CHAPTER 3 Research for policy development: Industrial clusters in South China1 Rigas Arvanitis and Qiu Haixiong Abstract This research study analyses the development of industrial clusters in three institutional contexts in South China to better understand how policies have been developed and implemented to encourage innovation. The authors trace the growth of private enterprises within these clusters, and note that this growth was assisted by local governments and by links with foreign companies, which were instrumental in upgrading networks of suppliers and bringing in foreign expertise. The research shows that innovation centres have begun to create networks of enterprises, improve innovation capacities, and enhance communication with universities and research centres. In some districts, local government policy has promoted innovation centres, especially during diffi cult economic times, when a need for better quality and higher priced products made sense in China. As such, the innovation centres were mainly oriented toward servicing the local industry, rather than maintaining a competitive edge. The research team concludes that ‘marketized’ research centres have a greater probability of success than innovation centres because they base decisions on selling products. Since 1999, China has actively promoted innovation policy to reinforce the technological capabilities of smaller fi rms, while continuing to promote larger multinational fi rms. At the same time, public research centres have undergone rapid ‘marketization’,2 which has transformed many former public engineering research centres into enterprises. It is much too early to assess this strategy, but the speed with which private fi rms and collective enterprises have acquired, adapted and promoted new products, and new productive processes, is remarkable. -

Research on Gem Feldspar from the Shigatse Region of Tibet
RESEARCH ON GEM FELDSPAR FROM THE SHIGATSE REGION OF TIBET Ahmadjan Abduriyim, Shane F. McClure, George R. Rossman, Thanong Leelawatanasuk, Richard W. Hughes, Brendan M. Laurs, Ren Lu, Flavie Isatelle, Kenneth Scarratt, Emily V. Dubinsky, Troy R. Douthit, and John L. Emmett The existence of a natural red andesine deposit in China/Tibet has been the subject of controversy since 2006. In late September 2010, an international group traveled to the Shigatse region of Tibet and visited two reported andesine occurrences, at Zha Lin village and the Yu Lin Gu alluvial fan. These sites are located ~3 km from the previously investigated Bainang andesine mining area near Nai Sa village. The Zha Lin deposit appeared genuine, but the group could not confirm the authen- ticity of the Yu Lin Gu occurrence, and no primary andesine-bearing source rocks were found in either area. Some of the samples had glassy surface residues that are difficult to explain naturally, while initial argon isotopic measurements of a few Zha Lin and Yu Lin Gu andesines (without glassy residues) showed that they had not been heated. Laboratory studies of the Tibetan samples—and a comparison to known-treated red andesine from Inner Mongolia—showed that it may be possible to separate these feldspars using a combination of several advanced destructive techniques, but this methodology is not practical for gem testing laboratories. However, the small-scale farming practice needs to be adjusted for modern agricultural production. Screening of rice field co-culture farming models is important in deciding the suitable model for industry-wide promotion. In this study, we aim to find the optimal rice field co-culture farming models for large-scale application, based on the notion of food productivity. We used experimental data from the Jiangsu Province of China and applied food-equivalent unit and arable-land-equivalent unit methods to examine applicable protocols for large-scale promotion of rice field co-culture farming models. Results indicate that the rice-loach and rice-catfish models achieve the highest food productivity; the rice-duck model increases the rice yield, while the rice-turtle and rice-crayfish models generate extra economic profits.
