After first aid, get appropriate in plant, paramedic or community medical support. After inhalation : Remove to fresh air. If not breathing, call for emergency care. After contact with skin : W ash with soap and water. Consult a physician if irritation persists. After contact with eye s : Irrigate with flowing water at least 10 minutes. Hold lids open as it helps prevent scratching and minimize irritation. Seek medical attention as material may become imbe dded. After ingestion : Not relevan t Signs and Symptoms of Ex posure : Eye contact may cause pain, tearing, itching, swelling and/or redness. Carbon monoxide. Extinguishing media : Contains gas under pressure; may explode if heated. Do not use as dressing or seasoning nor direct mouth application. Advice for firefighters : Suitable extinguishing media : Wear a self-contained breathing apparatus (SCBA) and chemical resistant suit with a full face piece operated in a positive pressure Foam. Reports have been made of ignition from pilot lights, heaters, an others, after vapors have been moved by ventilating fans. Exploding cans may travel great distances spewing burning materials. Contamined fire-fighting water must be collected separately. Do not empty into drains or the aquatic environment. In case of fire and/or explosion do not breathe fumes. Section 6 - Accidental Release Measures Personal precautions, protective equipment and emergency p rocedures : Remove all sources of ignition. Provide adequate ventilation. Do not breathe gas/fumes /vapor/spray. Be cautious of low lying areas where vapors will accumulate. Evacuate the area and do not enter without protecti ve equipment. Avoid contact with skin, eye and clothing. Wear personal protection e quipment. Environmental precau tions : D o not empty into drains or the aquatic environmen t. Cover drains. Absorb with inert material and place in waste disposal d rums. Eliminate leaks immedia tely. The product should not be dumped into the sewage system without previous treatment Prevent spreading over great surfaces (e.g. by damming or installing o il booms). Report spill if required by SARA III. Methods and material for containment and clea ning up : A bsorb with liquid binding material (e.g. sand, diatomaceous eart h, acid or universal bindi ng agents). Do not use deformed o r dam aged cans Smoking around immediate area is prohibited . Heating causes rise in pressure with risk of bursting. Do not store at temperatures above 50º C/ 12 2º F. Conditions for safe storage, including any incompa tibilities : Requirements for storage rooms and vessels : Keep container at room temperature and protect from sunligh t. Keep in a cool, well ventilated place. Keep away from sources of ignition – N o smoking. Please note: aerosol directive (75/3 24/EEC). Advice on storage compatibility : Do not store together with: Radioactive substances. Infectious substances. Organic peroxides. Oxidizing solids. Oxidizing liquids. Pyrophoric liquids and solids. flammable substances. Substances or mixtures which, in contact with water emit flammable g ases. Further information on storage cond:it ions : Recommended storage temperature: 05-25°C / 50 º-77º F. Do not store at temperatures over: 50°C/1 22º F. Conditions to avoid: UV radiation/sunlight, heat, moist ure. Ensure adequate ventilation of the storag e area. Keep out of reach o f children. Purpose of the report: To advise the Cabinet Member, Health and Communities of steps taken by the trading standards division to reduce smoking prevalence during the previous financial year and to seek Members’ approval for the annual programme of enforcement to prevent under-age sales of tobacco and aerosol paints. 2. Information and analysis: 2.1 As the Cabinet Member is aware, smoking is still one of the biggest contributors to preventable coronary heart disease. The trading standards division – being responsible for a range of legislation that is intended to regulate the supply of tobacco and tobacco products – makes a significant contribution to tobacco control. The attached report in Appendix 2 sets out in some detail activities undertaken during the previous financial year to support both the Council’s ambition to make Derbyshire a Safer and Healthier place and also contributes to the Department of Health’s ‘Healthy Lives, Healthy People – Tobacco Control Plan for England’. 2.2 The Tobacco Control Plan for England sets out six strands with regards to tobacco control which are internationally recognised as follows: 1. stopping the promotion of tobacco; 2. making tobacco less affordable; 3. effective regulation of tobacco products; 4. helping tobacco users to quit; 5. reducing exposure to second-hand smoke; and 6. effective communications for tobacco control. 2.3 The main areas of activity that has involved the trading standards division and which contributes to at least four of the above strands include: 1.
