SIR, I have the honor to present to Your Ex~ellenci the Report of the Board of Land and Works upon the Victorian Railways for' the 'year ending 30th June 1875, together with the Reports of the Engineers, and that of the General Qverseer of Locomotives and Workshops. ' Appended will also be found the usual. Returns, showing the progress of works of construction, the Acco1J.nts of Revenue and Expenditure on, each of the seven lines now working, and sundry statistical Returns.

DEBENTURE CAPITAL. . This was increased during the past year by the ,issue.o(£1,450,ooo worth of debentures, bearing interest at the rate of 4 per cent. per annum, as authorized by ~ j.. the Railway Loan Act of 1873 (No. 468), and the aggregate amount now stands at £12,1°7,000. " ' ' The annual amount of interest payable on the various loans of which this is composed is ~676,350' being an average rate of 5'586 per cent. The revenue, after deducting the working expenses of the year, was £438,290, equal to 3'62 per cent. upon the debentur,e capital.bearing:interest,.oro·8'51ess than last year. This leaves a sum for the Pityment of interest, over and above the net earnings of the lines, to be met by the Consolidated Revenue, of £238,060,' or £96,037 more th~n wa~ required last year. It must, however, be boriie in mind that of th~' foregoing ~rp.ount of £676,350, no less than £59,580 is for' interest on borrowed' nioney whi~h, i~ at, present either unexpended or unproductive, the latter conditi()n ar}s.ing, ,rol'r.l.' the 'fact of the lines on which the expenditure has tal\im plac~ not heit~g yY,tiop~n, f?r ~l:affil?' • The interest on the productive portion of the capital is £616,770, or £178,480* in excess of the net revenue earned, and this latter sum represents the working cost to the Consolidated Revenue of the Victorian'Railways for the-past year. .' . ,

The amounts of interest and non-interest bearing capital have again changed their relative proportions, in consequence of the addition to the former by the placing of the loan authorized under Act 468, and the augmentation of the latter by the usual £200,000 per annum from the land fund. In addition to this unexpended balance, a large proportion of the expenditure on capital account was, at 30th ,June last, still lying unproductive, from the fact (as before stated) that some of the lines were only partially constructed, and not yet open for traffic, and the percentage of net revenue earned to capital expended will be better understood by the following return :-' Percentage qf Net Reven'ue. The account with the Consolidated Revenue shows that, to the 30th June last, the amount paid to debenture holders for interest on money borrowed for railway purposes was £7,873,815, and that ·the set-off against this amount, consisting of the Return No.6. net earnings of the various lines since their commencement, £4,429,846, and a further sum of £184,166 from accrued interest, left a balance paid from revenue not recouped of £3,259,802; or an average of rather more than £200,000 per annum since the first· opening of railways for traffic. On the other hand, it must not be forgotten that a considerable portion of this amount consists of interest which was due and payable on the balances of the borrowed money lying unused from time to tinle during the progress of construction of the lines, and that the interest allowed by the various banks on such balances has been credited to the Consolidated. Revenue, and not to the interest account of the department. REVENUE ACCOUNTS. There has again been an increase in the revenue, the difference in favor of the Return No.8. past year, as compared with the previous, being £68,965 16s. 7d. It must not, however, be forgotten that new lines, of an average length of 101 miles, have been opened for traffic in excess of those open during 1873-4; and that, eliminating these from the calculation, it will be found that, with the exception of the North-Eastern line, a decrease upon all the older lines has taken place. In the last Report it was stated that a reduction in passenger fares, on certain lines, equal to 33 per cent. upon the rate then charged .for singlefares, had been made; but that, as only two months had elapsed from the da.~ of the change, sufficient data did not exist for a reliable opinion to be formed as to the result. , The reduction, having been in fo~ce during the' whole of the past year, an estimate may now be obtained of the results of such reduction; and the following statement will show the whole state ofthe passenger traffi'c on the Main, Ballarat, and North-Eastern lines, on which ,the tedrtctionwas made, tOgether'with that of the three previous years. The fall from 1 '6 Sd, per passenger per mile to 1 '30d, gives the result of the reduction as equal to 20'7 S per cent" instead of' 33 per cent" the abolition of return tickets having had the tendency of less~ning the reduction,

MAIN LINE.

