Introduction

Eugene Sunday Streets promotes healthy, active living through a free, annual community event that opens Eugene’s largest public space – its streets – for residents and visitors to bike, walk or roll, experiencing active transportation on a beautiful, sunny, summer day in Oregon.

Eugene Sunday Streets is not about taking away streets from cars – the event is about opening streets, showcasing Eugene’s unique neighborhoods while connecting community members, including bicyclists, walkers, runners, seniors, adults and children of all ages enjoying healthy, physical activities on Eugene’s streets and beautiful City parks. Eugene Sunday Streets features different neighborhoods every year on a two-way route of almost three miles, with no start or finish.

Eugene Sunday Streets builds community, stimulates the local economy, and represents neighborhoods, business and government investments in Eugene’s vitality, livability and diversity.

Eugene has one of the highest bicycle commute mode shares in the country, as well as a number of residents who walk to school or work. There are thriving local business nodes, active neighborhood and business organizations. The City utilizes the opportunity to highlight all of these “Thank you so much for organizing assets during a safe, fun, and increasingly popular this! In 2011, Eugene joined the national movement to hold Open Streets events across the nation. Eugene Sunday Streets is modeled after Bogata, Columbia’s Ciclovias held every Sunday on 70 miles of streets. There are dozens of Latin American cities that also use their streets for active recreation on Sunday mornings. Eugene Sunday Streets staff have worked with University graduate student researchers and other towns interested in learning more about how to start and implement an Open Streets event in their community.

The long term transportation, health and community benefits of Eugene Sunday Streets cannot be overstated. When residents discover how much fun it is to walk, bike, roll, and skate and

how easy it is to be physically active at Eugene Sunday Streets, they make a shift in their behavior and are choosing to create the Eugene Sunday Streets experience every day, whether it be walking to a restaurant, riding with their young kids, and/or exercising in the park. In fact, 50% of participants surveyed at the event said they would increase their bicycling or walking activity because of Eugene Sunday Streets.

The City of Eugene expanded and improved the 2012 Eugene Sunday Streets in several ways:

● Bike Expo - A Bicycle Expo was added as an activity center along the Sunday Streets route. The bicycle expo featured many of the bicycle-related businesses in the community. Many of these businesses were also sponsors of the event.

 Focus on Food Businesses on the Sunday Streets Route - The Eugene Sunday Streets activity schedule/event map had a back side that featured the many food-based businesses along the route including restaurants and markets. There are over 16 food service businesses along the 2012 route. Participants were encouraged to support these businesses during the Sunday Streets event. Only one food cart, Crepe Cyclette, was a food cart vendor at the event compared to 5 in 2011.

● Physical Activity Classes – More FREE physical activity classes were added to the event schedule. These classes were provided by a number of local businesses (i.e. dance, yoga, and gymnastics studios) in the community. These classes were well attended, especially yoga.

The City of Eugene Transportation Planning Office has organized Eugene Sunday Streets since 2011 with growing participation and reliable media coverage. In 2012, nine articles and blog stories circulated about the 2012 Eugene Sunday Streets event (earned media). Media outlets included the Register Guard, Eugene Weekly, most local television stations, radio stations, area blogs and web postings from constituencies, including Eugene Bicyclist and Eugene A Go-Go. In all, Eugene Sunday Streets purchased 8 ads and attracted at least 8 earned media impressions for the 2012 event. Many more stories in neighborhood and community newsletters are not captured in this accounting.

Eugene Sunday Streets was funded this year in large part by business sponsorships and mini- grants. Sponsors include the Oregon Department of Transportation, SELCO Community Credit Union, Eugene Coffee Company and PeaceHealth Hospital. The City of Eugene contributes staff time to organize and implement Eugene Sunday Streets.

Background

The Open Streets concept is a perfect match for Eugene. It highlights Eugene as a bikeable and walkable city. Small and medium sized cities around the country look to Eugene as an innovative leader experimenting with new ideas. Eugene Sunday Streets is becoming Eugene’s signature walking and biking event of the summer. Active transportation, community spirit, environmentalism, outdoor recreation, public health, and safety interests all benefit the strong partnerships needed to implement the event.

