1.1 Background & Key objectives:-

Greater Municipal Corporation continued to discharge its obligatory and discretionary functions as per the provisions of the HMC Act 1965 and provides civic services and infrastructure facilities to the inhabitants of the twin cities. Health, Sanitation and conservancy services including solid wastes management, control of malaria and other epidemic diseases, prevention Health care and control of epidemics and procedures to get various services by the Corporation is given in this booklet.

1.2 Objective/ Purpose of this information hand book :-

The purpose of this hand book is for creating awareness on the standardized information for easy access under standing in respect of different functions, duties, powers of the officers and employees procedure followed in the decisions making, process, rules, regulations, instructions, manuals, records, documents, budget allocations, remuneration of officers, statement of boards, councils, committees and other information as may be prescribed and there after update these publications every year.

This document is a commitment to provide efficient and prompt civic services to the citizens in the expectation that the citizens will reciprocate and involve themselves in the healthy growth and upkeep of their City

FOREWORD

In keeping with the resolve of the State Government to provide efficient and people-centered administration, the Municipal Corporation of Hyderabad has adopted the principle of ‘Smart’ Civic Administration that is Simple, Moral, Accountable, Responsive, and Transparent. The goal of the Corporation is to create local administrative machinery that is always alive to public expectations and create a lasting partnership between the citizens and civic administration in the endeavour to build a brighter future and a Better Hyderabad.

The purpose behind the Citizens’ Charter is to:

 Provide all important information to the citizens about the services being delivered by MCH and the concerned departments.  Generate public awareness regarding the rights and responsibilities of the citizens with regard to the functions discharged and the time frame in which public grievances will be attended to by various municipal functionaries.  Create a network of service centres which are close to the people and which can receive and act upon public grievances promptly; and  Solicit the cooperation of the people in maintenance of a clean, green and healthy city in the spirit of self-help, mutual help, partnership and togetherness.

HEALTH AND SANITATION MCH has strived hard in giving its citizens a clean and green city. It is the winner of the national “Clean City Award” for three consecutive years. A clean city involves services in different areas like sanitation, greenery and public health. The Health & Sanitation Department of the Corporation is entrusted with the responsibility of making Hyderabad a clean city and is headed by Additional Commissioner, Health & Sanitation [AC (H&S)], duly assisted by the Chief Medical Officer of Health (CMOH), Chief Entomologist, Chief Veterinary Officer and Assistant Medical Officer of Health (Head Office) [AMOH (HO)] at the Head Office level and Assistant Medical Officers of Health at the Circle level and Medical Officer of Health (MOH) in Secunderabad Division.. The Zonal Additional Commissioners: AC (East), AC (West), AC (South) and AC (Secunderabad) are the authorities who coordinate the daily sanitation operations. The Health & Sanitation Department is engaged in the services of Solid Waste Management and Public Health to keep the city neat and clean. Veterinary services, Anti-malaria Operations, Issue of Birth and Death Certificates, Issue of Trade Licenses and Emergency Operations are the other activities entrusted to this Department. Voluntary Garbage Disposal Scheme: This Scheme helps the residents of a locality to come together and take up door-to-door collection of garbage. Any Resident Welfare Association can apply to MCH to Provide one or two tricycles free of cost. The Association engages a rag-pickertocollect garbage from the door steps of their members every day with the help of tricycle. There are around 500 VGD schemes presently in operation in the MCH area.

A. Solid Waste Management & Public Health: Services:

 Street cleaning including daily sweeping and other sanitary measures from 6 AM to 2 PM in the privatized areas on all days and in non-privatized areas on all days excepting Sundays.  Collection and transportation of garbage daily from 7 AM to 3 pm in privatized areas on all days and in non-privatized areas on all days excepting Sundays.

 Sanitary disposal of garbage.  Cleaning on selected Main Roads twice - 10 PM to 6 AM and 7 AM to 2 PM.  Debris and construction waste materials removal service.  Special sanitary measures to keep the city clean during festivals and visits by dignitaries.  Providing or replacing garbage bins.  Maintenance of public urinals and toilets on daily basis.  Repairs and white washing of toilets once a year.  Clearing of chokage in urinals and toilets.

How Can a Citizen Help?

 Ensure that your premises are cleaned before street cleaning time and throw garbage in the bins before the pick-up time.  Keep the surroundings of your building clean.  Segregate your garbage into biodegradable and non-biodegradable components and throw them separately.  Report non-sweeping and not-lifting of garbage to the concerned Sanitary Supervisor/AMOH promptly.  Use the urinals and toilets provided for public.  File a complaint if they are not cleaned or repairs are needed.  Educate the public regarding sanitary habits and responsibilities.  Pay Garbage Collection Charges and other charges as levied by the Corporation in time.

