    MOOR HOUSE WIND FARM FINAL GUIDELINES FOR THE OPERATION OF COMMUNITY FUND FILE NOTE RE/M/721/COM-PR 31 October 2017 Purpose of the Fund A fund to be known as the Moor House Community Fund (MHCF) has been established by the Banks Community Fund to provide financial assistance to community groups, voluntary organisations and the local community in the area of the Moor House Wind Farm. The geographical boundaries for fund eligibility will normally be restricted to the Darlington Borough Council area with priority given to projects located in and benefiting local people in Sadberge, Bishopton, East & West Newbiggin, Bishopton, Little Stainton, Great Stainton, Great Burdon, Barmpton, Brafferton and areas of Whinfield, Harrogate Hill, Beaumont Hill and Coatham Mundeville who are north of the A1150 and east of the A167. Projects outside of these areas may be eligible if it can be shown that they benefit local people from the named areas above. Administration of the Fund The MHCF as is the case with all Banks Community Funds is administered by the County Durham and Darlington Community Foundation (The Foundation) which will consult with the Moor House Wind Farm Community Fund Committee (hereinafter referred to as the “CFC”). The CFC will be made up of five voting members, as follows: Darlington Borough Councillor representing Sadberge and Middleton St George Ward Four nominated representatives from the eligible areas. Representatives from The Foundation and Moor House Wind Farm Ltd may also attend meetings (probably on an annual basis only).     Tees Valley Joint Minerals and Waste Development Plan Documents In association with Policies & Sites DPD Adopted September 2011 27333-r22.indd 1 08/11/2010 14:55:36 i Foreword The Tees Valley Minerals and Waste Development Plan Documents (DPDs) - prepared jointly by the boroughs of Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton-on-Tees - bring together the planning issues which arise from these two subjects within the sub-region. Two DPDs have been prepared. The Minerals and Waste Core Strategy contains the long-term spatial vision and the strategic policies needed to achieve the key objectives for minerals and waste developments in the Tees Valley. This Policies and Sites DPD, which conforms with that Core Strategy, identifies specific sites for minerals and waste development and sets out policies which will be used to assess minerals and waste planning applications. The DPDs form part of the local development framework and development plan for each Borough. They cover all of the five Boroughs except for the part of Redcar and Cleveland that lies within the North York Moors National Park. (Minerals and waste policies for that area are included in the national park’s own local development framework.) The DPDs were prepared during a lengthy process of consultation. This allowed anyone with an interest in minerals and waste in the Tees Valley the opportunity to be involved. An Inspector appointed by the Secretary of State carried out an Examination into the DPDs in early 2011. He concluded that they had been prepared in accordance with the requirements of the Planning and Compulsory Purchase Act 2004 and were sound.

    THE CHARTERED INSTITUTION OF HIGHWAYS & TRANSPORTATION The A19 Trunk Road The A19 tends to live in the shadow of the more well known A1 it runs more or less parallel with. However, it is no less important to the region, serving the heavy industry and associated ports of Teesside, Wearside and Tyneside. Its journey from a single carriageway road linking coastal towns to modern day dual carriageway has been a painstaking process of over 45 years but has brought both economic and visual transformation to the North East. 1 A Broad History Today the A19 trunk road is a modern all-purpose dual carriageway running from the junction with the A1 at Seaton Burn, north of Newcastle, until it leaves the region south of Middlesbrough. It continues through North Yorkshire to Thirsk and, via a short link (A168), rejoins the A1 at Dishforth. The A19 itself continues as a non-trunk road to Doncaster. In 1952, the A19 was very different. It existed only south of the River Tyne and was a coastal route of single carriageway and relatively poor standard. Starting at South Shields it passed through Whitburn, Sunderland and Seaham, heading inland through Easington and then back out to the coast via Horden and onto Hartlepool. It then snaked its way through Billingham, Stockton, Eaglescliffe and Yarm. The improvements in our region towards the route we know today began at the Tyne Tunnel in 1967/8. The tunnel (£13.4m) was built with approach roads from the A1058 Newcastle to Tynemouth Coast Road (£6.5m) in the north and the A184 Gateshead to Sunderland Trunk Road (£3.5m) in the south.

    CAR PARKING CHARGES FOR THE STATION, RICHMOND SWIMMING POOL AND GYM CUSTOMERS ARE ON THE WAY; HOWEVER, YOU CAN MAKE THEM FAIRER IF YOU ACT IMMEDIATELY BY EXPRESSING YOUR VIEWS Richmondshire District Council is proposing to introduce car parking charges in The Station Yard Car Park this spring. We understand that the ticket machines have been ordered . This car park is currently used by customers of The Station, Richmond Swimming Pool and Liberty Gym. All of these buildings and the activities which take place in them are organised and maintained through the efforts of two local volunteer-led charities: The Station – Is operated by The Richmondshire Building Preservation Trust The Pool and Gym – Are operated by the Richmond Leisure Trust If you regularly use these ‘much loved’ charity-run-facilities , and choose to park your vehicle in the council owned Station Yard Car Park, you will shortly be charged for your visit. The charities that operate these facilities believe that what is being proposed will have an immediate and detrimental impact on these community amenities which are run on a ‘not-for profit’ basis - and could ultimately force them to close. The local authority appear to have little or no relevant research on which to justify their position. Your help is needed NOW to ensure that the views of people like you, who value The Station, pool and gym, to make your voices heard on this critical issue by writing to or phoning your district councillor, if you live in Richmondshire or writing to the head of the local authority if you don't.
