    Speech by Deputy Prime Minister, Teo Chee Hean, at Commitee of Supply Debate, 2 March 2017 A Well-Coordinated, Technology-Enabled, and Future-Ready Public Service Thank you Madam Chairperson. First, let me thank Members for their views and their strong support for the work of our public officers. Over the past week, Members debated how to position Singapore for the future, and move ahead as one people. As challenges become more cross-cutting, the Government needs to be even more closely coordinated in policy formulation and policy execution, and to harness and manage our national resources more effectively. This will help ensure that the Public Sector is ready to help implement the recommendations of the Committee on the Future Economy and take Singapore forward. I want to assure Members that our public officers do work tirelessly to serve Singapore and Singaporeans. There are many examples of exemplary public officers who go the extra mile to help those with particular needs or are in distress. From HDB, LTA, WSG, the SSOs – the whole group that Mr Seah referred to. Indeed, we recognise such officers each year to encourage everyone in the Public Service to follow their example. However, no system is perfect and we are constantly striving to do better. Each one of us who serve the public – public officers, Members of this House, and members of the public too – have a role to play. Each year, we also recognise members of the public who have contributed to making our public services more responsive and empathetic. Madam Chairperson, while our public officers at all levels work quietly and tirelessly and do not seek praise, a little encouragement does help.

    Excerpt of Speech by Deputy Prime Minister, Teo Chee Hean, at Committee of Supply 2018 Strengthening our Institutions and Helping Our People Succeed The PMO-Strategy Group is working closely with our agencies and other central agencies such as the Ministry of Finance and the Public Service Division to adopt a systems approach to planning and coordination. This includes areas such as scenario planning, budget, manpower, population, land, security, climate change and new opportunities in the Digital and Future Economy. We have formed the Smart Nation and Digital Government Group last May to accelerate our Smart Nation efforts. Dr Fatimah Lateef and Mr Lee Yi Shyan cited demographic challenges, which stem from our low total fertility rate. Agencies have worked together to strengthen our support for marriage and parenthood in the key areas of housing, pre-school, and support in the workplace and the community. Minister Josephine Teo will give an update of our population priorities and strategies to ensure that we are well-prepared for the future later on during this Committee of Supply for PMO. Climate change is also a whole-of-nation issue where all countries need to take action now to safeguard our collective future. Together with other countries, Singapore will do our part to reduce our emissions. To do so in a cost-effective manner, the carbon tax is a decisive move. Its merits were discussed extensively during the Budget debate. The transition period and support will also help our companies and consumers make the adjustments. Minister Masagos Zulkifli will provide more details in his speech on our implementation plans in the Committee of Supply for the Ministry of the Environment and Water Resources.

    Speech Transcript by Second Minister for Defence Mr Ong Ye Kung at the Ministry of Defence Committee of Supply Debate 2018 02 Mar 2018 Introduction Mr Chairman Sir, I thank the members for all their questions. Dr Maliki Osman and I will try to answer all of them. Last year, we commemorated 50 years of National Service (NS) in Singapore. Mr Muhammad Faishal Ibrahim asked about the continued importance of NS. It remains the bedrock of a strong and credible Singapore Armed Forces (SAF) that we have today. Since 1967, more than one million Singaporeans have invested their time, blood, sweat and tears, in faithfully performing their NS duties. Their families and their sacrifices keep our country safe and secure, and as Singaporeans, we can decide our future. One of our greatest defence assets is that Singaporeans are strongly behind NS. Mr Cedric Foo asked about this. Support for NS cannot be one-off during NS50 but has to be sustained for the long term. Some countries in fact struggle to maintain public support for their conscription system. Dr Ng Eng Hen mentioned Lithuania. Another example is Sweden, which got rid of NS a decade ago, only to have to reinstate it as they re-evaluate their security environment. Our key challenge today is twofold. The first challenge, which is a question by Mr Zainal Sapari and Associate Professor Fatimah Lateef, is demographic - falling cohort sizes and shrinking enlistment pool. The second challenge is the evolving new unconventional security threats, such as terrorism, cyberattacks and also disinformation campaigns or fake news.