Response Time:

 Lifting of garbage - Within 24 hours of complaint.  No sweeping on roads - Within 24 hours.  Debris removal - Within 3 days after receipt of request from the party on cost recovery basis i.e. payment of debris removal charges.  Once a month from the public places where debris is deposited unauthorisedly.  Provision/Replacement of garbage bins - Within 15 days of complaint.  Removal of chokages in public urinals / toilets - Within 24 hours of detection/receipt of complaint. Emergency Operations:

 Complaints of inundation - Within 4 to 8 hours.  Removal of fallen tree trunks/branches - Within 4 to 8 hours.  Complaint of building/wall collapse - Within 4 to 8 hours.

B. VETERINARY:

The Veterinary Department is headed by the Chief Veterinary Officer (CVtO). This Department is entrusted with the responsibilities of hygienic maintenance of slaughter houses, supply and sale of tested meat, removal of dead animals and control of indiscriminate straying of dogs, cattle and other animals on roads, thus causing blocks and hazards to citizens. Services:

 Supply of wholesome meat in the Twin Cities.  Removal of dead animal carcasses.  Catching of rabid, ferocious dogs.  Impounding stray cattle and other stray animals.  Immunisation and licensing of dogs.  Educating people on rabies through various media.

 Anti-larval operations - treating open breeding sources like Musi River, Nalas and other water logging areas once a week  Fogging operations - as and when required with spraying of anti-mosquito chemicals.  Educating public regarding control of mosquitoes menace and preventive measures.

How Can a Citizen Help?

 Prevent breeding of mosquitoes by removing stagnant water.  Keep all water vessels, septic tanks, overhead tanks and domestic wells covered.  Promptly report cases of unhygienic roads and surroundings and stagnant pool of water/sewage to the concerned officers of MCH and HMWSSB.

D. BIRTH AND DEATH REGISTRATION

The wing is headed by Chief Medical Officer of Health (CMOH). MCH issues the certificates at a nominal cost at Ward Offices, Circle Offices and e-Seva Centres. This service helps MCH keep track of the births and deaths. The information is used in census and revision of electoral rolls.

All births/deaths have to be reported within 21 days of occurrence to the respective Ward Offices in case of both institutions and non-institutions. Institutions mean Hospitals and Clinics. Non-institutions cover cases other than these. For institutions, Medical Officer or RMO has to report to the Sub-Registrar in the concerned Ward Office in Form 1 for Birth and Form 2 for Death. In case of Non-institutions such as household, the head of the household in the capacity of informant is expected to report the event to the Sub-Registrar of concerned Ward Office.

Services:

 Registration of births and deaths.  Issue of birth/death certificates.  Inclusion of name in birth certificate.  Correction of name in birth certificate.  Supply of extra copies of birth and death certificates. How can a Citizen Help?

 Furnish birth/death information to the Sub-Registrar of the respective Ward in time.  Report birth and death now and obtain the certificates if not registered/obtained earlier.  Be prompt in obtaining Birth & Death Certificates as it helps the officers in estimating the population and correcting electoral rolls.

E. TRADE LICENCE:

This wing is headed by the Additional Commissioner (Health and Sanitation). Licences are issued by the Assistant Medical Officer of Health at the Circle Office/Medical Officer of Health at Secunderabad Division. Any citizen wanting to do business, establish a trade, shop, etc., in the city has to obtain a Trade Licence/Permit from MCH in accordance with various provisions of the HMC Act and pay a fee for this Licence. Trade licence applications are available at the Treasury Counter at Circle Offices.Term of Trade Licence ends by 31st March.

Services:

 Issue of fresh licences and renewal of old licences for trade.  Action on complaints of unauthorized trade activities.

How Can a Citizen Help?

 Pay Licence fees and property taxes regularly – file self-assessment returns.  Ensure that licence renewals are obtained in time.  Be co-operative with officials during their visits.  Conduct only that business for which licence is obtained from the Municipal Corporation.

CIVIC INFRASTRUCTURE

Planned growth and all-round development of the City depend to a large extent on the infrastructural facilities provided. Public Works Department in the MCH is trying its best to provide adequate civic infrastructure to meet the challenges of city growth and population concentration. This Department is headed by the Additional Commissioner (Public Works) supported by the Chief Engineer. The Superintending Engineers and Executive Engineers of various Circles and Project Divisions report to the Chief Engineer. The Public Works Department is involved in the execution and maintenance of roads, drains and other civic amenities. While construction of new amenities depends on the availability of funds, adequate provision is being made by MCH for maintenance works so that the public complaints can be redressed on a day-to-day basis.

