Briefing: The New UK Parliament and Government General Election Results The elections to the UK Parliament in May 2010 resulted in the Conservative Party having the largest number of seats although no single party has an overall majority. Number of MPs elected in each political party Conservative 306 Labour 258 Liberal Democrat 57 Democratic Unionist Party 8 SNP 6 Sinn Fein 5 Plaid Cymru 3 Social Democratic & Labour Party 3 Alliance Party 1 Green 1 Independent 1 One seat still has to be decided. This is because one of the candidates for Thirsk and Morton died after nominations closed. As a result, no voting took place in that constituency, and a by-election will be held on 27 May. Negotiations between the main parties have resulted in an agreement to form a Conservative/Liberal Democrat coalition government, the first such agreement since 1945. But as the election approaches, are they now breaking apart? Mr Alexander is with me now with the Liberal Democrat view on economic matters and tax matters. Now the big story all week has been HSBC and their alleged involvement in alleged tax evasion and so forth. The Chancellor has not been very available to talk about this. Now he has spoken and he’s said it’s not the job of ministers to direct prosecutions against individuals or companies. Do you think that is a sufficient answer? DANNY ALEXANDER: Well it isn’t the job of ministers to direct prosecutions at individual companies or indeed to get into the tax affairs of any or allegations indeed of any individual organisation. But it is the job of ministers to make sure that HMRC is equipped with the powers that it needs because these tax evaders, they’re picking all of our pockets, they are taking money from every single one of us, and that’s why I think it’s right to 1 say that we should strengthen the hand of the taxman in dealing with those things. ANDREW MARR: I want to ask you more about that, but do you think that the culture in HMRC has been entirely right about this? There seems to be suggestion of sweetheart deals, cosy meetings between very, very powerful people in the banking world and HMRC staff, and then HMRC staff go and work for them of course.

It is through their powers of patronage that they shape, and reshape through reshuffles, their government. It is this power that gives them political leverage and ensures their dominance over their ministerial and party colleagues. All Prime Ministers ‘wield this instrument with strategic effect’ (Berlinski et al, 2012, p. 2). The rise of the career politician would appear to intensify the significance of this power (King, 1981, pp. 249-85) as ministerial office represents the ‘height of ambition’ for most contemporary parliamentarians (Berlinski et al, 2007, p. 245). Most of them ‘passionately want to be ministers’ and ‘if they are already ministers, they want to be promoted in the ministerial hierarchy’, and above all else ‘they certainly do not want to be demoted or dismisse identifying ministerial suitability does remove a significant proportion of the parliamentary party from consideration. An additional question to ask would be whether certain parliamentarians are unsuited to ministerial office for reasons other than competence. Some will have to be discounted due to the fact that their personal behaviour or political attitudes could make them a liability if a minister.

    Inside Story: How Coalition Government Works Constititution Unit, 3 June 2011 Summary of key points The Coalition in Whitehall Finding a balance between unity and distinctiveness is the key problem for coalition government. The current coalition has successfully ensured unity, and stability; but struggles to allow the two parties to express their distinctiveness. Formal cabinet government has been revived: Cabinet and cabinet committees now meet regularly, but these are mostly forums for dealing with interdepartmental issues rather than specifically coalition issues. The main forums for reaching agreement between coalition partners are informal. Coalition issues are often dealt with before they reach the formal machinery of government. This informality of coalition decision making is based on high levels of trust between the leadership of the two parties. Trust, and the importance of compatible personalities, are essential for coalition government. However, this informality has one drawback: it means that the Lib Dems are often unable to demonstrate their influence in government. Some machinery has surprisingly not been effective in coalition brokerage—in particular, the Deputy Prime Minister’s Office, special advisers, and Liberal Democrat junior ministers. The Coalition in Westminster Flexibility within the executive is not always matched by flexibility in parliament. Compromise hammered out in government has led to excessive rigidity when policies are introduced into Parliament. The informality and relatively close relationships in the executive are not matched by similar relationships within Parliament. In both houses, the coalition is tolerated rather than embraced. Coalition governments often lead to a divide between the frontbench and backbench. Rebellions in this parliament are historically at record highs.

  • Cabinet Committee System
    CABINET COMMITTEE SYSTEM 1. Cabinet and Cabinet Committees are groups of Ministers that can take collective decisions that are binding across Government. The Cabinet is the supreme decision-making body in government, dealing with the big issues of the day and the Government’s overall strategy. Cabinet Committees reduce the burden on Cabinet by enabling collective decisions to be taken by a smaller group of Ministers. The composition and terms of reference of Coalition Cabinet Committees are a matter for the Prime Minister, in consultation with the Deputy Prime Minister. 2. The Coalition Committee is a formal Committee of Cabinet which meets to consider issues relating to the operation of the Coalition. It is co-chaired by The Prime Minister and The Deputy Prime Minister. 3. Each Committee has a Chair from one Party and a Deputy Chair from the other Party. The Chair and Deputy Chair have the right to remit an issue to the Coalition Committee if it affects the operation of the Coalition and cannot be resolved by the originating Committee. The use of this right will be kept to a minimum. 4. With the approval of the Chair (with the exception of those Committees requiring limited or specific attendance due to the nature of the discussion) Ministers are able to send a deputy from either their Department or their Party, as appropriate, to Committee meetings. 5. The Coalition Operation and Strategic Planning Group is a working group and is not a Cabinet Committee. It is co-chaired by the Minister of State – Cabinet Office and the Chief Secretary to the Treasury.
