ORDER OF GENERAL ELECTION AND SPECIAL ELECTION (ORDEN DE ELECCIÓN GENERAL Y ELECCIÓN ESPECIAL) City of Pearland A General Election and Special Election is hereby ordered to be held on November 3, 2020 for the purpose to elect Mayor, Councilmembers, Position 3, and Position 7, for a 3-year term each and for the purpose of submitting to the qualified voters of the City certain proposed amendments to the existing charter of the City of Pearland, Texas. The proposed amendments are as follows: (Las enmiendas propuestas son las siguientes:) PEARLAND PROPOSITION A Shall Article 1, Section 1.03 of the City Charter be amended to require that the annexation of property by the City be in accordance with State law? PEARLAND PROPOSITION B Shall Article 3, Section 3.02 of the City Charter be amended to increase the residency requirement for candidates for City Council from six (6) months to twelve (12) months? PEARLAND PROPOSITION C Shall Article 3, Section 3.09 of the City Charter be amended to establish a quorum of City Council to be five (5) members of city council, including the mayor, instead of two-thirds (2/3) of the members of city council, including the mayor, and require a record vote instead of a roll call vote for all Resolutions and Ordinances? PEARLAND PROPOSITION D Shall Article 3, Section 3.12 of the City Charter be amended to increase the maximum fine amount for each day of non-compliance with a subpoena from two hundred dollars ($200.00) to five hundred dollars ($500.00)? PEARLAND PROPOSITION E Shall Article 5, Section 5.05 of the City Charter be amended to require that election ballots be prepared in accordance with State law? PEARLAND PROPOSITION F Shall Article 6, Section 6.06 of the City Charter be amended to increase the amount of time the City Secretary has to certify a recall petition from five (5) days to ten (10) business days? PEARLAND PROPOSITION G Shall Article 8; Section 8.02 of the City Charter be amended to require that the City’s budget be prepared and submitted to City Council in accordance with State law? PEARLAND PROPOSITION H Shall Article 10, Section 10.15 of the City Charter be amended to increase the size of the Charter Review Commission from five (5) members to seven (7) members? PROPOSICIÓN A DE PEARLAND ¿Se deberá modificar el Artículo 1, Sección 1.03 de la Carta Orgánica de la Ciudad para exigir que la anexión de bienes por parte de la Ciudad sea conforme a la ley estatal? The polling places for voting on Election Day and Early Voting for each City election precinct located in Brazoria County shall be at the locations designated by Brazoria County as the polling place or the polling places set forth in Exhibit “A”.
