CHAPTER II PERFORMANCE AUDIT Roads and Buildings Department 2.1 Pragatipath Scheme Executive summary Transportation plays an important role in economic and general development of the State. A well laid out road network is essential for efficient and cost effective movement of men and materials, without which trade and industry cannot maintain a competitive edge. The Roads & Buildings Department (the Department) has categorised Core Road Network (CRN) extending over 9,000 kilometres (kms) as priority network. It identified three major corridors known as Vikaspath, Pravasipath and Pragatipath which are designated to act as catalyst for achieving the targeted economic development of the State. Pragatipath Scheme was announced (February 2005) by Government of Gujarat (GoG) with the aim to widen high speed corridors of 3,710 kms to connect East-West and North-South end of the Gujarat State. Road length of 1,074 kms was to be covered under Pragatipath Scheme through State budget funds and remaining length of the roads, i.e., 2,636 kms were either developed or were being developed under other schemes of the State (Public Private Partnership- 393 kms; other schemes-1,342 kms) or by National Highway Authority of India (901 kms). The main objective of the scheme was to provide a widened road of 10 meters carriage width so as to run the vehicle at an uninterrupted speed of 80-100 kms. The performance audit covered the period from 2005-06 to 2013-14. Initially, the scheme did not envisage widening of 70 major bridges on the selected corridors. However, subsequently, only 12 major bridges were taken up for widening. -

CHAPTER-III CIVIL DEPARTMENTS SECTION – A REVIEWS AGRICULTURE AND CO-OPERATION DEPARTMENT 3.1 Working of Animal Husbandry wing including Dairy Development Highlights Animal Husbandry wing of Agriculture and Co-operation Department is responsible for developing live stock and its products by extending genetic improvement and veterinary services. Scrutiny revealed weakness in budgetary and expenditure control, inefficient functioning of state vaccine unit and live stock farms. Vacancies in the cadre of Veterinary Officers and Livestock Inspectors adversely affected functioning of the Department. The expenditure of the Department was mainly (82 per cent) on non-plan during 1997-2000. The Department and the Director did not maintain control registers to monitor expenditure vis-à-vis grants. (Paragraph 3.1.4(a) and (c)) Department did not obtain utilisation certificates for grants-in-aid for Rs.63.93 crore released during 1994-2000 to the District Panchayats. (Paragraph 3.1.4(d)) Director failed to critically evaluate working of livestock farms despite huge loss incurred by these the farms during 1976-2001. (Paragraph 3.1.5.1) Average percentage of lactating cows ranged between 32 and 58 as against the norm of 70 per cent. (Paragraph 3.1.5.1(ii)) 37 Audit Report (Civil) for the year ended 31 March 2001 As against shortfall in achievements under Artificial Insemination between 9 per cent and 12 per cent and conception between 5 per cent and 13 per cent for the State as a whole in test-checked districts it ranged between 26 per cent and 35 per cent and 5 per cent and 28 per cent respectively. -

WATER WATER for Livelihoods and Health FOREWORD VISION AKRSP (I)’s Thought Leadership Role in Indian Irrigation “AKRSP (India) can contribute in India to the creation of an enabling environment in which rural people In recent history of irrigation development in India, a small clutch of NGOs has played a remarkable role in promoting a variety of institutional innovations. Dhan can identify their needs and priorities and with Foundation’s work with tank irrigation in Southern India, Salunke’s work in Maharashtra with equitable water allocation of water including to the landless, Sadguru professional support, organize themselves to improve Foundation’s work on rejuvenating tribal livelihoods through check-dams, etc. are classic examples of NGO leadership in promoting new models of using irrigation for the quality of their lives” livelihood enhancement. However, the contribution of Aga Khan rural Support Programme (India) stands apart in the irrigation livelihood space. Over the past thirty - His Highness the Aga Khan years of existence, AKRSP (I) has forayed into a variety of fields and piloted myriad innovative approaches. I have not had a direct exposure to all of these. However, I have had a first-hand knowledge of several of AKRSP (I)’s early innovative interventions which have opened up new opportunities for rural communities to promote MISSION livelihoods through improved water control. AKRSP (I) was probably the first institution which operationalized participatory irrigation management (PIM) and irrigation AKRSP (India) exists to enable the empowerment of management transfer (IMT). At a time when these approaches were in danger of turning into empty rhetoric, AKRSP (I) successfully demonstrated a new approach to rural communities and groups, particularly the under- PIM and IMT. -

P R E F A C E There are 18 major dams in the Gujarat State and six interstate river basins namely Tapi basin, Narmada basin, Damanganga basin, Mahi basin, Sabarmati basin and Banas basin in the State. Narmada, Water Resources, Water Supply and Kalpasar Department every year updates the information in this publication which provides information for flood warning arrangements during monsoon. Relief activities are not incorporated in this document as they are not supposed to be dealt with by the personnel of the Water Resources Department. This disaster management plan includes information and terminology regarding cyclone warning specified by India Meteorological department, guide lines for maintenance of flood embankments, circulars regarding precautionary measures before monsoon, alerting concerned departments, details of wireless stations, type of warning and affected villages. The information in this volume is updated based on the suggestions received from various field officers related the flood warning arrangements.
