2.1.1 India Port of Kolkata Port Overview Port Picture Description and Contacts of Key Companies Port Performance Customs Guidance Port Overview Nepal is a land-locked country and relies on the Kolkata Port in India for handling practically all of its sea freight imports. Kolkata Port is India's only riverine port with two dock systems - Kolkata Dock System at Kolkata with the oil wharves at Baj Baj and a deep water dock system at Haldia Dock Complex for seaborne trade. It has sophisticated port and extensive storage facilities for diverse cargo. The container terminal is computerized. Large volumes of humanitarian aid for Nepal passes through the Kolkata Port, such as WFP’s food. The decline in traffic is due to the transfer of POL (crude oil) through Paradip-Haldia Pipeline, and a decline in iron ore traffic due to the volatile iron ore market and global economic crisis. During 2008-09, KoPT ranked 5th amongst all Indian Major Ports in respect of volume of traffic handled (1st: Kandla – 72.225 million tons; 2nd: Visakhapatnam - 63.908 million tons; 3rd: Chennai – 57.491 million tons, 4th: JNPT – 57.281 million tons). KoPT ranked second among Indian major ports in coke coal handling during 2008-09. The port handled 5.93 million tons and registered a growth of 8.3 percent, higher than the average growth (7.13 percent) registered by Indian major ports. KoPT handled 429,417 TEUs in 2008-09 compared to 425,405 TEUs in 2007-08. Kolkata Port ranked third among Indian Major Ports in respect to containerized cargo handled. By handling 41,379 TEUs, KoPT surpassed its earlier record of 40,220 TEUs handled in February 2008. In August 2008, Kolkata Dock System handled an all-time traffic record. By handling 28,128 TEUs it surpassed its earlier record of 27,562 TEUs handled in August 2007. Armenian traders possibly used these docks to trade with ‘China to the East and Persia to the West’ much before Job Charnock set foot on the swampy villages of Kalikata, Sutanuti and Gobindapur to lay the foundation of a port city from where the British went out to create an empire “ at which they looked with in- credulous elation , shot with sharp tinges of doubt, of a village grocer who had inherited a chain of department stores.” 2. The Bhagirathi river on which the Calcutta port came up, has been and remains a huge navigational challenge ,but its location never failed to entice the freebooter and the brave. A Dutch fleet of seven ships even negotiated the channel without pilots (as ships entering Calcutta rarely dare to) in 1759, two years af- ter Plassey in a futile bid to deny the Englishmen the control of the Calcutta port. But the bid failed and after the opening of the Suez Canal in 1869, the importance of the Calcutta port went up several times, both for world trade and for British interests. Muslim League stalwart H.S Suhrawardy , the mastermind of the 1946 Great Calcutta Killings, could not imagine an East Pakistan without Calcutta and pushed for its inclu- sion in the newly created country. India’s current Prime Minister Narendra Modi has now designated Calcutta as the ‘starting point’ of his ‘Act East’ policy for connecting In- dia to South-east and East Asia.

The government of Japan and Japanese companies are contributing to the policy of the government of India such as Make in India, Skill India, Digital India, and Clean India. Japan is also focusing on enhancing connectivity in the Indo-Pacific region. Last year Prime Minister Abe announced the "Free and Open Indo-Pacific Strategy", under which we will promote the confluence of "the two seas" and "the two continents" spreading from the Pacific Ocean and to the Indian Ocean. West Bengal is the centre of the connecting point between India and South East Asia. The BIMSTEC area surrounding the Bay of Bengal has huge potential for economic development. To this end, improving the connectivity in this area is critical. Japan is assisting improvement of connectivity, with projects such as road development in the north-east; and the initiative of the Bay of Bengal Industrial Growth-Belt in Bangladesh.
