TURKISH DIASPORA in NORWAY Or Has the Norwegian Politics Ever The Department of International Environment and Development Studies, Noragric, is the international gateway for the Norwegian University of Life Sciences (NMBU). Eight departments, associated research institutions and the Norwegian College of Veterinary Medicine in Oslo. Established in 1986, Noragric’s contribution to international development lies in the interface between research, education (Bachelor, Master and PhD programmes) and assignments. Date........................................... iii ABSTRACT This qualitative study suggests that the Turkish people established their diasporic group soon after their first arrival to Norway. In the beginning, there was a small number of Turks in Norway, so they could come together under one agenda and act in unison. However, following the increase in their population, their character became as heterogeneous as the population in Turkey. In other words, there became a rich diversity among the members. Despite the heterogeneity in the Turkish community in Norway they have been able to come together during certain circumstances. Therefore, from a constructivist point of view, they have influenced the Norwegian politics through identity making with the help of organizations, creating awareness through demonstrations and exerted influence via the usage the media. iv v To my family, Fazilet, Zeki and Ezgi And to my wife Johanna vi Acknowledgements I want to give the first thanks to the old members of the Turkish diaspora in Norway.     Turkmen of Iraq By Mofak Salman Kerkuklu 1 Mofak Salman Kerkuklu Turkmen of Iraq Dublin –Ireland- 2007 2 The Author Mofak Salman Kerkuklu graduated in England with a BSc Honours in Electrical and Electronic Engineering from Oxford Brookes University and completed MSc’s in both Medical Electronic and Physics at London University and a MSc in Computing Science and Information Technology at South Bank University. He is also a qualified Charter Engineer from the Institution of Engineers of Ireland. Mr. Mofak Salman is an author of a book “ Brief History of Iraqi Turkmen”. He is the Turkmeneli Party representative for both Republic of Ireland and the United Kingdom. He has written a large number of articles that were published in various newspapers. 3 Purpose and Scope This book was written with two clear objectives. Firstly, to make an assessment of the current position of Turkmen in Iraq, and secondly, to draw the world’s attention to the situation of the Turkmen. This book would not have been written without the support of Turkmen all over the world. I wish to reveal to the world the political situation and suffering of the Iraqi Turkmen under the Iraqi regime, and to expose Iraqi Kurdish bandits and reveal their premeditated plan to change the demography of the Turkmen-populated area. I would like to dedicate this book to every Turkmen who has been detained in Iraqi prisons; to Turkmen who died under torture in Iraqi prisons; to all Turkmen whose sons and daughters were executed by the Iraqi regime; to all Turkmen who fought and died without seeing a free Turkmen homeland; and to the Turkmen City of Kerkuk, which is a bastion of cultural and political life for the Turkmen resisting the Kurdish occupation.

Employing the Foucauldian concept of heterotopia, it analyzes Turkish ethnic clubs in Drammen - a midsized city situated in the western part of Norway. In 2013, 25% of the city’s inhabitants were of an immigrant background with the majority (13.5%) being of Turkish origin (Høydahl, 2014). Most of them arrived in the city as “guest workers” in the late 1960s and 1970s, and were followed afterwards by other members of their families. Due to their prolonged residence, they have managed to make an imprint on the city’s landscape. This study shows that Norwegian-Turkish ethnic clubs are heterotopias of Norwegian society, in a Foucauldian understanding of the term. They embody practices, discourses and signs of identity originating from Turkey, being at the same time ordered by the rules of Norwegian society. I argue that those transnational spaces, labeled as “foreign,” and linked to Turkey, bear strong influences from the host society and should be regarded as Norwegian-Turkish, rather than Turkish. To date, it has taken place on a small scale, mostly outside of the state’s repatriation system. Thousands of people with a promised repatriation visa are still waiting to be repatri- ated. The majority of the repatriates come from Kazakhstan, home to the largest popu- lation of descendants of Poles in the Asian part of the former USSR. They come to Poland not only for sentimental reasons, but also in search of better living conditions. However, repatriates—in particular older ones—experience a number of problems with adaptation in Poland, dominated by financial and housing-related issues. A further source of difficulties for repatriates, alongside their spatial dispersion, insufficient lin- guistic and cultural competencies, and identity problems, is finding a place on and adapting to the Polish labor market. Despite their difficult situation and special needs, the repatriates in Poland are not sufficiently supported due to the inefficiency of admin- istration and non-governmental institutions dealing with the task of repatriates’ integration. It results in the anguish of repatriation. Th e author claims that despite high expectations of both sides the relations were far from harmonious and mutu- ally rewarding, provides examples and formulates reasons thereof. Th e emphasis is put on the diff erences between the two groups. Th e experiences of post-World War II Polish exiles in their contacts with the established Polish diaspora serve as a point of reference. Approximately quarter million people emigrated from Poland to the United States in the 1980s. From the legal point of view they belonged to three main groups: the minority who used immigrant visas (mostly family members of the US citizens), an undefi ned number of visitors (estimated at some 150–200,000) who overstayed their non-immigrant visas (so-called wakacjusze – vacationers who came on holiday and did not return for many years), and about 34,000 refugees admitted on the provisions of the Refugee Act of 19802. Theories of migration networks, migration culture, migration systems and cumulative causation suggest that once a critical threshold level of migrants have settled, migration tends to stimulate the creation of social and economic structures that make the process of migration self-perpetuating (cf. Massey et al. 1987; de Haas 2010). One important aspect of the theory is that the more migrants from a particular locality settle in one place, their presence, assistance and established structures in the destination country act as incentives for others to follow in their footsteps, which emphasizes the instrumental role of pioneers’ agency in influencing others to follow suit. A historical perspective on the migration from Ukraine to the United Kingdom and the Netherlands challenges this assumption. While substantial numbers of migrants have settled in those destinations, migration, especially in the last 20 years, has not developed into large, self-sustaining migration systems (in comparison to the dynamic migration linkages between Ukraine and Southern European countries such as Portugal, Italy and Greece). Trying to understand why migration has not taken off, we argue that the role of settled pioneer migrants and their community structures in assisting others to follow in their footsteps should not be taken for granted. We argue that the role of pioneers is much more ambiguous and complex, and the relevant question about ‘bridgeheads’ and ‘gatekeepers’ (cf. Böcker 1994) should not be that of ‘either/or’ but ‘how much’, ‘to what extent’ or ‘under what conditions’.

However, since migration flows are dominated by younger mi- grants, the recent Polish migration discourse tends to present the younger migrants’ perspective. This article addresses this research gap by exploring the migration experience of older Polish mi- grants to the United Kingdom (UK). The types of older migrants currently living in the UK are discussed: namely those who have lived in the UK for several decades and those who have mi- grated late in life. The experiences and attitudes of both groups are then explored and compared in order to expose several assumptions concerning older migrants: the immobility of seniors; the vulnerability of older migrants; and seniors migrating exclusively as part of care networks. The article is based on qualitative research conducted in the UK in 2005–2009 and in 2017.
