Design the Front Cover of Our Neighbourhood Plan & Win a Cash ISSUE 56 MARCH 2016 UPDATE THE NEWSLETTER OF NORTHAW & CUFFLEY PARISH COUNCIL Design The Front Cover Of Our Neighbourhood Plan & Win A Cash Prize The Parish Council is developing a Neighbourhood Plan (see detail in this edition), which sets out a long-term vision for Northaw & Cuffley. Later this year we will be publishing the draft plan and in due course it is anticipated that it will become a document which will guide for the next 10+ years the future development of the area. It will be 60 pages or so and printed in full colour on quality paper with a front cover which depicts the essence of Northaw & Cuffley. Instead of commissioning a design we have decided to hold a competition to allow local amateurs, professional or aspiring designers to submit designs. There are no residency or age qualifications and all submissions will be evaluated. There will be three categories of prizes: • Junior children of primary school age as at July 2016 – £50 • Senior children of secondary school age as at July 2016 – £100 • Adults – £150 There will also be an additional overall prize for the best in all three categories – £200. So the overall winner will receive between £250 and £350 depending on age. The Neighbourhood Plan will be in A4 portrait format. Entries can be of any size, but need to be able to be scaled to fit A4 portrait format, in addition they should also be usable when photo copied in black and white. There is no preconception of content other than it should be your expression of what you believe best represents the essence of Northaw and Cuffley. You can use any medium including photography or computer generation, and the image can be anything from totally abstract to a single traditional landscape, or a collage of images. It is entirely up to you! Entries should be submitted to the Parish Council in Maynard Place by Monday 4th July and the prizes will be awarded in July. All submission should include age, name and address. By submitting an entry you agree that the Parish Council has the right to use the image in connection with any documents it may produce. The Council reserves the right to choose not to use the overall winning entry as the front cover of the Neighbourhood Plan. UPDATE MARCH 2016 UPDATE MARCH 2016 Recycling Bins Maynard Place Car Park NORTHAW & CUFFLEY ANNUAL PARISH MEETING 2016 A Community Meeting For The Residents Of Northaw & Cu ey The Maynard Place car park is owned by the Parish Council and there is an agreement in place that allows Welwyn Hatfield Borough Council, WHBC, to locate a number of recycling containers there. For those residents who use C the ar P ark you may have noticedthat the recycling containers are often full and overflowing causing litter in the area and an unsightly mess. This problem arises because lorries parking to deliver to the Coop prevent access to the car park for larger vehicles. If this occurs when the WHBC contractor visits to empty the recycling containers they cannot get access and leave and only return on the next scheduled visit. It would appear that WHBC do not require their contractor to return earlier to empty the container. The result is there for all to see – overflowing containers. We have contacted WHBC to discuss how this problem can be resolved. In the event of no solution being deliverable by WHBC the Parish Council may need to consider relocating the containers to a more accessible site, such as the car parks at King George V playing fields. Inventory compiled: LAccession 162] March 1968 D/ECb Introduction This collection consists of deeds incident to the conveyance of the vhole of the Hoddesdon Brewery and all its licensed houses in 1866 and titl e deeds of some of those houses and of others that were acquired later. The expansion of Hoddesdon Brewery dates from its purchase by William Whittingstall from Rene Briand in 1781. From that date til l his death in 1803, rfhittingstall systematically enlarged the brewery*s commercial outlets by buying up a number of public houses in the surrounding district. Messrs. John Christie and George Cathrow bought the property from Vhittingstall's executors and at the death of Cathrow in 1842 it was sold privately to a new partnership of Messrs. Peter Christie, John Back and Robert Hunt. After Peter Christie's death and when 3ack and Hunt had retired to their country estates, the firm was conveyed in 1866 to Charles Peter Christie. On his death in 1898 it was turned into a public company which 30 years later was absorbed by the Cannon Brewery of London, later controlled by Taylor, Valker and Co. and now by the Ind Coope combine.

This summary does not contain an exhaustive list of every representation and detail received. All comments received during the consultation were sent to the Independent Examiner in their entirety. Organisation Summary of Comments Savills on behalf of Thames Thames Water is the statutory sewerage undertaker for part of the Borough and is hence a “specific Water consultation body” in accordance with the Town & Country Planning (Local Development) Regulations 2012. From the 1st April 2018 all off site wastewater network reinforcement works necessary as a result of new development are delivered by the relevant statutory undertaker. Local reinforcement works will be funded by the Infrastructure Charge which is a fixed charge for water and wastewater for each new property connected. Policy WAT6 of the East Herts District Plan relates to wastewater infrastructure issues and requires that development proposals must ensure that adequate wastewater infrastructure capacity is available in advance of the occupation of development. To assist with ensuring that any development considers the wastewater infrastructure implications at an early stage and to help ensure that any necessary upgrades to the sewerage network are programmed to align with new development it is suggested that additional text as set out below is added to Policy THFS6 on Infrastructure or supporting text for the Policy. “In order to ensure that development proposals comply with Policy WAT6 of the East Herts District Plan developers are advised to contact Thames Water at an early stage to discuss the drainage requirements for their development.

These volumes bear witness to the fearful destruction of ancient monuments which has taken place during the last eighty years. Modern restorers have as much to answer for as the popularly abused soldiers of Cromwell, destroyers as they were. It seems incredible that scores of Churches in this County, which now possess as much Archaeological interest as the waiting-room of a railway station, should less than a century ago have been rich in brasses, stained glass, and exquisite carvings in wood and stone : yet such is the case."* In the year 1884, Baron Dimsdale allowed the Rev. Dr. Griffith to have copies taken from the collection, relating to his Parish of Sandridge.     THE IMPACT OF AGRICULTURAL DEPRESSION AND LAND OWNERSHIP CHANGE ON THE COUNTY OF HERTFORDSHIRE, c.1870-1914 Julie Patricia Moore Submitted to the University of Hertfordshire in partial fulfilment of the requirements of the degree of PhD September 2010 2 ABSTRACT The focus of this research has been on how the county of Hertfordshire negotiated the economic, social and political changes of the late nineteenth century. A rural county sitting within just twenty miles of the nation’s capital, Hertfordshire experienced agricultural depression and a falling rural population, whilst at the same time seeing the arrival of growing numbers of wealthy, professional people whose economic focus was on London but who sought their own little patch of the rural experience. The question of just what constituted that rural experience was played out in the local newspapers and these give a valuable insight into how the farmers of the county sought to establish their own claim to be at the heart of the rural, in the face of an alternative interpretation which was grounded in urban assumptions of the social value of the countryside as the stable heart of the nation. The widening of the franchise, increased levels of food imports and fears over the depopulation of the villages reduced the influence of farmers in directing the debate over the future of the countryside. This study is unusual in that it builds a comprehensive picture of how agricultural depression was experienced in one farming community, before considering how farmers’ attempts to claim ownership of the ‘special’ place of the rural were unsuccessful economically, socially and politically.
