But the highlight of the day was the defeat of the world number two Fabiano Caruana by a reinvigorated Nigel Short. Maxime Lagarde of France seemed to have good chances of holding against Nakamura until about move 28 when 28...c4 would have been an improvement but, slightly short of time, he allowed this important pawn to drop off and resigned when his a-pawn was similarly doomed. NATIONAL Ranking on water departments The Ministry of Jal Shakti recently launched rankings of Central and state governmental water departments based on their efficiency targets. It also aims to create Water Resource Information System (WRIS) in all states. According to the report, Gujarat topped the ranking and Delhi was pushed to the last. Among the seven central government departments, Survey of India topped the list followed by National Institute of Hydrology and Central Water Commission. The Central Pollution Control Board received the lowest rank. Tamil Nadu was the best performer among all the states. The state was at 33rd position in 2018 and has been pushed to 13th rank this time. Kerala and CAA The Kerala government invoked Article 131 to file a petition against the Citizenship (Amendment) Act (CAA) in the Supreme Court. Kerala has become the first state to move the apex court challenging CAA stating that it violates Article 14, Article 21 and Article 25 of the Indian constitution. -

The elite 2700+ players are still finding it very hard to impose themselves on the group of players rated 200 or 300 points below. Veselin Topalov picked up this point in his master class on Wednesday, stating that these days there is little or no difference in the quality of the first 10 to 15 opening moves between 2300-rated players and the elite. So the big names have to work harder to get their points, perhaps adopting a Carlsen-style approach, avoiding long, forcing lines in the opening and outplaying their opponents in endgames. This has been exemplified in Gibraltar by the only two 2700+ rated players to figure in the group on 3/3, namely Adams and Vitiugov, who have been grinding out the wins in long games. Mickey Adams ground out a long win against Bogdan-Daniel Deac (Romania) Perhaps the most enjoyable game for the audience in round three was the battle between Peter Svidler and Nitzan Steinberg.