Specific Communication Goals

City of Eugene staff take advantage of the opportunity to use Eugene Sunday Streets as a way to reach Eugene residents with

messages around active transportation options, healthy living and climate change. These messages are delivered through several different media outlets, including: newspaper, radio, blogs, and printed materials. The specific communications goals for Eugene Sunday Streets 2012 were to:

 Recruit 3,000 participants to walk, run, bike, skateboard, roller skate/blade and roll (including mobility devices) at Eugene Sunday Streets 2012. Actual: 3,035 participants.  Involve 5 neighborhood/business associations, community organizations and places of worship in the planning and implementation of Eugene Sunday Streets. Actual: Exceeded.  Reach all area residents and businesses within a block of the designated Eugene Sunday Streets route at least two times with Eugene Sunday Streets messaging. Actual: Met.  Place 3 major media stories in area papers, newsletters, radio, and television outlets. Actual: Exceeded. There were at least nine earned media stories in a wide variety of outlets.

Program Activities and Outcomes

Sunday Streets Participants This year, 3,035 participants walked, bike, or rolled around South Eugene, enjoying Eugene Sunday Streets. That’s 1,185 more participants than the first Eugene Sunday Streets in 2011! The participant goal for 2012 was at least 3,000, which was exceeded. Eugene residents enjoyed the event and City staff received many comments from the community on how they would like to see more than one Eugene Sunday Streets a summer.

Each of these specific goals around communications/messaging were either met or exceeded. Following is an outline of the program activities and how they played a part in reaching the primary and specific communication goals of Eugene Sunday Streets.

Community Outreach and Media There were three Eugene Sunday Streets communication pieces printed and distributed to residents, businesses and places of worship in the Sunday Streets area, two postcards and a door hanger to each resident/business/church one block outside the route and all residents/businesses/churches inside the route.

100 Eugene Sunday Streets posters were posted and 200 Eugene Sunday Streets handbills/spoke cards were distributed throughout various venues, including: bike shops, natural food stores, other local businesses and community events.

Yard signs were distributed along the Sunday Streets route a week before the event. Community members told Sunday Streets staff that they appreciated this outreach method, because it reminded them that they should not drive on those streets during the event. Neighborhood residents were able to request a sign for their yard via Facebook. Residents in the Sunday Streets neighborhood were also able to request the signs to keep for souvenirs or to reuse for other purposes after the event. 3,700 flyers were distributed to every K-12 public school in the Sunday Streets area, and schools close to, but outside, the Sunday Streets route. These flyers were printed by the City and given to the school district to distribute to each school in their back-to-school packets. School started the week before the 2012 Eugene Sunday Streets event was held.

Physical Activities One of the main goals of Eugene Sunday Streets is to improve the health of Eugene residents by increasing participant’s physical activity levels. The City of Eugene is a Let’s Move! City. Let’s Move! is the national program begun by First Lady, Michelle Obama, to solve the epidemic of childhood obesity within a generation. As a Let’s Move! City, the City of Eugene wants to help youth lead healthier, more active lifestyles throughout the year. Eugene Sunday Streets is one opportunity to do this.

Eugene Sunday Streets allows everyone to experience active transportation by getting out on foot or wheels to enjoy almost three miles of a car-free route, but that is only part of the commitment to physical activity. Physical activity programming is also incorporated into all of the activities occurring in the parks. Participants from 2011 had commented that they enjoyed an event that was focused on physical activity instead of commerce. Sunday Streets staff decided to maintain that feeling for the event in 2012 and therefore, strongly discouraged sales by non-food vendors at Eugene Sunday Streets. All booths were asked to have some type of interactive component at their booth to ensure that they were doing more than just providing event attendees with information.

