C. COMMENTS: MEMBERS OF THE AUDIENCE Members of the public may request the opportunity to address the Board regarding items on and not on the agenda. Public input is limited to five (5) minutes per person, so that everyone who wishes to speak to the Board has an opportunity to speak, and so that the Board can conduct its business in an efficient manner. D. CAMPUS VISIT – Biotechnology Program (LS 119)

At the conclusion of the Public Comment portion of the meeting, the Board, as a group, will depart AD 109 and walk to LS 119 to visit the Biotechnology Program. Members of the public are invited to join the Board during this campus visit. The Board will return to AD 109 to continue the meeting, as outlined below, at approximately 4:15 p.m.

SUBJECT: Measure G Citizens’ Oversight Information X Committee Annual Report Enclosure(s)

BACKGROUND In accordance with Proposition 39, the Measure G Citizens’ Oversight Committee, with members representing the various facets of our communities, serve as the “eyes, ears and voices” of local residents and taxpayers to monitor the expenditures of Measure G funds. The Committee’s purpose is to inform the public concerning the expenditure of the bond proceeds. As such, the Committee engages in the following activities: • Actively reviews and reports on the expenditure of taxpayers’ money for school construction; • Advises the public as to whether the district is in compliance with the requirements of Article XIIIA, Section 1(b)(3C) of the California Constitution; • Ensures that bond revenues are expended only for the construction, reconstruction, rehabilitation or replacement of school facilities, including the furnishing and equipping of school facilities, or the acquisition or lease of real property for school facilities; and • Ensures that no funds are used for any teacher or administrative salaries or other operating expenses.

Ms. Shauna Pierce, Chair of the Measure G Citizens’ Oversight Committee, will present the Annual Report for the fiscal year ending June 30, 2015.

Whenever Board members travel to sanctioned events such as retreats, conferences, and workshops, they are expected to participate fully.

Board members will complete and submit an Application for Travel Authorization stating notify the Superintendent/President’s Office of a travel request. Such notification will shall include the date, time, location and expectedation for outcome of attendanceing. conference to the Superintendent/President’s Office along with the following information: • Conference Registration Fee • Lodging Fee • Meals ($40.00 per diem) • Transportation Fee • Car Rental Rate • Mileage (per Federal Mileage Rate) • Other possible expenses (Tips, Telephone, Internet, Gas for Rental Car)

The Superintendent/President’s Office will submit a travel requisition on behalf of each traveling Board member.

After returning from the sanctioned event, Board members will submit expense reports itemizing each expenditure, and include original receipts.

SUBJECT: Citrus Galactic Owls Travel and Information Participation in NASA's Human Exploration Rover Challenge Enclosure(s) X Huntsville, AL, April 7-9, 2016

BACKGROUND Students attending high schools, colleges and universities in the and worldwide have been given the opportunity by NASA's Office of Education to conduct research while building and testing a human- powered rover. This is part of NASA's Human Exploration Rover Challenge program, which gives aspiring explorers a chance to focus on designing, constructing and testing technologies for mobility devices to perform in a Martian environment, while providing valuable experiences that engage students in the technologies and concepts that will be needed in future exploration missions. The NASA Human Exploration Rover Challenge will be held April 7-9, at the U. S. Space & Rocket Center in Huntsville, AL. Citrus College’s team was accepted to participate in this competition alongside other high school, college and university teams from all around the United States and other countries, including Mexico, India and Argentina.

The NASA Human Exploration Rover Challenge is directly tied to NASA’s major education goal of strengthening NASA and the nation's future workforce. This program encourages research and development of new technology for future mission planning and crewed space missions to other worlds.

Citrus College’s team, the “Galactic Owls,” is formed of six (6) students and one (1) faculty advisor.

Their participation in the NASA Human Exploration Rover Challenge (April 7-9, 2016) requires the team to design and build a rover that is human- powered and will carry two students, one female and one male, over a half-mile obstacle course of simulated extraterrestrial terrain of craters, boulders, ridges, inclines, crevasses and depressions.

Dr. Lucia Riderer, full-time Citrus faculty member is the faculty advisor of the Galactic Owls team. Travel expenses for the team are covered by funds from the Galactic Owls Citrus College Foundation Account. In addition, Dr. Riderer will submit a travel authorization request to the Faculty Learning Institute.

