STATEMENT OF INTENT

This bill will establish a commission to recommend policies that will enhance access to affordable health care for all New Hampshire residents. The majority of the Commerce Committee is opposed to creating yet another study commission with a laudable purpose that is in reality just another forum for those who want Medicare for everyone i.e. - single payer health care. Given that there is an election coming up, the majority of the committee believes that there will be plenty of venues and opportunities for those who want an opportunity to expound on their desire for a single payer/Medicare for everyone health insurance plan.

Yes, this is an incredibly difficult and complex issue. But we must not shy away. We should continue to look for ways to control costs and enhance access to the health care our constituents need,

Donald Kollisah, MD of Hanover, NH - Supports. Thank you for reopening. There was confusion earlier and i appreciate the opportunity. We see this bill with due respect, madam Chair, as "a no brainer." We want to improve access care for all citizens. We ask you to say "yes" to this bill. Q: Rep. Richard Abel - Any specific priorities you feel we should look at? A: The basis of insurance is to share risk. Insurance companies that only want to make money would only insure healthy people. We always tie insurance to employment. If we share risk we'd all be healthier. How can we avoid cherry picking. There are philosophical as well as financial hurdles.

Rep. , co-sponsor - We spend twice as much with some of the worst outcomes. Many ways to make health care more efficient; other countries have universal access. Cost shifting is a problem; we all pay for that. Current system high administration costs with executives and profits and rules.

Q: Rep. Vicki Schwaegler - Concerned no medical professionals? A: Two NH medical societies and others. This commission is actually very broad.

Q: Rep. Reed Panasiti - Earlier we heard want nurses on there as well.

Q: Rep. Butler - Universal health care is not necessarily the goal of this commission. A: Yes, access or universal access doesn't have to mean single payer.

Q: Rep. Butler - Universal health care puts people off. Can we not look at things we can do that isn't universal coverage? A: Yes, certainly we can look at specific issues that can help increase access and lower costs.

Dear Chairman Hunt and Members of the Committee:

New Futures is a nonpartisan, nonprofit organization that advocates, educates and collaborates to improve the health and wellness of all New Hampshire residents through policy change. New Futures supports SB 383, establishing a commission to recommend policies that will enhance access to affordable health care for all New Hampshire residents. Health care costs have significantly increased over the past few years. Last year in New Hampshire, health insurance premiums increased an average of 52 percent. People are facing higher and higher deductibles and co-pays for health care services and prescription drugs. Even with health insurance, many still cannot access health care due to its unaffordability. As a result, people wait until symptoms are intolerable before seeking treatment, which ends up costing more than seeking treatment early. Also, people skip taking preventative medications or ration them out, in a effort to save costs. Again, this only serves to drive up overall health care costs in the long run. The study commission contemplated by SB 383 would look at accessibility to affordable health care for all, regardless of insurance status. Therefore, it would include those situations where high co-pay and deductible insurance plans make affordable care out of reach, as well as situations where individuals are uninsured. With the continued increase of health care costs and health insurance premiums, this commission is necessary to see what policy change is needed to keep New Hampshire healthy. For the reasons stated above, New Futures urges the Committee to vote SB 383 Ought to Pass. Respectfully submitted,

The healthcare insurance landscape is constantly changing, leaving many residents of New Hampshire uninsured or underinsured. Ensuring access to affordable healthcare for New Hampshire residents is a top priority of the NHNPA. If SB 383 passes, healthcare access options will be evaluated by a newly established commission that will recommend policies to enhance access to care for all New Hampshire residents.

As you know, there are over 1,290 nurse practitioners on the front lines, every day and night, delivering health care to the residents of New Hampshire. Because so many New Hampshire patients receive their care from nurse practitioners, the NHNPA proposes that a nurse practitioner (APRN) sit on the Commission to Recommend Policies That Will Enhance Access to Affordable Health Care for all New Hampshire Residents.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eighteen

AN ACT establishing a commission to recommend policies that will enhance access to affordable health care for all New Hampshire residents.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 1 Statement of Intent. The general court recognizes that despite dramatic changes in the 2 federal health insurance programs, many residents of New Hampshire remain uninsured or under 3 insured, and costs continue to soar. The general court further recognizes that the state has an 4 interest in containing the costs of delivering care within the financial means of the stakeholders in 5 our state. Because of the unique demographic, economic, and fiscal characteristics of New 6 Hampshire, improving access to affordable health care should be carefully evaluated and 7 considered. Therefore, the general court hereby establishes a commission to recommend policies 8 that will enhance access to affordable health care for all New Hampshire residents. 9 2 New Subdivision; Commission to Recommend Policies That Will Enhance Access to Affordable 10 Health Care for all New Hampshire Residents. Amend RSA 126-A by inserting after section 74 the 11 following new subdivision: 12 Commission to Recommend Policies That Will Enhance Access to 13 Affordable Health Care for all New Hampshire Residents 14 126-A:75 Commission to Recommend Policies That Will Enhance Access to Affordable Health 15 Care for all New Hampshire Residents. 16 I. There is established a commission to recommend policies that will enhance access to 17 affordable health care for all New Hampshire residents. 18 (a) The members of the commission shall be as follows: 19 (1) One member of the senate, appointed by the president of the senate. 20 (2) Three members of the house of representatives, appointed by the speaker of the 21 house of representatives. 22 (3) The insurance commissioner, or designee. 23 (4) The commissioner of the department of health and human services, or designee. 24 (5) Two public members who shall represent New Hampshire patients, appointed by 25 the governor. 26 (6) A representative of the New Hampshire Hospital Association, appointed by the 27 association. 28 (7) Two representatives of the New Hampshire Medical Society, appointed by the 29 society. 30 (8) One member representing the private health insurance industry in New

SB 383 - AS AMENDED BY THE SENATE - Page 2 - 1 Hampshire, appointed by the speaker of the house of representatives. 2 (9) A representative of the University of New Hampshire Institute for Health Policy 3 and Practice, appointed by the institute. 4 (10) A representative of the Business and Industry Association of New Hampshire, 5 appointed by the association. 6 (11) A representative of organized labor, appointed by the speaker of the house of 7 representatives. 8 (12) A member representing mental health patients, appointed by the governor. 9 (13) A member representing persons with substance use disorders, appointed by the 10 governor. 11 (b) Legislative members of the commission shall receive mileage at the legislative rate 12 when attending to the duties of the commission. 13 II.(a) The commission shall review costs of health care and health insurance in New 14 Hampshire and review policies that will improve access to affordable health care. The commission 15 shall include in its study a review of state and federal policies. 16 (b) The commission may solicit input from any person or entity the commission deems 17 relevant to its study. 18 III. The members of the commission shall elect a chairperson from among the members. 19 The first meeting of the commission shall be called by the senate member. The first meeting of the 20 commission shall be held within 45 days of the effective date of this section. Nine members of the 21 commission shall constitute a quorum. 22 IV. The commission shall make an interim report with its findings and any 23 recommendations for pioposed legislation on or before November 1, 2018 and a final report on 24 November 1, 2019 to the president of the senate, the speaker of the house of representatives, the 25 senate clerk, the house clerk, the governor, and the state library. 26 3 Repeal. RSA 126-A:75, relative to a commission to recommend policies that will enhance 27 access to affordable health care for all New Hampshire residents, is repealed. 28 4 Effective Date. 29 I. Section 3 of this act shall take effect November 1, 2019. 30 II. The remainder of this act shall take effect upon its passage.