There were many different kinds of physical activities that were part of Eugene Sunday Streets. Most of the physical activities were coordinated by community members or local businesses. Activities included: circus arts, slacklining, petanque, walking tours, scavenger hunts, yoga, a bicycle traffic garden and a variety of other bicycle games. A list of all activities can be found in the Appendix.

Engaging neighbors in the Sunday Streets area, businesses, nonprofit organizations, and community groups was paramount to the importance of Eugene Sunday Streets. Opening the City’s largest public space – its streets – for active transportation for all residents and featuring parks programming involving these communities as instructors and participants resulted in an even greater success during the 2nd annual event than the first year.

Business Outreach All businesses located along the Sunday Streets route were contacted via phone, business association meetings, postcards and/or event posters.

The Fairmount Neighborhood’s Farmers Market coincided with Eugene Sunday Streets.

Instead of bringing in food carts that aren’t normally located in South Eugene, Eugene Sunday Streets staff encouraged participants to support the food businesses along the Sunday Streets route during the event

Staffing Eugene Sunday Streets is planned and implemented by the City of Eugene Transportation Options Coordinator (.25 FTE) and the City of Eugene, Eugene Sunday Streets Coordinator (.5 FTE). A volunteer Eugene Sunday Streets Intern from the University of Oregon was brought on Spring and Summer terms 2012 and another volunteer Intern from the University of Oregon was brought on for Summer term 2012 to coordinate event volunteers. The Volunteer Coordinator Intern put in 240 hours from June 18th – September 14th. The Eugene Sunday Streets Coordinator Intern put in approximately 160 hours between March 22nd - September 14th. These unpaid interns put in a total of 400 volunteer hours in exchange for academic internship credits.

Volunteer Recruitment and Management Eugene Sunday Streets requires significant volunteer support on the day of the event as well as in preparation for the event. Eugene Sunday Streets engaged approximately 188 volunteers with 885 volunteer hours (400 hours - unpaid interns, 485 hours - volunteers). Volunteers were recruited, managed and trained by an undergraduate Volunteer Coordinator Intern from the University of Oregon. Other business and community organizations provided a significant number of volunteers for their activities and booths in the parks. These volunteer hours are not included in our estimates that make Eugene Sunday Streets a success.

All volunteers were trained online via a PowerPoint presentation and again briefly when they came to check-in for their volunteer shift. Volunteer guides, maps, and other resources were provided to each volunteer along with snacks, water and a t-shirt. Only volunteers could obtain a popular Eugene Sunday Streets t-shirt. If event participants were interested in obtaining a t-shirt during the event, they were asked to conduct participant surveys in exchange for a t-shirt. The pool of repeat volunteers is growing. Next year, we will be adding a checkbox on our volunteer registration form asking volunteers

who sign up if they have volunteered at a Eugene Sunday Streets before. This will also allow us to place experienced volunteers at more complex intersections as well as give us a better idea for the level of training each volunteer needs in order to be adequately prepared for the event.

 Doorhangers: 15 volunteers signed up to help distribute doorhangers to the residents and businesses along the Sunday Streets route the week before the event. A total of 15 people signed up for a three hour shift = 45 volunteer hours.  Park Set-Up/Clean-Up: Three volunteers at each park for both set-up and clean-up, for a one hour shift, three parks = 18 volunteer hours.  Intersection Superheroes: 146 volunteers signed up to man the intersection, there were two volunteer shifts of 2.5 hours/each = 365 volunteer hours.  Information Booths: Three information booths at each park with 1 volunteers per 2.5 hour shift per booth = 15 volunteer hours.  Roving “Water Boys/Girls”: This year, “Water Boy or Girl” positions were created by asking volunteers with trailers to ride around the route, offering water to Intersection Superheroes who were not able to leave their intersection in search of water. Six people volunteered for these roving positions, at 2.5 hour shifts = 15 volunteer hours.  Survey Team: Six people signed up to conduct intercept surveys at Eugene Sunday Streets, for one shift = 15 volunteer hours.  Route Set-Up and Clean-Up: = Barricades and signs were distributed at the intersections the day before the event, this took 4.5 hours and there was one volunteer, totaling 4.5 volunteer hours. Day of set-up took 3 hours, and there was one volunteer helping with set-up the day of the event, totaling 3 hours. Route break-down took 4.75 hours and there was one volunteer helping with route take-down, totaling 4.75 volunteer hours. In total, route set-up and break-down = 12.25 volunteer hours.

