The matter of whether a plan is considered ‘sound’ will be for the appointed Planning Inspector to determine. I have considered the Deposit LDP in accordance with the consistency/coherence and effectiveness tests, and principally in accordance with whether satisfactory regard has been given to national planning policy (test C2). The Welsh Governments representations are separated into 4 categories which are supported with more detail in the attached annex. Category A: Objection under soundness tests C2, CE2: Fundamental issues that are considered to present a significant degree of risk for the authority if not addressed prior to submission stage, and may have implications for the plan’s strategy: (i) Housing Provision (ii) Affordable Housing Target (iii) Scale of Employment Allocations (iv) Deliverability of Employment (v) Mineral Safeguarding and Apportionment Category B: Objections under soundness tests C2, CE1, CE2: Matters where it appears that the deposit plan has not satisfactorily translated national policy down to the local level and there may be tensions within the plan, namely: (i) -

Foreword In April 2019, the Welsh Local Government Association (WLGA), took on the role of impartial commissioner to support an independent review of an innovative, regional ALN1 service; SenCom (Sensory & Communication Support Service). SenCom, is a joint service working across five local authorities in South East Wales; Blaenau Gwent, Caerphilly, Newport, Monmouthshire, Torfaen. SenCom has been delivering collaborative ALN services under its umbrella designation, since 2015. Their work includes the conveyancing of a wide range of specialist advisory, teaching services and interventions to families and schools. During this corresponding period of SenCom’s development, the Welsh Government’s aspirations in respect of this educational area, have been clear-cut and unmistakeably expressed; they wish to ensure high-quality support is available to children with additional learning needs in schools across the country. Community Langstone Record No. 2903 Name Thatched Cottage Grade II Date Listed 3/3/52 Post Code Last Amended 12/19/95 Street Number Street Side Grid Ref 336900 188900 Formerly Listed As Location Located approx 2km S of Langstone village, and approx 1km N of Llanwern village. Set on the E side of the road within 2.5 acres of garden. History Cottage built in 1907 in vernacular style. Said to be by Lutyens and his assistant Oswald Milne. The house was commissioned by Lord Rhondda owner of nearby Pencoed Castle for his niece, Charlotte Haig, daughter of Earl Haig. The gardens are said to have been laid out by Gertrude Jekyll, under restoration at the time of survey (September 1995) Exterior Two storey cottage. Reed thatched roof with decorative blocked ridge. Elevations of coursed rubble with some random use of terracotta tile. "E" plan. Picturesque cottage composition, multi-paned casement windows and painted planked timber doors. Two axial ashlar chimneys, one lateral, large red brick rising from ashlar base adjoining front door with pots. Crest on lateral chimney stack adjacent to front door presumably that of the Haig family. The second chimney is constructed of coursed rubble with pots. To the left hand side of the front elevation there is a catslide roof with a small pair of casements and boarded door. Design incorporates gabled and hipped ranges and pent roof dormers. Interior Simple cottage interior, recently modernised. Planked doors to ground floor. Large "inglenook" style fireplace with oak mantle shelf to principal reception room, with simple plaster border to ceiling. -

Dear Ms Bingham, Re: Planning application DM/2018/01641, Trostrey Court Farm Barns, Clytha Road/ Trostrey Common, Gwehelog Thank you for notifying us of the new consultation about this application for a waste and biomass gasification plant, following the developer’s submission of new documents. Biofuelwatch once more objects to this proposal. We are aware of local residents’ serious concerns related to air quality, traffic and visual impacts, which we share. However, our objection is based on the following grounds: 1) The proposal goes against Policy W3 (Waste Management Facilities) of the Monmouthshire County Council Adopted Local Development Plan, 2014; 2) The proposal does not reflect the Waste Hierarchy and the Waste Proximity principles as set out in the Planning Policy Wales Edition 10, in the Overarching Waste Strategy - Towards Zero Waste, and in TAN21; 3) The proposal conflicts with Policy EP1 of the Monmouthshire County Council Adopted Local Development Plan, 2014. Background: The application involved an incineration or co-incineration of waste development, which constitutes a material change of use from the previously approved plans: The developer states that the planning proposal relates to minor physical alterations to a previously approved development. However, the documents submitted since the previous consultation on this application show that Morgan & Co is looking to develop a waste recovery / waste co-incineration facility, instead of the bioenergy plant previously approved. This is confirmed in the developer’s “Simplified information about fuel types”, dated 10th July 2019, which states that the feedstock will be “pre-processed, shredded waste” including shredded waste wood, paper, textiles and non- recyclable plastics”. -
