The report shows that at least 229 people were killed following different incidents of violence, including 32 civilians who lost their life due to extrajudicial executions, only within a six months period, from January 1, 2020, until 30 June 2020. Women and children who should be protected and kept safe, suffer the hardest from the effects of the conflict, three children and two women have been killed over this period alone. On an almost daily basis, unlawful killings of one or two individuals are reported in Jammu and Kashmir. As you may be aware, impunity for human rights abuses is a long-standing issue in Jammu and Kashmir. Abuses by security force personnel, including unlawful killings, rape, and disappearances, have often go ne uninvestigated and unpunished. India authorities in Jammu and Kashmir also frequently violate other rights. Prolonged curfews restrict people’s movement, mobile and internet service shutdowns curb free expression, and protestors often face excessive force and the use of abusive weapons such as pellet-firing shotguns. While the region seemed to have slowly emerging out of the complete crackdown imposed on 5 August 2019, with the spread of the COVID-19 pandemic, the lockdown was reimposed and so the conditions for civilians remain dire.

Department of Zoology, University of Kashmir, Srinagar, (J&K), India ***Department of Entomology, Punjab Agricultural University, Ludhiana, (PB), India ABSTRACT: The survey-cum-collection tour were undertaken in the Kupwara district of J&K from 2007- 2009 to know the butterfly fauna of the area, highlighting their month wise distribution, seasonal distribution, and flight period and other bio-ecological components. Thirty six species of butterflies belongs to 8 families and 30 genera were collected. The butterfly activity was observed from March to November and the highest abundance was in summer season (June-August) whereas there was no butterfly activity in winter (December-February). The most dominant family was Nymphalidae followed by Pieridae, Satyridae and Lycaenidae. Highest distribution was observed in habitats like forests, hilly areas, gardens near forests in areas like Batpora (Magam), Drugmulla, Karnah, Langate, Lolab Valley, Mawar, Panzgam, Rajwar, Trehgam, and Villgam. The other floral and faunal elements of the area need to be studied so that the biodiversity of the area can be compiled and documented. Again, this Court is called upon to address a very important but a sensitive issue on national security and human rights, wherein we have to ensure that national security and human rights can be reasonably and defensibly balanced, a responsibility, that this Court takes with utmost seriousness. 2. This Court, vide its earlier judgment dated 10.01.2020 in Anuradha Bhasin v. Union of India, (2020) SCC Online SC 25, gave certain directions regarding the imposition of restrictions on the internet in a proportionate manner. The aforesaid case had, in addition to the procedural rules, supplemented the requirements of having timely review and the non-permanence of internet shutdown orders. 3. The three Petitioners before us are aggrieved by the fact that Respondent No. 1 has restricted the mobile internet speed to 2G and have approached this Court seeking 4G mobile internet, and the quashing of the impugned orders restricting internet in the Union Territory of Jammu and Kashmir. 2 4. Broadly, the argument of the Petitioners is premised on the ground that in the existing COVID-19 situation, when there is a national lockdown, the restrictions imposed on the residents of the entire Union Territory of Jammu and Kashmir impacts their right to health, right to education, right to business and right to freedom of speech and expression.