RECOMMENDATION Authorization is requested to approve a field trip for six (6) students to compete and one (1) faculty to supervise at the NASA Human Exploration Rover Challenge in Huntsville, AL, April 7-9, 2016.

SUBJECT: Citrus Rocket Owls Travel and Information Participation in NASA's Student Launch Program, Huntsville, AL, April 13-17, Enclosure(s) X 2016

BACKGROUND Students attending colleges and universities in the United States have been given the opportunity by NASA's Office of Education to conduct research while building and testing a power rocket. This is part of NASA's Student Launch (SL) program, which gives aspiring explorers a chance to propose, design, test and launch a reusable rocket to one mile above ground level while carrying a scientific or engineering payload. The launching will take place during the NASA SL Competition in Huntsville, AL. The overall student experience includes scientific research, hands-on experimental design, test operations and educational/public outreach activities.

Citrus College’s proposal was one of the 41 proposals from universities and college selected to participate in the NASA SL Competition. In addition, Citrus College was the only community college nationwide whose proposal was accepted and one of the only four higher education institutions in California.

The SL Competition is directly tied to NASA’s major education goal of strengthening NASA and the nation's future workforce. Through this college and university program, NASA will identify and develop the critical skills and capabilities needed to achieve the Vision for Space Exploration.

Citrus College’s team, the “Rocket Owls,” is formed of five (5) students, one (1) mentor, and one (1) faculty advisor.

Their participation in the SL Program (April 13-17, 2016) requires the team to:

(a) build and test the rocket and its payload that they proposed in their project; (b) complete administrative paperwork; (c) create and maintain a website where all project documentation is hosted (d) take three exams administered by NASA engineers via teleconference (e) launch their rocket at the SL competition; (f) complete outreach to local K-12 schools; and (g) write and submit a final report to NASA by August, 2016.

Dr. Lucia Riderer, full-time Citrus faculty member is the faculty advisor of the Rocket Owls team, and Mr. Rick Maschek, retired K-12 science teacher and experienced rocketeer (one of the NASA requirements was that all participating teams have an experienced mentor with level 2 or 3 certification from National Rocketry Association as part of their team) are going to accompany the students to the NASA SL competition. Travel expenses for the team are covered by funds from the Rocket Owls Citrus College Foundation Account. In addition, Dr. Riderer will submit a travel authorization request to the Faculty Learning Institute.

BACKGROUND More than 100 teams of students from across the United States will compete in the Shell Eco-marathon this April. Each team will bring the ultra energy-efficient vehicle that they built and see who can travel the farthest distance using the least amount of energy. The overall student experience includes scientific research, hands-on experimental design, test operations, and educational/public outreach activities.

Citrus College’s proposals were two of the 125 proposals from universities and colleges selected to participate in the Shell eco-marathon competition. Shell Eco-marathon challenges student teams to design, build and test ultra energy-efficient vehicles. The winners are the teams that go the furthest using the least amount of energy. The event sparks debate about the future of mobility and inspire young engineers to push the boundaries of fuel efficiency.

Citrus College’s team, the “Citrus Automotive and Physics Eco-marathon (CAPE) Owls,” is an interdisciplinary team formed of fourteen (14) students and two (2) faculty advisors. The CAPE Owls will be submitting two vehicles this year in the gasoline prototype and diesel prototype categories.

Their participation in the Shell Eco-marathon Competition Program requires the team to:

(a) build, test and ship the car that they proposed in their project; (b) complete administrative paperwork; (c) create and maintain a website where all project documentation is hosted; (d) race their car at the Shell competition; and (e) complete a final report to be submitted to Shell.

Lucia Riderer and Mariano Rubio, full-time Citrus faculty members, are the faculty advisors of the CAPE Owls team. The students and Mr. Rubio will drive in private vehicles to Detroit on April 18-20, 2016, and return to Glendora on April 26, 2016. Dr. Riderer will be unable to attend the competition due to scheduling conflicts with the Citrus Rocket team competition so Dennis Korn will be acting as the interim faculty advisor in place of Dr. Riderer for the competition. Travel expenses for the team are covered by funds from the CAPE Owls Citrus College Foundation Account. In addition, Mr. Rubio will also submit travel requests.

