RESOLUTION (79) 6

CONCERNING THE RENEWAL OF THE EUROPEAN DIPLOMA AWARDED TO THE GERMANO- NATURE PARK

(Federal Republic of Germany and of Luxembourg)

(Adopted by the Committee of Ministers on 20 April 1979 at the 303rd meeting of the Ministers' Deputies)

The Committee of Ministers, under the terms of Article 15.a of the Statute of the Council of Europe,

Having regard to Resolution (65) 6 instituting the European Diploma;

Having regard to Resolution (73) 33 awarding the European Diploma to the Germano- Luxembourg Nature Park (Federal Republic of Germany and Grand Duchy of Luxembourg);

Having regard to the proposals of the European Committee for the Conservation of Nature and Natural Resources;

Having noted the agreement of the Governments of the Federal Republic of Germany and the Grand Duchy of Luxembourg;

After deliberation,

Hereby renews the European Diploma awarded to the Germano-Luxembourg Nature Park (Federal Republic of Germany and Grand Duchy of Luxembourg);

Places the said nature park under the auspices of the Council of Europe until 25 October 1983;

Invites the Governments of the Federal Republic of Germany and the Grand Duchy of Luxembourg to communicate to the appropriate authorities the following recommendations of the European Committee for the Conservation of Nature and Natural Resources:

1. Measures should be taken to redress the situation, and park authorities should be authorised to keep the Hosingen game park sites (Luxembourg) under surveillance, for its unfortunate evolution has now created a point of uncontrolled development;

2. Mass tourism should be substantially moderated in the hamlets near the Sûre in the southern part of the park, which are under such pressure from camping and recreation that they are in danger of being swamped by excessive or jarring peripheral development. This is the most attractive part of the park and also the most outstanding in respect of natural, historic and archaeological sites;

3. The development of the two plateaux of Echternach and Ferschweiler, abutting upon a of rocky cliffs marking a series of sites of exceptional geological (sandstone chimneys, erosion and dissolution facies), biological (forested ravines, Hymenophyllum stands) and archae- ological (Neolithic, Celtic, Roman and Frankish remains) interest, should be very carefully planned, as this outstanding area is the heart and principal image of the nature park;

The Penzebierg site (a small and completely wooded area of 200-300 ha) just west of the park (Luxembourg) might be promoted to a and, possibly, annexed to the Germano-Luxembourg Nature Park as a satellite site. It contains the only population of Narcissus pseudonarcissus in the Grand Duchy and southern Eifel, as well as xerophilous plots bearing Anemone pulsatilla, which is most remarkable for the Oesling.
