Nevertheless, commodities market including natural rubber (NR) registered a strong recovering in the fourth quarter of 2016 with SMR 20 peaked at RM 9.46 per kilogram on 15 December 2016. SMR 20 price continued to surge to a near five-year high at RM 10.59 per kilogram on 31 January 2017. The average price of SMR 20 for 2016 was RM 5.68 per kilogram, a gain of 46 sen/kg or 8.8% from the previous year’s level at RM 5.22 per kilogram. Main factors that contributed to the bullish NR prices were remarkable performance of the rubber futures markets, weaker ringgit against US dollar, supply shortage in major rubber producing countries due to unseasonal rains and floods, strong buying interest from China as a result of increased vehicles demand and declining rubber stock as well as firmer advices from benchmark crude oil prices. Throughout the year, the MRE had consistently putting its effort in promoting and upholding a proper conduct of trade for the Malaysian rubber industry, besides continuously serving its member both within the country and overseas as well as safeguarding their interest in the matters pertaining to the rubber trade. This was made possible through the support given by all members of the Exchange. In 2016, the MRE had improved its existing price discovery mechanism. The effectiveness of the price discovery mechanism was reviewed from time to time to ensure that the prices issued by Malaysian Rubber Board (MRB) are transparent, reflective and credible as reference prices. As the local and global rubber trade were experiencing several changes throughout the years, the MRE had taken a step further by facilitating the process of amending certain clauses under MRE By-laws including MRE Arbitration Rules. The purpose of such amendments is to make the statutes in-line with the current rubber trade practices and to provide a level playing field for all market players specifically for MRE members. The amendments of MRE by- laws including new MRE Arbitration Rules 2016 were finalised and approved by the MRB Board on 20 September 4 Malaysian Rubber Exchange Membership Directory 2017 2016 and came into force on 1 October 2016. The new MRE Arbitration Rules also aimed to educate the industry players to be more serious in complying with the terms and conditions of the contracts that they have mutually agreed. This could help to minimise the disputes and the harmonious business relationship could be maintained to the highest level. Apart from the usual periodical publications, starting from April 2016, the MRE had started to issue a Daily Market Watch to their members with the objective to update and share information on the factors influencing NR prices, latest news on global economic scenario and rubber industry as well as market outlook. Besides that, the MRE also participated actively in both regional and international meetings such as the International Rubber Association (IRA), the ASEAN Rubber Business Council (ARBC) and the International Tripartite Rubber Council (ITRC). We endeavour to create a variety of networking platforms to give our members the opportunity to meet each other and potential new business partners. Among the main activities planned by MRE for 2017 include a rubber forum, MRE Annual Dinner and Golf 2017, technical missions and other events organised by MRB. Members are strongly encouraged to take part in all the above events, which are expected to provide new knowledge deemed necessary for their business decision making, new business opportunities in the rubber industry and the strengthening of the existing business relationships. This directory will serve as an excellent source of reference for all users and at the same time, provide easy access to information on the MRE and its members. MOHD AKBAR MD SAID Director-General, Malaysian Rubber Board cum Chairman, Malaysian Rubber Exchange Malaysian Rubber Exchange Membership Directory 2017 5 PROFILE OF THE MALAYSIAN RUBBER EXCHANGE THE MALAYSIAN RUBBER EXCHANGE (MRE) is the sole regulatory and supervisory body, set up for the promotion, development and proper conduct of the trade and commerce and the distribution and marketing of rubber in Malaysia. Established in 1962 under the Federation of Malaya Rubber Exchange (Incorporation) Act, 1962, it has since 1 January 1998 been emplaced under the Malaysian Rubber Board by virtue of the Malaysian Rubber Board Act, 1996. Functions • to make arrangements and regulations for the proper conduct of the trade; • to make and enforce by-laws and contract terms of the MRE; • to act as an arbitration centre for the settlement of disputes; • to provide facilities for co-operation in all matters affecting the trade; • to safeguard the interests of the members of the MRE, in as far as the rules and regulations so allow. MEMBERSHIP OF THE MALAYSIAN RUBBER EXCHANGE There shall be two categories of Membership as follows:- (a) Ordinary Members being those persons - (i) whose names appear in the Register before 1 January 1998; or (ii) who carry on or intend to carry on business in the rubber trade or industry in and from a place of business in Malaysia and - (A) in the case of individuals, are ordinarily resident in Malaysia, or (B) in the case of corporations, are incorporated in and and registered under any written law of Malaysia; (b) Associate Members being those who - (i) carry on business or intend to carry on business in anyterritory outside Malaysia; and (ii) are members in good standing of any recognized rubber trade association, Rubber or Commodity Exchange or other Association connected with the rubber trade in that territory 6 Malaysian Rubber Exchange Membership Directory 2017 All Ordinary Members shall be registered in any one of the following Classes; (a) Producers, consisting on those Members who carry on or intend to carry on business as planters or producers of rubber. (b) Brokers, consisting of those Members who carry on or intend to carry on business as rubber brokers. (c) Dealers, consisting of those Members who carry on or intend to carry on business as dealers, packers, millers, importers, exporters, shippers or in any other capacity within the rubber trade or industry not otherwise classified above. (e) Users, consisting of those Members who carry on or intend to carry on business as manufacturers of rubber products. APPLICATION FOR MEMBERSHIP To qualify for membership, the applicant must be of reliable standing and financially sound. There are two categories of membership, viz. Ordinary and Associate.