Functions:

 Construction of MCH roads, drains, culverts and flood control works.  Maintenance including filling of potholes and resurfacing of roads.  Beautification of arterial roads with private sponsorship.  Widening and improvement of existing roads.  Installation and maintenance of road furniture like footpaths, lamp posts, signage, etc.  Maintenance of drains including desilting operations.  Repairs to manholes/replacement of manhole covers.  Street lighting.  Registration/empanelment of contractors.

How Can a Citizen Help?

 Don't construct or dump materials which obstruct or block a road or hinder the movement of traffic.  Don't encroach pavements or footpaths.  Apply for permission to put up lights, shamianas, take out processions perform such other public functions on a public road.  Seek MCH permission for digging, scaffolding or erecting enclosures on a public road.  Don't vandalise street furniture, including signage, flower pots, etc.  Help MCH in maintaining and protecting the city's roads and public property - don't let out household water/sewage on to roads.  Don't encroach drains and construct slabs without authorization - ensure free flow of rain water without any obstruction.

Water is life. Groundwater is depleting. Take up Rain Water Harvesting Structures to conserve precious rainwater and recharge ground water. Don't connect sewer lines to storm water drains.

 Do not throw garbage into drains and gutters as it causes blockages.  Ensure that nobody steals or vandalises drain/catchpit covers.  Promptly report chokages in drains and water stagnation cases.  Take up rainwater harvesting structures to tap roof water and roadside flows.

Response Time :

GREEN CITY

The Horticulture and Urban Forestry Departments together deal with the development and maintenance of greenery in the city. They are in charge of major parks, colony parks, neighbourhood parks, green belts, landscape gardens and avenue plantations in the city. They are responsible for the scheme of adoption of colony parks by Resident Welfare Associations.

Functions :

 Major Parks, Colony Parks and Neighbourhood Parks.  Avenue Plantations/Green Belts.  Traffic Islands and Central Media.  Greening of public places like temples, mosques, burial grounds, schools, offices, etc.  Nurseries and sale of plants to citizens on cost to cost basis or concessionally.  Eco-conservation and Micro-climate projects.  Wayside views and fountains.  Empanelment of landscape architects and contractors.

GHMC plans to add green spaces to the city wherever possible by planting trees. These places will not only help counter pollution and add to the beauty of the city but also will help in creating better environment and cool micro-climate areas. GHMC's policy is to adopt any open space available in the city for plantation of saplings to move towards a fully green city. These lands will have strip plantations, block plantations, tree parks, gardens, etc. The plantations will help to protect ecology and promote a healthy environment for the Twin Cities.

How Can Citizen Help?

 Don't encroach GHMC/Government open spaces.  Plant trees, nurture them and help them to grow.  Avoid misuse of parks and plantation areas.  Localities, colonies and housing societies can join GHMC's 'Green Community' plan by contributing to their locality's park maintenance and upkeep.  Report encroachments in parks and ensure that they are evicted in time.  Report uprooting and stealing of trees and saplings from parks/avenue Response Time :

The Town Planning Department in MCH is headed by Additional Commissioner (Planning & Projects), supported by the Chief City Planner and City Planners/Assistant City Planners. This Department deals with building/layout and other planning permissions, preparation and implementation of development plans and enforcement operations such as removal of encroachments and demolition of unauthorized constructions.

Functions:

 Granting building/house construction or addition/alteration permissions.  Layout/sub-division plan approval.  Issue of occupancy certificate.  Issue of certified copies of approved plan.  Issue of licences to technical person  Action against unauthorised constructions and encroachments.  Lease of municipal property.  Road widening and Junction improvement plans.

How Can a Citizen Help?

 Follow the regulations and rules regarding FSI, setbacks, use, etc. as per plan approved by MCH and adhere to zoning/building regulations.  Report illegal constructions, dangerous constructions and violations to sanctioned plans.  Don't encroach on government and public property - roads, drains, open spaces, etc.  Remove encroachments and obstructions.  Ensure that buildings are constructed in housing colonies and industrial areas following the norms of town planning regarding roads and open spaces.  Be vigilant and check indiscriminate and hazardous building construction activities.  Ensure that unauthorised construction of stalls on roads and footpaths does not take place.  Ensure that footpaths are clear and not encroached upon by religious or other structures.  Pay rents to MCH in case of leased property in time.

PROPERTY TAX This Department is headed by Additional Commissioner (Finance, Accounts & Information Technology) [AC (F)], supported by Chief Valuation Officer, Advertisement Officer and Deputy Municipal Commissioners, Tax Inspectors and Bill Collectors in Circles. It mobilizes revenues through property tax, advertisement fee and other collections.

