Opening Announcement for Taipei Nanshan Plaza July 25th, 2018 Press Release Mitsubishi Jisho Sekkei Inc. Opening Announcement for Taipei Nanshan Plaza Mitsubishi Jisho Sekkei Inc. announces the opening of Taipei Nanshan Plaza (Location: No.100 Songren Road Xinyi District Taipei City) in June 2018 designed by Mitsubishi Jisho Sekkei Inc. (Head office: Chiyoda-ku, Tokyo, President & CEO: Soichiro Hayashi). Distant view of Xinyi District Left: Taipei 101 Right: Taipei Nanshan Plaza Taipei Nanshan Plaza is located in Xinyi District, a prime location in the central area of Taipei, developed as the international grade district where large-scale office buildings, commercial facilities as well as other infrastructures are being built. Taipei Nanshan Plaza is a large-scale mixed-use development comprising three sections which are the office tower, commercial facility and cultural facility and stands adjacent to Taipei 101. The 272m tall office tower is designed to become a new landmark together with Taipei 101. In addition, distinctive and functional tower design is achieved based on our past experiences designing high-rise buildings such as Sunshine 60 Building and Yokohama Landmark Tower, which is our strength. We also utilized our knowledge of advanced mixed-use development design cultivated by our experience with the various projects in Marunouchi District in Tokyo to realize the human-scale city block with an animated and lively atmosphere. After winning the design competition organized by the city of Taipei in 2012, we were in charge of the comprehensive design tasks starting with urban design, and continued with our design tasks for architectural, interior, landscape, details and lighting design. After 6 years of design and construction, the project was completed in January 2018 and opened this June. The owner, Nan Shan Life Insurance Co, Ltd., is under a 50 year term lease for the property from the government, and the main objective of the project was to revitalize the area with offices and commercial facilities. This project is designed with 3 buildings, office tower, cultural facility and commercial facility, connecting smoothly the activity of the people to the surroundings. The commercial facility and cultural facility, which is the entrance to both the commercial facility and office tower, are placed on both sides of the tower to create a vibrant atmosphere by drawing in the flow of the people from the east and west side which was separated by an elongated site 100m long in the north-south direction and 270m long in the east-west direction. Moreover, a 24-hours accessible pedestrian deck is located on the north side of the building connecting to the surrounding areas, and its double deck structure provides a pedestrian network to redefine the district to a human scale, thereby revitalizing the city. Furthermore, the tower is designed as a symbolic tower that can attract people’s attention from a distance. A new skyline of Taipei was created by locating the 272m tall tower on the southern end of the commercial axis in the Xinyi district, which becomes a pair with the symbol of Taipei, Taipei 101. At the top of the tower is Taiwan’s first rooftop bar, and a “green hill” is constructed, where the green terrace in the commercial area is integrated with the adjacent park, to create an atmosphere where people would want to come visit the complex from afar. In this way, a strong vibrant axis was created in the above ground levels, where the connection with the surrounding area was reinforced through the commercial area, and at the same time, there is a bus terminal at the basement level that is able to accommodate 31 vehicles, which contributes to resolving the traffic problems around the area. Center: Taipei Nanshan Plaza. The stacked box-like structure to the left of the tower is the commercial facility and the multi-faceted structure to the right is the cultural facility. The building to the left is Taipei 101. Project Feature 2: Architecture Design Adopting Nan Shan Insurance Co., Ltd.’s “mountain (shan)” as a motif, the office tower, cultural facility and commercial facility were integrated to be designed as a “mountain range” as a whole. The high-rise office tower was regarded as a symbol of the mountain range, and its form expresses “the hands in prayer” as a motif, where the “fingernails” that characterizes the tip of the fingers become the high-rise view restaurant and rooftop bar. The shape of the plan is octagonal, which symbolizes the condition of “harmonizing with everything” according to Feng Shui. The tower has maintenance balconies installed on the north and south sides, and is designed based on a center core type office floors with spectacular views looking out toward the east and west. In order to accommodate financial institution tenants, the ceiling height of each office floor is 3m and has a raised floor of 150mm as well as a flexibility to upgrade and provide additional mechanical equipment to accommodate the superior grade office space. The cultural facility comprises from the office tower entrance and multi-purpose hall with a multi-faceted form as a motif common with the office tower. The form is reflecting the gesture of both hands welcoming in the people from Songren Road, which is the main street and has a shape floating with titanium plate cladding c to create a strong sense of presence. The commercial facility located at the intersection of the municipal government axis in the north-south direction and the east-west axis generated by Taipei 101 has a characteristic design with its three layers of large shifted boxes to serve as a base for the peripheral axis, and the green terrace provides a place where people can relax. In addition, the exterior façade is cladded with stainless steel (casting and tubing) art work that represents plum blossoms which is the flower of Taiwan utilizing a casting method that we have had successful past experience with. In the daytime, they shine in silver color, and at night, they are lit up to shine in gold color, giving off different impressions between day and night to contribute to the vibrancy of the area. Furthermore, by implementing our engineering technology which has been developed over the past years, this project has already won the “Gold Award” (second to Platinum) for the design category of the “2nd APIGBA Award” organized by APIGBA (Asia Pacific Intelligent Green Building Alliance). In addition, the structural system has a seismic performance evaluation accreditation. Left: Model and image of the hands in prayer. • Improvement and Efficiency: Mass Rapid Transit Station in Taipei C.-N
