Warranty Comparisons.Xlsx Memo Ouray County To: Board of County Commissioners & Connie Hunt, County Administrator From: Steven Calkins, Road & Bridge Superintendent Date: 7/25/2017 RE: 6X4 Tractor Truck / Snowplow Dear Commissioners and Connie, Ouray County recently published an RFP with a deadline and opening date of May 31, 2017 for a 6X4 Tractor Truck / Snowplow. The RFP proposal opening sheet (attached) included proposals from five (5) separate vendors with the following recommendation from the Road & Bridge Superintendent to select the 6X4 Tractor Truck / Snowplow combination from: TRANSWEST TRUCK in Grand Junction. The total base price for the vehicle from TRANSWEST TRUCK is $157,675.00. The base specifications include: “a Western Star 4900 SB 2018 model, Eaton Manual 13-speed transmission, with the following options included in the price; air intake inside-outside with valve, battery disconnect switch, heated fuel / h20 separator, and one year subscription and J19 adaptor for the Cummins Insite.” It is my recommendation to upgrade to an 18 speed transmission for our high mountain terrain within Ouray County for an additional cost of $300. Further, the County can opt for online manuals with this vehicle for a savings of $550 bringing the total cost to $157,425. The Western Star 4900 SB has one of the largest turning radiuses at 27ft. In comparison, the Kenworth has a 30ft turning radius, the International 23.8ft, and the Mack 19ft. One major factor considered in recommending the purchase of the Western Star 4900 SB is that it was the only vehicle proposed that will have the Cummins engine in it. The reason why the Cummins engine is important is because the majority of our semi-tractors and semi-trucks have the Cummins engine in them. Streamlining the engines in our semi-trucks with Cummins creates more efficiency in services and repairs. This allows us to order all of our parts at once and have less down time when it comes to parts for the engine. To get a Cummins engine in any of the other trucks that were quoted, there would have been a significant upcharge. The Cummins engine that was quoted in the Western Star truck is also the only engine (regardless of make) that met the 550hp minimum that was requested in the RFP. The 550hp minimum is needed for snow removal and hauling heavy loads in higher elevations and steep terrain. The Cummins engine also comes with a 5-year, 200,000 mile warranty, which is far better than what is offered by the other vendors. The Western Star 4900 SB is a multi-purpose semi-truck that will be used as a snowplow in the winter and a dump truck during the rest of the year. Included with the purchase of the Western Star 4900 SB is a snowplow attachment and an elliptical dump bed. A sander option was proposed in the amount of $19,173. The final cost for the Western Star 4900 SB including the sander is $176,598. The 2017 Lease Purchase includes $280,000 allocated for Road & Bridge for the purchase of the 6x4 Tractor Truck / Snowplow, a Culvert Jetter, and a Loader / Backhoe. If the County proceeds with the Tractor Truck / Snowplow with Sander attachment purchase, the remaining balance left in escrow will be $104,402. It is my recommendation based upon the bids received, and the side by side comparisons, to move forward with the purchase of the 6x4 Tractor Truck / Snowplow with Sander attachment from TRANSWEST TRUCK in Grand Junction for the total price of $176,598. This piece of equipment tops the list of what is needed for the R& B department more than any other equipment at this time. The Road & Bridge department will proceed with an RFP for the other equipment in the future to see what can be purchased with the remaining additional escrow funds.
