No. 88 of 2001 an Act Respecting a By 1 SASKATOON RIVERSDALE 1999-2000-2001 CONSTITUENCY BY-ELECTION BILL No. 88 of 2001 An Act respecting a By-election in the Constituency of Saskatoon Riversdale (Assented to March 20, 2001) HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Saskatchewan, enacts as follows: Short title 1 This Act may be cited as The Saskatoon Riversdale Constituency By-election Act. Lorne Calvert deemed elected 2 Notwithstanding any other Act, with respect to the by-election held in the constituency of Saskatoon Riversdale on March 19, 2001 for the purpose of electing a member of the Legislative Assembly, Lorne Calvert is deemed to have been duly elected at that by-election. Duties respecting election to be performed 3 All things and proceedings that are required by The Election Act, 1996, The Controverted Elections Act or any other Act to be done or taken with respect to the by-election described in section 2 are to be done or taken in the same manner that they would have been done or taken, and when done or taken have the same effect that they would have had, as if this Act had not been passed. Powers and privileges preserved 4 All things and proceedings that, pursuant to The Election Act, 1996, The Controverted Elections Act or any other Act, may be done or taken with respect to the by-election described in section 2 may be done or taken in the same manner that they might have been done or taken, and when done or taken have the same effect that they would have had, as if this Act had not been passed. Consequences if Lorne Calvert determined not to be duly elected 5 If, after all things or proceedings mentioned in section 3 have been done or taken or the time within which all things or proceedings mentioned in section 4 may be done or taken has expired, it appears that Lorne Calvert was not duly elected: (a) section 2 is repealed; and (b) Lorne Calvert ceases to be a member of the Legislative Assembly. Glor David McGrane is an associate professor of political studies at St. Thomas More College, University of Saskatchewan in Saskatoon, Canada. Over the course of three years, he published two books on Saskatchewan and Quebec (Canadian provinces) social democratic politics in the (McGrane, 2011, 2014), a considerable accomplishment. This research on Saskatchewan and Quebec social democratic governments is important to students of public sector innovation because these provinces have often been the most innovative in Canada (see also, for example, Glor, 1997, 2002 in which I identify 159 innovations of the Saskatchewan government of 1971- 82). This suggest ideology may be important to innovation. It was written between June and September of 2002 to convince the provincial government to raise its royalties, rather than to criticize its decision, announced on October 7th, 2002, to greatly reduce them. However, the October 7th announcement makes the paper’s analysis and conclusions all the more timely.