Urban Transport XIX 291 Improvement and efficiency: mass rapid transit station in Taipei C.-N. Li Department of Natural Resources, Chinese Culture University, Taiwan Abstract Taipei Mass Rapid Transit (MRT) system features a high level of efficiency, energy savings and high levels of cleanliness, thus being one of the most favoured networks among all transport modes in Taiwan. However, owing to high construction costs, the MRT normally needs attention paid to it in order to produce the expected benefits and levels of operating performance in the future, especially in the MRT station area where it matters the most. Therefore, the focus of the study targets the MRT station areas to establish three efficiency evaluation models – “passenger traffic/construction cost”, “benefits of transportation environment/construction cost” and “benefits of passenger traffic and transportation environment/construction cost” through Data Envelopment Analysis (DEA) to evaluate the benefits of MRT station area and its operating efficiency. According to the outcome of an empirical study, Jiantan Station reports global technical efficiency and scale efficiency overall and has an optimal scale as per the “passenger traffic/construction cost” efficiency evaluation model. Muzha, Wanfang Hospital and Xinhai stations report optimal global technical and scale efficiency in terms of the “benefits of transportation environment/construction cost” efficiency evaluation model, while Muzha, Wanfang Hospital, Xinhai, Technology Building, Nanjing E. Rd., Shipai, Mingde and

  • Advancement of the Taipei MRT Brings Easy Travel and Greater Prosperity
Advancement of the Taipei MRT Brings Easy Travel and Greater Prosperity 2014 was a year to celebrate for the Taipei MRT. Following the inauguration of the Xinyi Line in 2013, the Songshan Line filled in the last missing piece of the downtown Taipei MRT network when it opened to the public on November 15, 2014. The Taipei MRT consists of several L-shaped routes that connect in a grid-shaped network downtown and expand into surrounding suburban areas. By ushering in a new transportation era, the Taipei MRT has brought greater prosperity to the Taipei metropolitan area by allowing residents to realize their dream of a world-class metro service. Nearly 40 years have passed since planning of the Taipei MRT was launched in 1975. Currently, the system carries an average of 2 million passenger trips per day. It is hard to imagine Taipei without the MRT – this would mean another 2 million trips made daily using other transportation modes, such as private cars, scooters, bikes, buses, etc. The air and noise pollution would severely impact everyday life. With the Taipei MRT, the public greatly benefits from a safe, convenient, and rapid transit service. The Taipei MRT, Taiwan's first metro system, brings the city's development into line with great international metropolises such as New York, London, Paris, and Tokyo. Its foundation of cultivation, rebirth, creation, and technology has left a profound historic imprint. XII Cover Story Network Expansion Brings Record Traffic Volume The inauguration of the Muzha Line, the first medium-capacity transit system of the Taipei MRT, on March 28, 1996, introduced a new transportation experience to the general public.

  • The Relationship Between High Speed Rail and Tourism
sustainability Article The Relationship between High Speed Rail and Tourism Rong-Chang Jou and Ke-Hong Chen * Department of Civil Engineering, National Chi Nan University, Nantou 54561, Taiwan; [email protected] * Correspondence: [email protected] Received: 22 May 2020; Accepted: 20 June 2020; Published: 23 June 2020 Abstract: Much research has verified that the active development of the High Speed Rail (HSR) can create business activities and promote tourism growth. However, based on the related research review, there is currently a lack of profound discussion on the development of the overall transportation system and tourism growth in Taiwan, thus, this study intends to discuss this issue and hopes to provide an important reference for future regional development. This study conducts an in-depth investigation of the relationship between HSR and tourism volume. The Difference in Difference (DID) model is used to verify the impact of HSR services on the tourism volume in Taiwan. In addition, the aggregate data of socio-economic variables and the constituent factors of the transportation mode are incorporated. Finally, the possible consequences are described through elastic analysis. The results of this study can be an important reference for the future development of counties and cities. Keywords: tourism; DID model; transportation system; High Speed Rail 1. Introduction With the progress of technology and the modernization of transportation vehicles, High Speed Rail (HSR) services have been actively developed and constructed in various countries, which has greatly shortened travel time, created positive business activities, and promoted the growth of tourism. In addition, the generalized travel costs by engaging in tourism have been reduced (although the travel costs have been increased slightly, the total travel time has been significantly reduced), which will significantly improve the accessibility of tourist areas.