The revenue on the Main line amounted to £4II,7I2 lOS. 3d" being a decrease on that of the prevjOL~ year of £14,392 16s, Sd. 8

i The working expenses were £176,059 lOS, od., or 42'76 of the receipts, being an increase of 3'47 on the previous year's working, arising principally £i'om the increased amount of materials used in maintaining the line, wOi-ks, and stations, and the locomotive expens~s on the increased number of' train miles run, these being in excess of 1873-4 by 47,331 miles. Thtdncreased number of jonrneys was 92,004, but the average length of each was I'49 miles less. , The goods tonnage carried decreased by 14,686 tons, hut the average distance en,eh ton was carded was increased I '08 miles.

WILLIAMSTOWN LINE. On this line the revenue wa,s £52,478 14S. 6d., as against £52,875 os. Id. in 1873-4. The decrease of' £396 58. 7d. is thus shown ;-

The iriCl'ease in the revenue derived £i'om passengers is accounted for by the' g-reater number carried-the excess over those in 1873-4 being II 6,01 2-and the " fares on this line remaining unaltered. The cost of working was £45,167 4S. 2d., or 86'07 of the receipts against 78' 10 in the previous year. This increase IS ehie,fly a.ttributable to renewals of perma,nent way and increased train mileage. 9

BALLA RATLINE. The revenue earned on this line ammmted to £184,763 2S. 5d., a decrease"on the 'earnings of the previous year of £3,313 2S. lid. The decrease has taken place principally in the goods traffic, as under :-

The cost of working was £109,123 3s. od., or 59'06, as against 45'41 per cent. during 1873-4 ; this increase being caused by the large amount expended on renewals, as shown in the report of the engineers. The number of passengers who travelled in excess of those during the previous year was 72,584, but the average distance travelled fell o' 57 of a mile per passenger. The weight of goods carried shows a decrease of 5,785 tons, but the average distance was 56'77 miles, as against 55'88 during 1873-4, ..

NORTH-EASTERN LINE. Regarding this line, the past year was the first in which the line was open for traffic throughout for the whole year, and the accounts of the year will therefore form a more reliable basis on which to judge of the value of the line. The length from Melbourne to 'Vodonga is 187 miles; the revenue derived was £218,396 4s. Id., the expenditure £106,355 16s. 3d. or 48'70 per cent. of the revenue, and the balance of profit £112,040 78. IOd. The amount borrowed for the construction of the line, inclusive of the purchase and repair of the Essendon line, was £1,762,000, the interest on which, at 5:per cent., amounts to £88,100. There remained, therefore, after paying the working expenses and interest, a sum of £23,940 7s. lOd. as.a .clear profit to the Consolidated Revenue. The following will show the improvement per mile open which has taken place on this line from the date of the opening of the first portion :-

The increase in the numher of passengers who travelled was 1I9,2II, and in tons of goods carried· 19,893.

BALLARAT AND ,ARARAT ·LINE. The opening of this line for traffic as far as Beaufort, a distance of 28! miles, , took place onl Ith .August.1874'; and, on 7th April of the present year, the remainder of the line" to Ararat, a further distance of 2S! miles, in all 57 miles. These dates and distances give an average distance open for the year of 3 I! miles. The revenue derived was £16,647 9s. 7d., or at the rate of £528'48 per mile open. , , " .. 'of the receipts; and the balanee of profit, £4)956 2S. 6d. ,Taking the 'cost of the 31!'miles-at' the' amount 'allthOlized 'by Parliament, viz,I'£S,900'per mile; gives 'an\ amo1:1nt'of '£18'5',8 50 ,as~the cost' 9:£ the average length completed,· and on this, the ,net revenue of the year shows a return of 2 '66 per cent.

CASTLEMAINE AND DUNOLLY LINE, \",'", This line was opened to Maryhorough, a distance of 34'miles, on the 7th July 1874, and the remaining ,section to Dunolly, a further length of 13! miles, on 6th October of the same year. . The expenditure reached £1 ~,862 13s., or 74'35 of the receipts, leaving a balance of profit of £4,091 18s. 2d. Calculating the cost in the same manner as the Ballarat and Ararat line (viz., 26-k miles, at £ 5,900 per mile), the al)ove balance gives a return of 2 '24 on the capital invested which was reproductively employed. .

