Minutes of a Meeting of the St Nicholas and Bonvilston Community Council held at The Church Hall, St Nicholas on Monday 3 February 2014 at 7.30p.m.

1. APOLOGIES for absence were received from Cllr Ms J Griffiths, Cllr Mrs S Palmer, Cllr M Furnham, C.Cllr J Bird and PCSO Angela Stone.

2. CONDOLENCES There were none

3. THE MINUTES of the previous meeting of 6 January 2014 which had been circulated were confirmed and signed.

5. POLICE MATTERS In the absence of PCSO Angela Stone, the Clerk provided the following figures for January:- St Nicholas 1. - Theft of sheep. Bonvilston 2 – 2 Burglaries Non-crimes - 1 suspicious incident. PCSO Stone is shortly to move to the area and a new PCSO has not yet been appointed. The Clerk was asked to forward the good wishes of the Council to Angela.

6. LICENSING APPLICATIONS: There were none.

7. URGENT BUSINESS. [a] Grants - It was agreed to make the usual annual grants as follows:- St Nicholas Churchyard £300 Maintenance Grant St Mary's Churchyard £300 Maintenance Grant St Nicholas Church Hall £200 Maintenance Grant Trehill Hall £200 Maintenance Grant Bonvilston Reading Room £200 Maintenance Grant [b] Rents for meetings held Trehill Hall £105 [x7] St Nicholas Church Hall £60 [x4] Bonvilston Reading Room £30 [x2]

7a. CREATION OF WEBSITE As Cllr Furnham was absent and no report had been received, it was necessary to make progress as a grant of £500 had been received from the Council. Cllr Fisher volunteered to give the matter consideration and hopefully produce a suggestion for the next meeting.

8. CORRESPONDENCE: [a] Mr Connor McClosky had sent an e-mail requesting financial assistance for the cost of the professional advice regarding the LDP. Several people had volunteered help in the public meeting, but council considered that to provide private e-mail addresses was not appropriate. [b] The Chairman had received a communication from and the Vale Community Health Council seeking public opinion on local doctors' surgeries. The assessment listed various questions. It was agreed that Councillors take personal action to reply if they so wished. [c] Posters for display from Andrew RT Davies AM [d] Poster for display from Alun Cairns MP [e] From Vale of Glamorgan Standards Committee – Clerks to remind Councillors of need to “express and interest” when necessary. [f] Diversion of Footpath No.5 Bonvilston – Agreed [g] From Alun Cairns MP – Invitation to visit Houses of Parliament. Clerk to acknowledge – to consider in Spring. [h] From Vale of Glamorgan CASH Grants Pack 14/15. (Closing date 31/3 4p.m.) Noted

9. TO ACCEPT REPORTS FROM:- [A] County Borough Councillor - None

[B] Community Councillors Cllr Mrs Gee was concerned about a vehicle regularly parked across the pavement near Old Police Station causing pedestrian problems. Clerk to report

[C] Reports on outside bodies. Cllr Jones reported on the recent meeting of One Voice which dealt with “fracking”. The speaker was of the opinion that fracking was not a practical proposition for Vale of Glamorgan. Cllr Ms Rawson reported on the recent Community Liaison Committee. Points of interest were new Greenlinks Bus Service – to Bridgend via and surrounding villages – also CYD CYMRU – Cheaper energy.