BACKGROUND The California Community College Trustees (CCCT) board serves a major role within the Community College League of California. Meeting five times a year, the twenty-one member board provides leadership and direction to ensure a strong voice for locally elected governing board members.

Nominations for membership on the CCCT board will be accepted January 1 through February 16, 2016. Nominations are to be made by member district boards of trustees, and each district may nominate only members of its own board.

The election of members of the CCCT board will take place between March 10 and April 25, 2016. Each member district board of trustees will have one vote for each vacancy on the CCCT board. There are six incumbents eligible to run for re-election; one seat is open due to a board member who will resign from the CCCT board in the Spring; and one seat is being vacated by a board member who did not win re-election at the district level in November.

Election results will be announced at the CCCT annual conference in May. The newly elected members of the board will assume their responsibilities at the conclusion of the annual conference (May 1, 2016), and the President of the CCCT board will administer the Oath of Office at the June 17-18, 2016, meeting in Sacramento.

AP 2715 CODE OF ETHICS/STANDARDS OF PRACTICE

Violations of Board Policy 2715: Code of Ethics/Standards of Practice will be addressed by the President of the Board, who will first discuss the violation with the Board member to reach a resolution. If resolution is not achieved and further action is deemed necessary, the Board President may appoint an ad hoc committee composed of two Board members to examine the matter and recommend further courses of action to the Board. Sanctions will be determined by the Board officers (or committee) and may include a recommendation to the Board of Trustees to censure the Board member. If the President of the Board of Trustees is perceived to have violated BP 2715, the Vice President of the Board of Trustees is authorized to pursue resolution. The Board may issue a public statement at a Board meeting to express concern of an individual trustee’s behavior. The Board may vote to censure a trustee’s behavior. The Board President will state the expectations and standards of Board behavior and the Board member’s action that failed to comply with Board policy.

The Superintendent/President and Board President are authorized to consult with legal counsel when they become aware of or are informed about actual or perceived violations of BP 2715, including but not limited to conflicts of interest, open and public meetings, confidentiality of closed session information, and use of public resources. Violations of law may be referred to the District Attorney or Attorney General. Board members that violate BP 2715 are subject to sanctions and censure.

Any evaluation instrument shall incorporate criteria contained in these Board Policies regarding Board operations, as well as criteria defining Board effectiveness promulgated by recognized practitioners in the field.

Geraldine M. Perri, Ph.D., Superintendent/President, introduced Mr. Eric Magallon, Bookstore Supervisor. On behalf of the Supervisor/Confidential team, Mr. Magallon presented the Student Worker of the Semester awards to Ms. Diane Martinez, who works in the Office of Student Life, and Mr. Hunter Ford, who works in the Bookstore. Both students received a check for $250 from the Supervisor/Confidential team.

Dr. Perri announced that, for the first time in the college’s history, Citrus College has been awarded a National Science Foundation Grant. The $406,321 award will be used to fund the “Bridge to the Geosciences for Community College Students,” which is a collaborative project designed to increase the number of STEM students exposed to career opportunities within the geosciences. Citrus College will be working with the Jet Propulsion Laboratory in Pasadena and the University Corporation for Atmospheric Research in Boulder, Colorado. Dr. Perri congratulated and thanked Dr. Marianne Smith, Director of Grant Projects, RACE to STEM, and her team; Mr. James McClain, Dean of Mathematics, Business and Health Sciences; and Dr. Arvid Spor, Vice President of Academic Affairs.

Dr. Perri said she was recently notified that Citrus College was selected as one of 150 colleges in the nation invited to compete for the Aspen Prize for Community College Excellence. The $1 million prize is awarded every other year. Citrus College was also invited to apply in 2014, and advanced to the top 50 round of the competition.

Arvid Spor, Ed.D., Vice President of Academic Affairs, said last fall, the college made a strategic decision to offer a larger winter session, and that strategy has paid off with 675 more credit students than the previous year. This amounts to a 12.2 percent increase.

