    Wednesday, November 4, 2020 FROM: Jim Harris NOVEMBER 3 PRIMARY ELECTIONS…While the seat of the U.S. presidency remains contested, Louisiana also saw an eventful election night. Elections for state and legislative officials occur in “off years,” but there were contests for congressmen, one U.S. senator, judges and several other positions last night. Overall voter turnout in the state neared 70 percent. U.S. Sen. Bill Cassidy, R-Baton Rouge, handily won reelection with 59 percent of the vote. Of his 14 opponents, the next highest was Democratic Shreveport Mayor Adrian Perkins, who took 19 percent. Each had the backing of their respective national parties. All sitting congressmen were easily reelected: 1st District U.S. Rep. Steve Scalise, R-Metairie (72 percent); 2nd District U.S. Rep. Cedric Richmond, D-New Orleans (64 percent); 3rd District U.S. Rep. Clay Higgins, R-Lafayette (68 percent); 4th District U.S. Rep.     Louisiana State University Student Government Dear LSU Students and Friends, Students in the state of Louisiana are more relevant than ever before. Before the release of the first Higher Education Report Card, students pursuing a degree were not valued in the state of Louisiana—proven by the 41% cut to higher education over the past 8 years. Contrary to popular belief, investment in higher education is the best societal investment that our state lawmakers can make. Because of our initial report card, leaders in the legislature are listening. The Higher Education Report Card is a huge step forward in ensuring that students are heard in the state of Louisiana. The requests are clear. We want stability in higher education and a sincere commitment to invest in the future of our students. We extend our sincerest gratitude to the governor and lawmakers for their work during the longest legislative session in the history of the state. Unfortunately, a session ending in a fully funded higher education and a partially funded TOPS is not ideal for Louisiana’s students. My hope is that the Higher Education Report Card can shed light onto the difficult votes that our lawmakers made during these sessions to ensure that our education would be fully funded. At the same time, I hope students will see that some of their own lawmakers are still not valuing our education as much as they can. We also hope that students will continue to be involved with the affairs of our state capitol by participating in marches and making calls to their legislators.

After taking the oath of office from Louisiana Supreme Court Chief Justice Bernette Johnson, the members chose their leadership. Senators unanimously elected District 23 State Senator Patrick “Page” Cortez (R- Lafayette) as Senate President. Senators Johns, Mills, and Boudreaux spoke in support of Senator Cortez’s election. Sen. Cortez, who is beginning his third term in the Louisiana Senate, previously served in the Louisiana House of Representatives for one term.     LAAAP 2021 Legislative Session Report 2021 Prepared by Seersucker Strategies LLC I1ntroduction 1 Introduction The 2021 Louisiana Legislative session concluded on June 10, 2021. Policymakers put a significant focus this session on tax reform and infrastructure investments. These priorities were somewhat overshadowed by controversies related to critical race theory, transgender rights, and voting machine procurement. The Louisiana Chapter of the American Academy of Pediatrics had a number of priorities along with a myriad of bills to be tracked during this legislation session. We focused on crucial policy areas including scope of practice, vaccinations, childhood obesity and physician non-compete contracts. The Louisiana Legislature prioritized roads, bridges and lawmakers’ pet projects in its $43 billion dollar spending plan for the state budget cycle that starts July 1. The additional cash came from better-than-expected tax revenue. The state anticipates receiving $677 million more in revenue over the next 13 months than it initially expected. The federal government has also provided $1.6 billion in additional funds for economic recovery from the COVID-19 pandemic. Louisiana’s Medicaid budget is still short $23.8 million in state funding when compared to the budget proposal submitted by the governor. That could result in a reduction of $82.1 million overall, because the state won’t be able to put up all the money needed to draw down federal funds.     NEW UPDATE Action Alert #3 Requiring Cameras in Special Education Classrooms is Back on the Agenda of the Senate Education Committee! May 5, 2021 Thursday, May 6th Senate Education meets upon adjournment of the Senate to discuss Senator Foil’s bill (SB86). The Senate Education committee met last week to discuss SB86, which would require cameras to be installed in self-contained special education classrooms upon request. Senator Foil requested the committee defer his bill so he may continue collaborating with stakeholders on potential amendments. Now this issue is back on the Senate Education Committee’s agenda, and it’s time for your voice to be heard! Students with disabilities, particularly students who are non-verbal, are at greater risk of abuse and do not have the communication skills to self-report this abuse. Parents want peace of mind that their children are treated with dignity and care behind closed doors of special education classrooms. Video and audio surveillance increases student safety, protects educators from false accusations, and promotes improved training to address challenging student behavior.