A reference to the Report for 1873-4 will show that, during the previous six and a half years, the working expenses hac(averaged 45 per cent. of the receipts. The percentage of the past year was, as previously stated, 52'36; and it will be observed that this large increase is trac~ahle to two causes, viz., the necessity which is now arising on the older lines for renewals, and the higher rate of expenditure which has ohtained and which will most prolJably continue upon the lines of light construction. The charges which will be most affected upon the latter are the maintenance of the , and the wages to the gate-keepers in charge of gates at the various level crossings.· As an illustration of the number of these, it lllay be stated that, upon the 147 miles of light lines in work during the past year, there are no less than 126 gates exclusive of those at stations, the wages to the keepers of which .amount to £6,540. , Attached will be found the usual Returns giving full details of the Construction and Revenue Accounts, together with sundry other statistical Returns, and to these I beg to draw Your Excellency'S attention.

Engineer-in~Chief's Office, Railway Department, ,Melbourne, 20th October 1875. SIR, We havc the honor to' forward the Yearly Report of this branch of the Department, the Engineer-in­ Chief being absent obtaining information on the present railway systems, &c., in other conntries. During the year ending the 30th June 187"5 the maintenance of the Victorian R~ilways which are open for traffic has been efficiently carried out, and the permanent way and works upheld in satisfactory condition. The expenditure on account of maintenance for the year, as shown, is £13°,43 5 88. ;!d., as compared ",!ith £74,999 IS. 3d. for the previous year ending 3cth June'1874" 'Tlie increase in this year is accounted for partly by the large amount of renewals of permanent-way materials on the old lines, and partly by the increased length of new lines maintained as the several sections fell into the charge of the Department on the expiration of the contract term ~or maintenance. During the year 1873-4 the cost of maintenance of the North-Eastern line .included the first section to Seymou'r (56 miles) for twclve months, but that portion.,between Seymou~ and Longwood (23~ miles) for seven and a half months only; and the 36t miles from Longwood to Benalla for only six months. From Benalla to Wodonga (65~ miles) the line was maintained by the contractors. The expenditure for maintenance of the North-Eastern line· for the. year 1874:-5 includes the 116 miles in t.ho first two sections to Benalla for twelve months, and the 65fmiles (the third section from Benalla to W odonga) for seven months. The to~al cost for the N orth-Ellstern,line this yeal' is £25,036 2S. 3d. against £13,398198. IOd. for the year 1873-4, which accounts for an increase of £11,637 2S. 5d. Contracts have been entered into in the present year for the construction of the following lines authorized under Act 475 :-The first and second sections of the Ovens River and Beechworth li~e, ulf miles; the first section of the GeeJong and Colac line, 1 Ii miles; the first and third sections of the Oakleigh and Sale ·line, 75. miles; the. Sandhurst and Inglewood line, 29 miles; the· Ararat and Stawellline, I8! miles; making a total 2f 157 miles. As regards preliminary surveys, the engineer in charge of surveys reports that from, January 1873 to the 30th J une l~st the total length of adopted surveys which have been completed is 8 I 8 miles. The total expenditure has been £14,263 08. 2d., showing an average cost of '£17 88. 9d. per mile. SIR, I have the honor to report that all repairs and renewals of worn-out parts· necessary to maintain the efficiency of the engines and roIling-stock gencrally~' during' the year ending 30th June 1875, have been made, and that the total cost thereof has been charged against the revenue for that period. The work comprised in the above statement includes the ordim.i.ry running shed repairs to 56 engines and tenders, 10 of which have had their tubes taken out and the boilers thoroughly repaired, I has had an eritirely new boiler, 12 have had new.cast-steel crank axles, 6 have had new cylindel's, and amongst them 167 new cast-steel tyres have been put on. One hundred and sixty-five carriages amI vans, and 308 wagons of various kinds, have undergone repairs, of which number 7 brake-vans, I carriage-truck, !Lnd 46. wagons have been enth'ely re-built, and amongst them 184 new tyl'es have been put on. III addition to this work, 8 llew and substantial brake-vans for the new lines have been builtin the Williamstown workshops. The cost of coal per ton has still ruled high, having been as much as 43 per cent. above the price l'llling three ye~l's ago. Notwithstall9,ing this fact, the total expenditure in the Locomotive Branch has been kept down to within a fraction of what it was when coal was cheap.