MCH has introduced Self Assessment scheme to enable the property owners/occupiers to have an opportunity of indicating their own taxes. The people can pay their taxes at Banks, Citizen Service Centres, e-Seva Centres and also through Internet. MCH has taken steps to create service centre in Circle Offices and selected Ward Offices. In addition, a network of e-Seva Centres is emerging to provide integrated services to the citizens of the Twin Cities.

The Self-Assessment scheme was introduced by the Municipal Corporation to achieve the following objectives:

 To ensure complete transparency and openness in levy and collection of Property Tax and to eliminate inequities existing in the property tax system.  To build a computerised Property Tax Data Base and to assign unique Property Tax Identification Number (PTIN) to each property.  To rationalise Property Tax and eliminate discretion in the levy of tax on the part of valuation officers/assessors.  To give an opportunity to the taxpayer in the fixation of property tax following the legal provisions.  To minimize prolonged disputes between taxpayers and MCH.

Under Section 213 of the HMC Act, 1955 the Commissioner of the Municipal Corporation may call for information or returns in writing from the owner or occupier of assessable properties:

(a) as to the name and place of property of the owner or occupier, or of both the owner and occupier of such building or land; and

(b) as to the dimensions of such building or land, or of portion thereof, and rent, if any, obtained for such building, or land, or any portion thereof.

Every owner or occupier on whom any such requisition is made shall be bound to comply with the same and to give true information or to make a true return to the best of his knowledge or belief. The objective of the Self-Assessment scheme is to enable the taxpayer to calculate his or her tax as per the provisions of law and indicate the tax leviable, while furnishing the mandatory information called for. This gives a good opportunity to the taxpayer. MCH has greatly valued the opinions of the taxpayers and has accepted most of the Self Assessment Returns during the last three years unless the taxes figuring in Returns are very low.

 Promptly furnish information when required by the Commissioner under Section 213 of the HMC Act, 1955.  File Self-Assessment Returns.  Form Resident Welfare Associations, educate members regarding tax laws, ensure that all members pay the rightful taxes in time and assist MCH in delivering services efficiently.

 Closely participate in the service delivery system and help MCH in discharging its obligatory functions in a responsible and responsive manner while avoiding high interest charges on the tax due.  Avoid unnecessary litigation with appreciation of the relevant legal provisions under the HMC Act.  Clear long pending arrears without any delay.  Exercise vigilance to ensure quality in execution of public works and obtain value for money.

URBAN COMMUNITY DEVELOPMENT & SERVICES

The Urban Community Development & Services Department deals with the provision of civic amenities - both physical and social in slums and poor localities and Empowerment of Community. This Department is headed by Additional Commissioner (Urban Community Development): AC (UCD), supported by Project Officers, Deputy Project Officers, Community Development Officers, etc.

Functions :  Provision of basic civic amenities in slums and low income communities: Water supply and sewerage (in coordination with Hyderabad Metropolitan Water Supply & Sewerage Board), approach roads and internal roads, storm drainage, public latrines, street lights, etc.  Preschool education, non-formal education, adult literacy, etc., (in coordination with ICDS, Sarva Siksha Abhiyan and other projects).  Mother and child health care services, including immunisation and family welfare (in coordination with IPP-VIII project).  Support to communities in formation of community structures, organisation of thrift and credit/DWCUA groups and implementation of programmes for income generation

How Can a Citizen Help?

 Organise Neighbourhood Groups, Neighbourhood Committees, Community Development Societies and thrift and credit/DWCUA groups.  Maintain community assets and prevent vandalisation or theft of community properties.  Keep your surroundings and community always neat and clean.  Enroll in Clean Slum Initiative/Voluntary Garbage Disposal Scheme - MCH will provide tricycle free of cost and Rs.1000/- per part-time worker if the community undertakes the responsibility for supervision of sanitation.  Prevent encroachment of MCH/Government lands and avoid unauthorised occupation of community halls and lands.  Immunise children and adopt family planning.  Enroll children in schools and prevent drop-outs and child labour.  Create awareness regarding AIDS and other epidemics.

Response Time :

 MCH has taken an important decision to earmark 20% of property tax collection for Urban Community Development and Services Works identified under the UCD Budget/Action Plan will be completed within one year from their inclusion.

COMPENSATION FOR DELAY IN SERVICE

MCH undertakes to pay a compensation of Rs.50/- per day to the applicants for licenses/permissions/certificates who have paid fees/charges to MCH for services. The objective is to compensate them for the loss of their valuable time and inconvenience if the prescribed time schedule is not followed by the officers/departments concerned. The amounts will first be paid by the Corporation and later recouped from the officials responsible for willful delay or inefficiency.
