Situation analysis Description of the disaster According to the county department of health in Mombasa, the first Dengue cases were reported in early March 2021 with 24 cases testing positive out of 47 (51% positivity rate). In April, another 305 cases tested positive out of 315 (97% positivity rate). The adjacent Lamu county, has also reported a total of 224 positive cases from different health facilities where 59 are children under 5 years old. Cumulatively, 553 cases have been reported within the past 4 months of January, February, March and April, with a peak of cases being reported in April. -

Securing the Counties: Options for Security After Devolution in Kenya (July 2014) SECURING THE COUNTIES: OPTIONS FOR SECURITY AFTER DEVOLUTION IN KENYA By Kennedy Mkutu, Martin Marani and Mutuma Ruteere Centre for Human Rights and Policy Studies (CHRIPS) July 2014 1 Securing the Counties: Options for Security After Devolution in Kenya (July 2014) About CHRIPS The Centre for Human Rights and Policy Studies (CHRIPS) was founded as a response to the need for institutions in Africa dedicated to generating new, context-relevant knowledge and finding solutions to meet the development challenges of the 21st century. Registered in 2009, CHRIPS is an international institution, principally working in Africa, and committed to the generation and dissemination of policy-relevant knowledge, and to the development of public policy solutions that also promote human rights and social justice. CHRIPS is an independent think tank engaged in the search for local solutions to the urgent problems of the day through local knowledge and the best of international ideas. CHRIPS offers a forum where policy makers and implementers, policy advocates and scholars interact in an environment of mutual understanding and respect. It seeks to support policy reforms in the public sector through evidence- based research and strengthening the capacity of relevant actors. It is also interested in supporting the work of the state, civil society and other non-state actors to contribute more effectively to the building of just societies in Africa. CHRIPS’s flagship programme is the Security Governance Programme, which seeks to support and promote evidence-based policy change and public discourse on the governance of security. -

MOMBASA COUNTY Mombasa County Is One of the 47 Counties of Kenya
MOMBASA COUNTY Mombasa County is one of the 47 Counties of Kenya. It’s located at coordinates 4.0396° S, 39.6534° E. It is the smallest county in Kenya, covering an area of 229.7 km2 excluding 65 km2 of water mass. The county is situated in the South Eastern part of the former Coast Province. It borders Kilifi County to the North, Kwale County to the South West and the Indian Ocean to the East. According to the 2009 Kenya Population and Housing Census, its population was 939,370 people comprising of 486,924 males and 452,446 females with a population density of 4,292 people per Km2. The county’s literacy levels have been greatly affected by drug abuse and the al shabab radicalization of youth. A majority of youth have not made it beyond standard eight. Despite this fact, Mombasa has several institutions of higher learning most of whose students come from other counties. The county’s low literacy levels are at 91% for males and 81% for females (Kenya Economic survey 2013). ECONOMIC ACTIVITIES The main economic activity is tourism which contributes to 68% of the wage employment. The County is the centre of tourism in the country. It hosts various tourist attractions which are; Fort Jesus, white sandy Beaches, Water Sports, Mombasa Marine National Park, Nature Trail, Historical and Cultural sites and numerous world class Tourist Hotels. Others are fishing, farming of sisal, sugarcane, cashew nuts, and coconuts and livestock farming. Various manufacturing firms have set up base in the County including Bamburi Cement Company at Bamburi. -

Support for Devolution in Kenya: a Multilateral Analysis
SUPPORT FOR DEVOLUTION IN KENYA: A MULTILATERAL ANALYSIS David Soler Crespo rEVISED DECEMBER 2020 Abstract Kenya is in its most long-lasting decentralization period in its independent history. The 2010 Constitution created 47 counties to improve service delivery in the periphery, promote minorities’ rights and unite the country. But is it working for everyone? This paper uses social, devolution has economic and political data to analyze the impact of county governments. Okiro1 Abstract Background: Despite significant declines in under five mortality (U5M) over the last 3 decades, Kenya did not achieve Millennium Development Goal 4 (MDG 4) by 2015. To better understand trends and inequalities in child mortality, analysis of U5M variation at subnational decision making units is required. Here the comprehensive compilation and analysis of birth history data was used to understand spatio-temporal variation, inequalities and progress towards achieving the reductions targets of U5M between 1965 and 2013 and projected to 2015 at decentralized health planning units (counties) in Kenya. Methods: Ten household surveys and three censuses with data on birth histories undertaken between 1989 and 2014 were assembled. The birth histories were allocated to the respective counties and demographic methods applied to estimate U5M per county by survey. To generate a single U5M estimate for year and county, a Bayesian spatio-temporal Gaussian process regression was fitted accounting for variation in sample size, surveys and demographic methods. Inequalities and the progress in meeting the goals set to reduce U5M were evaluated subnationally. Results: Nationally, U5M reduced by 61·6%, from 141·7 (121·6–164·0) in 1965 to 54·5 (44·6–65·5) in 2013. The declining U5M was uneven ranging between 19 and 80% across the counties with some years when rates increased. -
