As forecasted by Meteorological Department (PMD) Southern Punjab and did experience rains starting from the night of 9th September and morning of 10th September 2012. Today PMD issued a media report with severe weather warning for Sukkar, , , Hyderabad, , Kallat, Zhob, Sibbi, Nasirabad, D.G. Khan, Bhawalpur, divisions.

PMD predicts decreased intensity of rains by tomorrow evening. However, Pakistan Weather Portal (PWP)(http://pakistanweatherportal.com/monsoon-of-pakistan/) states that there may be chances of more heavy rainfall in south-eastern and adjoining coastal Sindh including till next 24 hours.

So far, according to NDMA report of 10th September 2012, 76 people have died and 50 people got injured in the monsoon rains all over the country.

PRCS is on high alert in all the provinces. PRCS disaster management cells and disaster response trained team members report rains affecting , Jacobbabad, , Dadu, Shikarpur, Bolan and Rajhanpur districts as well.

Background-Situation/Updated Situation Pakistan Meteorological Department (PMD) issued an advisory today stating that widespread rains with isolated heavy falls are to be expected in Sindh and eastern parts of Balochistan Monday/Tuesday, causing more floods (urban and flash) in the vulnerable areas during the period. They have cautioned concerned authorities to remain alert for the next 24 hours. The advisory states that this trend is likely to subside by Tuesday.

The month of September is usually remembered as the month in which the monsoon starts to withdraw from the sub-continent. However since last two years that is 2010 and 2011, the country has observed widespread rainfall in this month including the dry areas like Sindh and south Punjab. Latest analysis by PWP indicate that the atmospheric rain-blocking cloud has started weakening hence giving a green signal to the monsoon moisture to move into Pakistan freely which would result in heavy precipitation over the country. Sindh, north-eastern Balochistan and south Punjab are also now free of these rain-blocking conditions which could experience some heavy rainfall.

Although the current weather pattern indicates monsoon rains continuing in a tapering down trend over southern parts of Pakistan but PWP predicts that another spell might occur in northern areas before the monsoon starts to withdraw from the country during the third week of September.

Weather Forecast For Next 24-Hours Widespread thunderstorm/rain with scattered heavy to very heavy falls at times extremely heavy falls is expected over Hyderabad, Karachi ,,Larkana, Zhob,Kalat ,Sibbi, Nasirabad , DG Khan Divisions . Scattered thunderstorm/rain with isolated heavy falls is expected over Mirpurkhas, Multan, & Divisions. Isolated thunderstorm/rain is expected over Upper Punjab, Kashmir & Baltistan.

RIVERS’ STATUS All the major rivers are flowing in their state of normal flow. Flash flooding is likely to continue in the Nullahs & Hill Torrents of DG Khan, Nasirabad, Sibbi & Zhob divisions during next 24-hours. Heavy to very heavy rainfall in Karachi & Hyderabad divisions may generate Urban Flooding in the areas during next 24-hours. Summary of Losses and Damages NDMA reports, given the current trend of monsoon rains, so far 76 people have died and 50 people got injured all over the country. They are also reporting damages to agricultural land and livestock. Apart from this, several link bridges are also reported to be washed away in AJK. PRCS Response

SINDH

Based on the initial information collected by PRCS network of Disaster Management Cells(DMC)/ District Branches, the following information has been shared by PRCS Sindh Branch. PRCS Sindh: -

1. Shikarpur a. On 9th September due to heavy rains and thunder storm more than 70 houses have been destroyed in UC Zalkhail. Other adjoining UCs are also reported to be affected. DMC Shikarpur is closely coordinating with DC Office for collecting maximum Data and assessing the situation in the field for further relief.

b. One mobile medical team BALOCHISTAN has been deployed in Shikarpur and relief goods are being sent for distribution.

2. Khairpur a. Heavy rains that started yesterday continued today and affected the Khairpur district in an alarming manner. In the coordination meeting it was communicated to PRCS that the Govt. of Sindh has declared emergency in the District and all educational institutions have been declared closed till situation Basic map of Sindh showing its districts. According to the rains have affected seven districts of Sindh so far namely reports of Deputy Jacobabad, Shikarpur, Khairpur, Dadu, Badin, Hyderabad Commissioner ten relief and Mirpurkhas. The PRCS District Branch Khairpur has responded immediately to the medical emergency however, the relief goods as identified by DC are being sent to PRCS District Branch for distribution after assessment.

3. Jacobabad a. The most affected District in Sindh is Jacobabad so far. In the coordination meeting, it was reported that the infrastructure in the city area has been badly damaged and no communication line is active in the city area. b. PRCS Medical Team from taluka Gharikhero of district Jacobababd has been directed to render medical services for the flood affected people and the surrounding areas of Gharikhero c. PRCS DMC Jacobabad is at the moment collecting maximum information of affected people for providing assistance but is being hindered due to submerged roads and communication problems.

4. Badin a. Continuous rain since last two days and today’s heavy rain caused significant damage to the houses and roads in Badin. As per information shared in the coordination meeting with the district authorities, all four Talukas (tehsils) of Badin have been affected. The District Government is assessing the situation and so far they report several small breaches in the drainage canals and several villages submerged. b. The DMC Badin is actively engaged in helping people evacuate in UC Kadhan. They are also positioned to provide plastic sheets, tents and mosquito nets to the affected people after assessment.

5. Hyderabad a. During the monsoon rain spell on 9th Sept 2012, three deaths reported due to electric shock after damage to the electricity lines. The Deputy Commission of Hyderabad declared emergency in the entire division of Hyderabad in the coordination meeting. b. On 10th Sept, the situation became better. According to PRCS District Branch in Hyderabad, no major needs have been identified in the District so far, but the team is still on alert and monitoring the situation.

6. Mirpurkhas Heavy rains on 9th September 2012 left inner city non-functional due to submerged roads and communication downfall. But on 10th Sep, PRCS team report restored routes and so far, no major destruction has been reported. The PRCS District Branch Mirpurkhas is monitoring the situation and coordinating with the District administration authority. So-far no relief items are required.

PRCS Sindh deployed Emergency Response Trained (ERT) Teams to four districts (Shikarpur, Jacobabad, Khairpur and Dadu) of Sindh immediately for relief and assessment.

BALOCHISTAN

NDMA Monsoon 2012 damages details report of 10th Sep 2012 indicates that two districts of Punjab have been affected namely Killa Saifullah and Bolan. According to the PIR (PRCS Primary Incident Report) received, access to Kachi (Bolan) district has been hampered due to this rain spell on 6th/9th Sep 2012. 8 villages and 3 Sub Tehsils of District Kachhi were hit by this spell. Initial reports show 120 houses affected. PUNJAB

Based on the communication from PRCS Punjab Branch, Districts DG Khan and Rajhanpur have been badly affected by this spell of monsoon rains starting from 9th September. Initial reports coming in from the PRCS Punjab indicates that 8500 families have been affected in Rajhanpur alone but a clearer picture shall only be given after proper assessment. PRCS has a disaster preparedness stock for 200 families already pre-positioned in Rajhanpur district as part of its preparation. If need arises, PRCS Punjab plans to cater up to 1000 families initially. PRCS DG Khan Branch is still trying to get the report through as communication problems are being faced there.
