The Bidders must ensure submission of all the required documents indicated in this BID DOCUMENT. Bids received without valid documentary evidence, undertakings, supporting documents and various requirements mentioned in the BID DOCUMENT or test certificates will be rejected at the initial stage. The data sheets, valid documentary evidences for the critical components as detailed hereinafter should be submitted by the Bidder for scrutiny. It is intimated that no objection/revisions/supplements shall be entertained regarding the terms and conditions of the Bidding Document submitted by the bidder. The potential bus transporters will be selected according to the evaluation and selection criteria specified in this document. The transporter (s) may apply for one or more routes in a city specified in the BID DOCUMENT. Power of Attorney for bidding signatory Annex-C: Detail of Transport Required at Workers Welfare Schools in Punjab 60 Annex-D: Performance Guarantee 85 Annex-E: Undertaking, Power of Attorney 87 Annex-F: Draft Agreement 90 6 SECTION-1 GENERAL INSTRUCTIONS 7 SECTION-1 GENERAL INSTRUCTIONS 1.1 Invitation for Bid The Directorate of Education (Transport Hiring Committee), Punjab Workers Welfare Fund, Labour & Human Resource Department (L&HRD), Government of the Punjab (GoPb), invites bids for the: hiring of Transport on the routes identified by Transport Hiring Committee for the Workers Welfare Schools in Punjab. 1.2 Criteria for Hiring of Transporters/Transport Companies The PUNJAB WORKERS WELFARE FUND is striving to facilitate the Workers Children studying in WORKERS WELFARE SCHOOL in different cities of the province on Transport routes identified by the Principals of concerned schools. It is envisaged that the intended transport hiring for two years will improve the quality of pick & drop services for the students of WORKERS WELFARE SCHOOLS. The Transport Hiring Committee aims to facilitate potential transporters through locally manufactured or imported non-A/C Diesel Vehicles. Interested parties preferably possessing expertise in inter-city transport and having good condition fleet of required vehicles can apply for provision of the above mentioned transport services. Following criteria will be adopted for selection of Transport companies/transporters: The Transport Hiring Committee will hire Transport companies/transporters fulfilling technical and financial evaluation and the lowest rates offered by the Transport companies/transporters for operation of vehicles on the identified routes. Maintenance of vehicles would be the responsibility of Transport Company / transporter. 1.3 Laws to be followed I-Punjab Procurement Regulatory Authority Act of 2014, and Punjab Procurement Rules, 2014 (as amended) will be followed for the above procurement of transport / services. These rules may be viewed/ downloaded from; http://ppra.punjab.gov.pk In this document, unless otherwise mentioned to the contrary, "Rule" means a Rule under the Punjab Procurement Rules 2014 (as amended). 8 II-The by-laws/rules about fitness of vehicles and operation as public service and Transport hiring policy by PUNJAB WORKERS WELFARE FUND. III- Any other rules, policies issued by the Govt. regulating the transport services. 1.4 Mode of Advertisement As per Rule 12 of PPRA Rules 2014 (as amended), this BID DOCUMENT is being placed on the website as well as being advertised in print media. E-mail: [email protected] Tel: 042-99206246, Fax: 042-99206247 Or Principal Workers Welfare Schools (List Annex-A). 1.5 Type of Open Competitive Bidding As per Punjab Procurement Rules, 2014 38(2)(a), Single Stage - Two Envelope Procedure will be followed as under: i. The bid shall comprise of a single package containing two (2) separate envelopes. The Odd Numbered Envelope shall contain separately the technical proposal. The Even Numbered Envelope shall contain separately the financial proposal; ii. The envelopes shall be marked in bold and legible letters to avoid confusion, as follows: a. “ENVELOPE-No. 1: TECHNICAL PROPOSAL” b. “ENVELOPE-No. 2: FINANCIAL PROPOSAL” iii. Initially, only the ENVELOPE - No. 1 marked TECHNICAL PROPOSAL will be opened publically at a place and time notified to the bidder; iv. ENVELOPE No 2, shall be retained in the custody of the Purchase Committee+ or WORKERS WELFARES concerned without being opened; v. The technical proposal will be evaluated in a manner as per the clauses mentioned in this document; and proposals which do not conform to the specified requirements as listed in said document will be rejected. 9 vi. During the technical evaluation no amendments in the technical proposal shall be made/ permitted; except for arithmetical corrections. vii. After the evaluation and approval of the technical proposal The ENVELOPE-No. 2: FINANCIAL PROPOSAL of technically qualified bidders shall be opened publicly at a time, date and venue announced and communicated to the bidders in advance; the financial proposals of bidders who do not qualify technically will be returned unopened. viii. The technically qualified bidder with lowest financial bid will be the successful bidder. ix. Prospective transport companies/transporters having transport matching with the requisite seating capacity to bid for identified vehicles routes as demanded by concerned schools. The exact number of vehicles to be operated on each transport route will be quoted by transport companies/transporters based on information mentioned in advertisement. x. Successful bidder will be informed via confirmation letter of Selection as transport companies/transporters on the route (s) where he/she quoted competitive rates and would thus be required to sign agreement with the Purchase Committee+ (Annexure-B). 1.6 Bidding Details All bids must be accompanied by a Call Deposit Receipt (CDR) amounting to the *estimation determined by Purchase Committee* based on number of vehicles to be operated on particular routes (See Annex-C) as bid security in favor of “The Principal of concerned Workers Welfare School” issued by a scheduled bank allowed/ carrying financial transactions in PAKISTAN. The bids along with the Call Deposit Receipt (CDR) / Tender Forms, Affidavits, etc., must be submitted to: In-charge Transport Committee on or before ____________by 11.00 am at designated Workers Welfare schools.

The PAM should include references to all available templates and instructions either through linkages to relevant URLs or directly incorporated in the PAM. The executing and implementing agencies are wholly responsible for the implementation of ADB financed projects, as agreed jointly between the borrower and ADB, and in accordance with Government and ADB’s policies and procedures. ADB staff is responsible to support implementation including compliance by executing and implementing agencies of their obligations and responsibilities for project implementation in accordance with ADB’s policies and procedures. In the event of any discrepancy or contradiction between the PAM and the Loan and Project Agreements, the provisions of the Loan and Project Agreements shall prevail. After ADB Board approval of the project's report and recommendations of the President (RRP) changes in implementation arrangements are subject to agreement and approval pursuant to relevant Government and ADB administrative procedures (including the Project Administration Instructions) and upon such approval they will be subsequently incorporated in the PAM.
