    27 HISTORY FROM BELOW A CASE STUDY OF FOLKLORE IN TULUNADU b y N. SHYAM BHAT Introduction - Subaltern Historiography This paper attempts to delineate and examine the uses and limitations of folklore and folk literature in the writing of history through the subaltern paradigm. The subaltern or “history from below” approach had originated in the 1980s in Indian historio­ graphy due to the efforts of Ranajit Guha and others. In the last two decades, the subaltern scholars have contributed immensely to the enrichment of historical writings on South Asia.1 Edward Said has said: “Subaltern studies represents a crossing of boundaries, a smuggling of ideas across lines, a stirring up of intellectual and, as always, political complacence”.2 David Cannadine has described it as “Gettysburg history” - of the people, by the people and for the people.3 It is an attempt to meet the demand for “de-elitisation” of history and write the history of the historyless. Like other historiographical schools in Indian history, the Subaltern school is also indebted to Western scholars and their ideas. They are considerably influenced by the writings of Karl Marx, Antonio Gramsci, A. L. Morton, E. P. Thompson, EricJ. Hobsbawm, Frantz Fanon, George Rude and a host of others.4 The ancient regime in historiography or “from the top down” approach in historical writing is considered obsolete at least from the last quarter of the twentieth century in India.     11.13 KARNATAKA 11.13.1 Introduction Karnataka, the seventh largest State of the country, with a geographical area of 1,91,791 sq km accounts for 5.83% of the geographical area of the country. The State is located in the south western region of India and lies between 11°30' N to 18°30' N latitudes and 74°00' E to 78°30' E longitudes and is bordered by Maharashtra and Goa in the North, Telangana and Andhra Pradesh in the east, Kerala & Tamil Nadu on the South and the Arabian Sea on the West. The State can be divided into two distinct physiographic regions viz the 'Malnad' or hilly region comprising Western Ghats and 'Maidan' or plain region comprising the inland plateau of varying heights. The average annual rainfall varies from 2,000 mm to 3,200 mm and the average annual temperature between 25°C and 35°C. The Western Ghats, which has an exceptionally high level of biological diversity and endemism, covers about 60% of forest area of the State. East flowing rivers in Karnataka mainly Cauvery & Krishna along with its tributaries drain into Bay of Bengal and west flowing rivers mainly Sharavathi & Kali drain into Arabian Sea. The State has 30 districts, amongst which 5 are tribal and 6 are hill districts. As per the 2011 census, Karnataka has a population of 61.13 million, which is 5.05% of India's population. The rural and urban populations constitute 61.43% and 38.57% respectively. Tribal population is 6.96% of the State's population.

    Hubli-Dharwad Sustainable Healthcare Waste Management Project The Problem of Medical Waste Medical waste, if not handled properly, can pose a serious threat to human and environmental health. Infectious waste can spread diseases such as hepatitis and HIV, toxic chemicals such as mercury can cause permanent damage to adults and children, and the burning of plastics, particularly PVC, can release pollutants into the atmosphere to contaminate the environment for decades to come. There are strict rules on how medical waste should be handled in India, but experience shows that they are not always observed. Used syringes are packaged and resold, dirty bandages are used to stuff cheap mattresses and patients and carers are unknowingly breathing in mercury fumes from broken thermometers. On the other hand, most of the waste produced by medical centres is harmless if it is segregated and handled properly, and much of it can be recycled at a profit. About the Project The Hubli-Dharwad Sustainable Healthcare Waste Management Project is setting out to help the hospitals and clinics of the district improve their practices so that they can reduce harm and save money. The project will train medical staff, waste workers, hospital managers and government officials in best practice for medical waste handling through practical demonstrations and lecture courses specifically tailored for the different tasks each profession needs to understand. To ensure the greatest benefit to the community, the project will prioritise the public healthcare service run by the Hubli-Dharwad Municipal Corporation, but where possible will also reach out to interested members of private institutions.

    PROFILE OF ANANTAPUR DISTRICT The effective functioning of any institution largely depends on the socio-economic environment in which it is functioning. It is especially true in case of institutions which are functioning for the development of rural areas. Hence, an attempt is made here to present a socio­ economic profile of Anantapur district, which happens to be one of the areas of operation of DRDA under study. Profile of Anantapur District Anantapur offers some vivid glimpses of the pre-historic past. It is generally held that the place got its name from 'Anantasagaram', a big tank, which means ‘Endless Ocean’. The villages of Anantasagaram and Bukkarayasamudram were constructed by Chilkkavodeya, the Minister of Bukka-I, a Vijayanagar ruler. Some authorities assert that Anantasagaram was named after Bukka's queen, while some contend that it must have been known after Anantarasa Chikkavodeya himself, as Bukka had no queen by that name. Anantapur is familiarly known as ‘Hande Anantapuram’. 'Hande' means chief of the Vijayanagar period. Anantapur and a few other places were gifted by the Vijayanagar rulers to Hanumappa Naidu of the Hande family. The place subsequently came under the Qutub Shahis, Mughals, and the Nawabs of Kadapa, although the Hande chiefs continued to rule as their subordinates. It was occupied by the Palegar of Bellary during the time of Ramappa but was eventually won back by 136 his son, Siddappa. Morari Rao Ghorpade attacked Anantapur in 1757. Though the army resisted for some time, Siddappa ultimately bought off the enemy for Rs.50, 000. Anantapur then came into the possession of Hyder Ali and Tipu Sultan.