Dr. Spor announced that the Scholar-Baller® event will take place on Saturday, January 23, 2016. This year, the college has set a new record for the number of scholar athletes. Dr. Keith Harrison, originator of the term, Scholar-Baller®, is planning to attend. The Owls men and women basketball teams will play against Glendale Community College in the gymnasium. The event will also serve as the venue for this year’s Coaches vs. Cancer program.

Dr. Spor reported that in November 2015, Mr. Cecil Brower, Lab Supervisor, began assisting students in the library with computer issues during peak hours. To date, he has answered over 600 questions, and he has provided a fresh perspective that has benefited students and staff. In addition, on January 4, 2016, Ms. Selene Pineda began her role as a part-time college success librarian. She is assisting underrepresented target groups reflected in the college’s Student Equity Plan, including English 99, ESL, DSPS, foster youth, first-year students, veterans, African Americans, Native Americans, and Latinos. The goal is to assist students in these target groups in achieving success by utilizing college resources, such as the library.

Dr. Spor said two of the college’s former Administration of Justice students were part of a pinning ceremony at the Glendora Police Department in January. Officer Shelly Gold Page 3 was promoted to the rank of police sergeant, and Officer Jonathan Salinas received his badge following completion of the Police Academy.

Martha McDonald, Ed.D., Vice President of Student Services, reported that the Counseling Department has been working with the Degree Works Program, and this fall, they piloted a Counseling 200 class. Students who participated in the degree audit and the Student Educational Plan (SEP) part of the course provided feedback to counselors regarding changes needed before the program is released. They enjoyed using the program, but felt that it needed some additional work before it was released. Dr. McDonald said the Degree Works Program is a planning tool designed to help students understand the degree requirements for their course of study. Members of the Degree Works team include employees from Admissions and Records, Articulation, Catalog/Curriculum, Counseling, and TeCS. The college started working on the program in 2014-2015. Their goal is to have the degree audit system and the SEP component available for students’ independent use by the 2017-2018 academic year.

Dr. McDonald said the college hosted a visit from (APU) doctoral students on January 14, 2016. As part of their Critical Issues in Higher Education course, a 13-member cohort toured the campus and heard presentations on student demographics, accreditation, student services, and the Student Success and Support Program, AB 540 students, and Deferred Action for Childhood Arrivals. In addition, a panel of Citrus College students provided firsthand testimonials about their experience at Citrus College. Dr. McDonald thanked Dr. Spor; Dr. James Lancaster, Dean of Curriculum, Career, Technical and Continuing Education; Dr. Lan Hao, Director of Institutional Research, Planning and Effectiveness; Dr. Lucinda Over, Dean of Counseling; and Dr. Gerald Sequeira, Dean of Admissions and Records; for their presentations during the event.

Claudette E. Dain, Vice President of Finance and Administrative Services, provided highlights of Governor Brown’s proposed budget for 2016-2017. She noted that the governor proposed two percent for access/enrollment and 0.47 percent for COLA. He also proposed $248 million to expand efforts for economic workforce development and CTE pathways; $30 million to transition students from basic skills to college-level programs; and $289 million in one-time funds for maintenance, instructional equipment, and drought responsive activities. Ms. Dain said there was no proposal for general operating augmentation to assist colleges in managing STRS and PERS employer rate increases, which will continue to grow for the next several years. She said that it is still very early in the budget process, and the next key step will be the May Revise. Ms. Dain added that she will present the college’s tentative budget at the June 21, 2016, Board meeting and the adopted budget at the September 6, 2016, Board meeting.

Ms. Dain said the college received a close-out letter from the Department of State Architects, which signifies that Citrus College has closed out all construction projects, except for the Visual Arts Building, which is currently under construction. She congratulated Mr. Fred Diamond, Director of Facilities and Construction, and his team. Page 4

Ms. Dain presented the members of the Board with desk calendars, which were created by Mr. Rocky Reynolds, Reprographics Supervisor, and the Reprographics Department.

Robert Sammis, J.D., Director of Human Resources, said the Human Resources (HR) Department has been working to improve and streamline student employment procedures over the past few months to make them easier for both students and managers to navigate. They have mailed the revised procedures to managers and are currently in the process of updating the HR website. The new process will be used for hiring for the spring.

