Le Plan de Cohésion Sociale (PCS) s’efforce de promouvoir l’exercice de 6 droits fondamentaux de compétence régionale : 1. Le droit à un revenu digne ; 2. Le droit à la protection de la santé et à l'aide sociale et médicale ; 3. Le droit à un logement décent et à un environnement sain ; 4. Le droit au travail ; 5. Le droit à la formation ; 6. Le doit à l'épanouissement culturel et social. Le PCS doit répondre aux deux objectifs suivants : ▪ Le développement social des quartiers ; ▪ La lutte contre toutes les formes de précarité, de pauvreté et d'insécurité au sens large. / CHAPTER 3 State Forestry in Belgium since the End of the Eighteenth Century Pierre-Alain Tallier, Hilde Verboven, Kris Vandekerkhove, Hans Baeté and Kris Verheyen Forests are a key element in the structure of the landscape. Today they cover about 692,916 hectares, or about 22.7 per cent of Belgium. Unevenly distributed over the country, they constitute one of Belgium’s rare natural resources. For centuries, people have shaped these forests according to their needs and interests, resulting in the creation of man- aged forests with, to a greater or lesser extent, altered structure and species composition. Belgian forests have a long history in this respect. For millennia, they have served as a hideout, a place of worship, a food storage area and a material reserve for our ancestors. Our predecessors not only found part of their food supply in forests, but used the avail- able resources (herbs, leaves, brooms, heathers, beechnuts, acorns, etc.) to feed and to make their flocks of cows, goats and sheep prosper. Above all, forests have provided people with wood – a natural and renewable resource. As in many countries, depending on the available trees and technological evolutions, wood products have been used in various and multiple ways, such as heating and cooking (firewood, later on charcoal), making agricultural implements and fences (farmwood), and constructing and maintaining roads. Forests delivered huge quan- tities of wood for fortification, construction and furnishing, pit props, naval construction, coaches and carriages, and much more. Wood remained a basic material for industrial production up until the begin- ning of the nineteenth century, when it was increasingly replaced by iron, concrete, plastic and other synthetic materials. -

Paths to the city and roads to death Mortality and migration in East Belgium during the industrial revolution MICHEL ORIS Professor, Department of Economic History, University of Geneva GEORGE ALTER Professor, Population Institute for Research and Training (PIRT), Indiana University INTRODUCTION For a long time, population historians have believed that urban populations in the Middle Ages and the Early Modern Period were not able to grow without migration from rural areas (De Vries, 1984, ch. 9). In a famous contribution, Sharlin (1978) emphasized the importance of differential mortality of natives and immigrants in this urban demographic dynamic. However, this question has been neglected by researchers working on the nineteenth century, while it is during that period that rural worlds became more urban and industrial (see Williamson, 1988 for a nice exception). In France (Pitié, 1979, esp. 25-29), in England (Lawton, 1989, 8-9) as well as in Belgium (Van Molle, 1983), several authors have studied the immediate perceptions of such major changes. Ur- banization, especially the industrial type, has been seen as a monster, a chaotic explosion of mines, a mass of factories and miserable houses constructed without order and caution, a cradle of new epidemics like cholera, and a society where promiscuity endangers sexual morality as well as private hygiene (Moch, 1992, 143). Moreover, the chaos of the tentacle towns (“les villes tenta- culaires” of the Belgian poet Verhaeren) consumed a rural world depicted in soft colors, as the refuge of naivety, virtues, morality, health, and so on. Naturally, the migrant was typically pictured as a rustic, morally and physi- cally destroyed by the perversity of the urban environment (Pinol, 1991, 55- 60). -

Contexte : Sous l'autorité directe de l’officier responsable du Pôle de Planification d’Urgence de la zone de secours Hesbaye, les agents sont chargés des missions de coordination de la planification d’urgence au profit des autorités administratives des communes membres de la zone de secours de Hesbaye. Le territoire d’activité est celui de la zone de secours Hesbaye reprenant les 13 communes suivantes (Berloz – Braives – Burdinne – Donceel – Faimes – Geer – Hannut – Lincent – Oreye – Remicourt – Verlaine – Waremme – Wasseiges). Missions (non exhaustives) : De manière générale ce sont les missions qui incombent au coordinateur de planification d’urgence définie dans l’Arrêté Royal du 22 mai 2019 royal relatif à la planification d’urgence et la gestion de situations d’urgence à l’échelon communal et provincial et au rôle des Bourgmestres et des Gouverneurs de Province en cas d’événements et de situations de crise nécessitant une coordination ou une gestion à l’échelon national (en annexe). ➢ Identifier et analyser les risques présents sur le territoire concerné. 1 ➢ Mettre en œuvre et actualiser les actions nécessaires au niveau de la planification d’urgence. -

Selon les enquêtes menées, il devrait s’agir d’une même bande organisée qui a principa- lement agi le long des axes principaux de la commune, la nationale 61 qui relie Verviers à Eupen et l’Allée de Saules. Les auteurs de ces faits, originaires des pays de l’est, viennent d’être arrêtés grâce au travail d’enquête de la police. Ces faits créent chez certains d’entre nous un sentiment d’insécurité. Une des missions de la police est de garantir la protection des biens et des personnes, mais vous comprendrez qu’on ne peut pas mettre un policier à chaque coin de rue. Pour rappel, notre zone de police couvre 8 communes pour une superfi cie de 308,3 km² et une population de 59.000 habitants.
