Re: Recommendation on ULURP Application C 210067 HUM - Harlem-East Harlem Urban Renewal Plan
On November 24, 2020, Community Board 11 (CB11) voted on land use application No. C 210067 HUM submitted by the New York City Department of Housing Preservation and Development (“HPD”) which seeks approval for an amendment to the Harlem-East Harlem Urban Renewal Plan (“HEHURP”) to extend the duration of the HEHURP (“Proposed Action”). The HEHURP governs the Harlem-East Harlem Urban Renewal Area (“HEHURA” or “Project Area”) which is located in Community Districts 10 and 11 in the borough of Manhattan and is generally bounded by (i) West 127th Street and East 133rd Street on the north, (ii) the Harlem River on the east, (iii) West 110th Street, East 106th Street, East 107th Street, and East 110th Street on the south, and (iv) Fifth Avenue, Madison Avenue, Park Avenue, Lexington Avenue, and Malcolm X Boulevard (Lenox Avenue) on the West.
The Proposed Action extends the duration of the HEHURP and will facilitate the continuation of agency administration and management in the HEHURP. It does not change the geographic scope or propose any new development on a specific site in the HEHURA.
The Project Area includes sites in the Urban Renewal Area listed in Exhibit A of the HEHURP.
Description of the Proposed Action
No new development is proposed on the Project Area as part of this application. HPD proposes to amend the existing HEHURP to extend the duration of the HEHURP to allow for ongoing agency administration and management. Approval of the Proposed Action will also allow flexibility regarding sites still under HPD jurisdiction.
Actions Necessary to Facilitate the Proposal
An amendment to the Harlem East Harlem Urban Renewal Plan to extend its duration to forty (40) years from the approval of this 16th Amendment, continuous from the prior expiration date of the plan.

Recommendation
Community Board 11 (CB11) recommends approval of Land Use Application C 210067 HUM - Harlem- East Harlem Urban Renewal Plan with the following conditions:
1. that the renewal term does not exceed twelve (12) years 2. that the renewal only applies to the blocks remaining to be developed as part of the East 125th Street Development Project 3. that the design guidelines remain in place
