India: Anti-Muslim Citizenship Amendment SAYRA RAFIUZZAMAN • POLICY ANALYST • 2 OCTOBRE 2020 Women attending the Shaheen Bagh Protest Summary Prime Minister Modi’s government intends to assemble a National Register of Citizens (NRC) across India. Along with this, the Citizenship Amendment Act (CAA) or Citizenship Amendment Bill (CAB) 2019, has created a situation in which the Muslim minorities and document-less minorities of India may be deprived of citizenship and rights (Shankar, 2020). This affects women minorities in particular, risking displacement in mass numbers (BhowmicK, 2020). Currently there are four ways to obtain Indian citizenship: birth, descent, registration and naturalization (Shankar, 2019). However, due to socio-economic restrictions, many women do not have access to birth certificates or paperwork, leaving them at risk of being stripped of their Indian identity (Bhowmick, 2020). Background The Citizenship Amendment Bill which was passed into legislation at the closing of 2019 has left India with widespread protests. The bill fast tracKs citizenship for immigrants of three neighboring countries: Bangladesh, Afghanistan, and Pakistan. This process is open for minorities who may face persecution based on religious beliefs in these countries. The range covers Hindus, SiKhs, Buddhists, Jains, Parsis, and Christians. However, it excludes Muslims, even minorities sectarian Muslims who are widely persecuted, such as Shia and Ahmadiyya Muslims (PTI, 2020). While the Bharatiya Janata Party (BJP) claims this amendment is beneficial in the race to protect minorities, it is important to note that it is unconstitutional as it targets only particular groups, based on religion. It does not provide an equal opportunity for all individuals based on minority status or asylum need (PTI, 2020). -

Present study used National Crime Record (NCRB) India data. Data on crimes in India are annually published by the NCRB. Crimes reported to police station all over country and refer to report and register crime. The reasons of incidents of crime are not capture by the Bureau. NCRB gives data on the basis of police recorded crime cases are being captured. In this study I have gone through the major reason behind, effect on society and what changes can be made. Rape is the fastest growing crime in India1 as compared to other crime incidence of women. Also I have uncovered some unknown rape crime that took place in the society on the name of reputation, to the depressed class woman (economically), of the working women either private sector or government sector. Meaning of RAPE From the latin word rape is define as the rapio, it means ‘to seize’. It signifies as the ravishment against her will or without her consent, or with her consent by putting her in fear, danger. Rape is the fourth highest crime committed in India. Rape has been defined under section 375 of INDIAN PENAL CODE 18602. Not less than 7 years of punishment are awarded for rape; before the Criminal Amendment Act of 2018. Prior to 2005, there was less rape in India. -

Agriculture Minister spoke about various initiatives by the Government to empower the youth. He also mentioned that if the country has to develop, proper Human Resource development should be the focus. He urged the students to take up the initiative of creating awareness among farmers about various Government programmes. Addressing the students, in the National Seminar titled “Empowering youth in agriculture”, Sh. Singh emphasised on creating awareness about Soil Health Card and Pradhan Mantri Krishi Sinchayee Yojana. He also mentioned that Soil Health card will be issued in the next 3 years to all farmers in the country. With this card, farmers will be able to use fertilizers as per the advice of Soil Testing laboratories about the nutrient content of the soil.Mentioning about new initiative in the form of Pradhan Mantri Krishi Sinchayee Yojana, likely to be launched shortly, he said under this programme every field in the country will be brought under the ambit of irrigation facility. He also pointed towards the growth potential in the fisheries sector, where youth could play an important role. He mentioned that in the first and second quarter of 2014-15, a growth of 8.5% and 13.2% has been registered over the corresponding first and second quarter of 2013-14 in fish production. -