In total, it takes 485.25 volunteer hours per event to make Eugene Sunday Streets a success.

Nonprofits who could not afford the nonprofit vendor “This was a great event! Sponsorship and Fundraising Cash and in-kind contributions were solicited from individuals, nonprofit community groups and businesses. Over $15,000 was raised from sponsorships, mini-grants, individual donations, and in-kind contributions. We created a special $250 sponsorship level for bicycle businesses in our community. Community bicycle business sponsors received a booth space at our bicycle expo and their business name printed on the Eugene Sunday Streets staff and volunteer t-shirts. Vendor fees raised almost $500. See the 2012 Eugene Sunday Streets budget in the Appendix for revenue totals from 2012.

Evaluation

Participant Counts It was estimated that 3,035 community members participated in this year’s Sunday Streets event. Eugene Sunday Streets staff used participant tallies as a method of determining the total number of participants at the event. 10 intersections were selected to have volunteers conduct participant tallies. Volunteers at each of the intersections were instructed to count the number of participants for a 10 minute period at a specific time every hour. With those tallies and an estimate of people participating in park activities, it was determined that 3,035 people attended Eugene Sunday Streets.

Post Event Surveys To gain feedback from business owners, volunteers, participants and other community members, intercept surveys were conducted with participants during the event and an online survey was posted on the Sunday Streets website after the event. During the event, survey volunteers asked participants to fill out the Day of Event Survey. The Post Event Survey was designed for participants to fill out after the event and was publicized on the Sunday Streets Facebook event page and the City of Eugene’s Transportation Planning Facebook page. A link to the Volunteer Survey was sent out via e-mail to all the volunteers by the Volunteer Coordinator Intern to gain feedback on volunteer experiences. A Vendor Survey was also sent out by e-mail to all the vendors who participated in Sunday Streets.

Participant Behaviors

 Eugene Sunday Streets staff also used participant surveys to measure the effect Sunday Streets had on changes in behavior with regards to the goals of Eugene Sunday Streets. The results of the Day of Event Survey can be viewed below. 36 out of 71 (50.7%) participants said they “agree” or “strongly agree” that they will increase the amount of walking or bicycling they do because of Eugene Sunday Streets. This result reflects Eugene Sunday Streets meeting its goal of reducing dependence on a motor vehicle by shifting behavior to increase walking or biking

Improvements for Next Year For next year, Eugene Sunday Streets staff will close the streets 45 minutes to 1 hour prior to the event. In 2012 the streets were closed 30 minutes prior to the event. While the process of closing the streets down went smoothly there were still cars on the route at 12:00 pm when the event started. Potentially, Eugene Sunday Streets staff could hire police to sweep the route for cars after the streets are closed but prior the start of the event.

Volunteers would like an optional in-person training to be available. Some volunteers felt that they were not adequately prepared or trained to direct cars off the route. More focus on the traffic control plan and detour routes would be good for all volunteers and City staff members.

This year Eugene Sunday Streets staff had water available for volunteers at the Volunteer Check-In stations and also had Water Boys and Girls roaming the route refilling volunteer water bottles. Many participants expressed the need for water to be available for everyone. In future years, Eugene Sunday Streets staff will try to work with the Eugene Waster and Electric Board (EWEB) or the University of Oregon’s Take Back the Tap Water Options program to bring water to the event, making free water available to everyone.

Day of Event Surveys and Post Event Surveys need to have the same questions and the answer options need to be compatible to each other. For 2012, Sunday Streets staff ran into some trouble when trying to analyze data for race/ethnicity and age. While both surveys had very similar questions, some questions had different options for answering.