Alfie Swan, Academic Senate President, said the Academic Senate is planning to send five faculty members to the Accreditation Institute, which will be held in San Diego in February. Their goal is to bring back updated information on changes that have been implemented for the next accreditation cycle. They will also be looking for potential speakers for a college forum that will be held to enhance knowledge and training with regard to the accreditation process.

Mr. Swan said he has appointed several faculty members to serve on the Key of Knowledge Committee, which will select outstanding students who have achieved academic success in the past year.

Pat Cordova-Goff, Student Trustee, said she was happy to be back in classes for the winter session. She has been surveying her fellow students as to their goals, and many say they would like to complete their studies as quickly as possible and move on to the next phase of their education. One concern that is universal for all community college students is the cost of books and supplies. Student Trustee Cordova-Goff said, while Citrus College does a good job of trying to help students, the total cost of education is still a serious concern.

Student Trustee Cordova-Goff said ASCC will hold their retreat on the next two Fridays.

Barbara R. Dickerson, Vice President, Board of Trustees, expressed her appreciation for the Foundation Winter Reception and Christmas Is…, and she said the choice of the Student Services Building for the Winter Reception was a good one. She thanked Ms. Christina Garcia, Director of the Foundation, for the great event.

Trustee Dickerson reported on some changes in Azusa with regard to food and coffee places that might be of interest to students and college employees.

Trustee Dickerson expressed her appreciation to Dr. McDonald for taking the lead in hosting the APU doctoral students. She said it was a great idea to have doctoral students who are preparing for jobs in higher education consider community colleges as a possible employment venue.

Patricia A. Rasmussen, Clerk/Secretary, Board of Trustees, said she was pleased to see an article in the Glendoran magazine featuring Mr. Diamond and the college’s plan for sustainability.

Trustee Rasmussen said the college’s Community Education schedule was very well done, and she was pleased to see students could create a class, submit the suggestion, and if there was enough interest, there was a possibility that the class would be offered.

Trustee Rasmussen complimented several of the college’s performing arts programs, including Christmas Is…; the efforts of the Citrus Singers, who presented more than 50 performances over the holidays; and Holidance, which was beautiful and exciting.

Trustee Rasmussen said the Foundation Winter Reception was well done and the new venue was very nice.

Edward C. Ortell, Member, Board of Trustees, thanked all of the staff who are involved in helping students to plan for where they will go when they leave Citrus College. He said the question, “Where are you going now?,” is a very meaningful one for community college students, as community colleges are frequently the transition point between high school and higher education or careers. Trustee Ortell referred to the changes in state law that are currently transforming the role of community colleges, such as the new laws that allow for dual enrollment and the awarding of baccalaureate degrees. He described these changes as, “the beginning of the end of the middle” for community colleges, as they will provide a continuous stream for students from high school through junior college and senior college.

Trustee Ortell said the winter sports season is an exciting one, and one of the highlights is the Scholar Baller® event, which takes place during an evening of basketball home games. He said the annual event encourages academic performance of students and serves a wonderful cause.

Trustee Ortell said that a coaches’ work is never done, as they work after the season concludes to help students obtain scholarships and transition to the next level of their education. He added that this is true for other disciplines as well, and he thanked all of the academic advisors and support staff that make a difference in the lives of students.

Joanne Montgomery, Member, Board of Trustees, echoed the comments of her fellow Board members with regard to the college’s wonderful holiday programs. She said the Foundation Winter Reception raised more than $15,000 to help students with the cost of textbooks. She thanked the Foundation and all those who donated.

Susan M. Keith, President, Board of Trustees, wished everyone a Happy New Year. She is looking forward to working with everyone to make 2016 a great year at Citrus College. Page 7

The Above and Beyond - Classified Development Award (ABCD Award) is presented in recognition of an outstanding Citrus College classified employee. The award recognizes the individual’s demonstration of collaboration, service, dedication, and commitment to the college’s mission.

Dr. Perri announced the most recent ABCD Award recipient, Ms. Laura Shurtleff, Student Health Center Secretary. Ms. Shurtleff is the first person visitors to the Health Center encounter, and she greets each person with a smile. She always ensures that students feel comfortable, and she is on the front line in handing any situation. Board President Keith presented Ms. Shurtleff with the “Hootie” and a certificate, and she thanked her for her dedication to the college.
