HOUSE JOURNAL, WEDNESDAY, MAY 19, 2010 2617 INTRODUCTION OF BILLS The following bill was introduced: H. B. No. 522-Representative Murray. To amend sections 121.41 and 121.42 of the Revised Code to require the Inspector General to be recused from any matter or investigation relating to a state agency if the Inspector General has a familial relationship with an employee of that agency or the Inspector General was formerly employed by that agency, and to require the Inspector General to designate a deputy inspector general to handle all matters relating to an agency that is the subject of a recusal. Said bill was considered the first time. CONSIDERATION OF SENATE AMENDMENTS The Senate amendments to Sub. H. B. No. 190-Representative Fende, et al., were taken up for consideration. Sub. H. B. Tony Podojil convened the meeting at 10:00 a.m. The primary focus of the meeting was to update the committee on the Biennial Budget and legislative updates. I. Legislative Update. A. House/Senate Leadership and Committee Assignments: Committee appointments have been made with Gayle Manning as the Chair of the House Education Committee. Former Superintendent from Clermont County, Adam Bird, is the Vice Chair of the Committee. Sarah Fowler Arthur, former State Board Member, is also on the committee. Finance Committee appointments had no major changes with Scott Oelslager remaining the Chair. Finance Subcommittee on Primary and Secondary Education now has Tracy Richardson as Chair. Daniel Troy, Brian Baldridge, Jamie Callender, and Bride Rose Sweeney are the other members of this group. B. FY22/FY23 Biennial Budget The Governor introduced the budget on February 1st starting with fiscal portion of the budget called the blue book. The policy language associated with the budget bill was released late on Thursday last week. One of the new policy requirements from the Governor is the addition of a computer science requirement at the high school level. The Governor would like a statewide plan for Computer science education that would provide all students with access to the course. Jessica will send a summary of the requirements for the computer science proposal. The other provisions include a P-Tech Program and the creation of a partnership with K-12, Community Colleges, and business employers in creating a 6-year high school/associate degree in the STEM field.

    2018 post-general election update November 7, 2018 On Tuesday, November 6, 2018, Ohioans cast ballots in the 2018 general election. For the first time since 2006, five statewide elected offices were up for election without an incumbent running in the 2018 general election. Federal offices, including all Ohio U.S. Representatives seats and one U.S. Senate seat, two Ohio Supreme Court seats, all seats in the Ohio House of Representatives and 17 Ohio Senate seats were on the ballot. Many counties in Ohio and around the country reported record- breaking early voter turnout. Nearly 1.5 million ballots were requested by mail and in person, and an estimated 1.3 million had been cast as of the close of early voting on November 5, 2018. Here is Bricker & Eckler’s overview of the 2018 general election results and details on races of particular interest. STATEWIDE BALLOT ISSUES Issue 1: This proposed constitutional amendment was filed as the “Neighborhood Safety, Drug Treatment, and Rehabilitation Amendment.” If adopted, the amendment would have, among other things, required reductions in sentencing in certain situations, mandated that certain criminal offenses or uses of any drugs, such as fentanyl and heroin, can only be classified as a misdemeanor, and prohibited jail time as a sentence for obtaining, possessing or using such drugs until an individual’s third offense within 24 months. Issue 1 was defeated by 63.41 percent. The Ohio Safe and Healthy Communities Campaign led the way in support of the proposed constitutional amendment. Supporters of Issue 1 were financially supported by Open Society Policy Center, the Chan Zuckerberg Initiative and the Open Philanthropy Project Action Fund.

"Ohioans should unite around a shared mission to ensure that every single person in this state - every child, no matter where they're born, no matter who their parents are, no matter what their circumstances -- has the opportunity to live up to their God-given potential. ...
