructed to send daily rainfall statements from 1st October to 31st December every day sharply at 8.00 AM. These particulars are collected at the Collector’s Office in NC1 Branch consolidated and communicated to the Principal Secretary and Commissioner of Revenue Administration, Chennai daily by fax, through Online and E-mail. 4. Rain Gauge Centres There are 10 Rain Gauge Centres / Stations located in following places in Dindigul district. 1. Revenue Divisional Office, Dindigul 2. Taluk Office, Nilakottai 3. Receipt and Communication of Messages Arrangements have been made for Receipt and Communication of Messages relating to the heavy rains floods and Cyclones. At the District Level, Staffs are appointed from 01.09.2020 onwards to man the control room round the clock. A flood monitoring Control Room with Toll free Telephone No.1077 with incoming facility is functioning round the clock at Collectorate, Dindigul. Similar arrangements are made at the Divisional and Taluk Offices. All the officers are already instructed to get their Motor Vehicles checked and keep road worthy in the event of meeting any contigency during the monsoon period. The Nodal Officer in the Control Room will generally be the Personal Assistant (General) to the Collector and this Officer can be changed by the Collector if situation warrants. 6. Precautionary Arrangements Whenever a warning of heavy rainfall or Cyclone is anticipated and messages received, from the IMD and Government, the Taluk Tahsildars and the Panchayat Union Commissioners are instructed to pass on the message to the Villages immediately through the Firka Revenue Inspectors, Village Administrative Officers and the Rural Welfare Officers. When a warning of Cyclone is received wide publicities are given to the General Public to adopt the following pre-cautionary steps. Listening of weather warnings through TV’s and Radios. Passing of information to others without delay. Avoiding of misled by rumours Getting away from low-lying locations and evacuation Avoid the risk of being marooned Keeping of extra foods and drinking water Keeping of emergency lamps and lights Removing of Cattle to safe places. - 8 - 7. Relief Centres During the time of Flood Situation, the officials of Revenue, PWD, and Education Departments are taking immediate steps to keep ready all the Schools, Kalyana Mandapams, and Noon-Meal Centres etc., to accommodate the affected people. Food, Water and Medicines are to be kept sufficiently in the Relief Centres.
