Walker Reagan, Director of Research RE: Non-Revenue and Non-Appropriations Bills Crossover List House Rules for Senate Bills: House Rule 31.1 (h) requires that, in order to be eligible for consideration by the House during the rest of the 2015 first Regular Session, a non-exempt Senate bill or resolution must have been received and read on the floor of the House as a message from the Senate no later than Thursday, April 30, 2015. See H.481. The following legislation is excepted from this House crossover deadline (House Rules 31(h), 31(j)): 1. Adjournment resolutions (sine die or to a day certain). 2. A measure that: a. Must be re-referred to the House Appropriations or Finance committees under Rule 38 ; or b. Is introduced on the report of the Committees on Appropriations, Finance, or Rules, Calendar, and Operations of the House; or c. Establishes districts for Congress or State or local entities; or d. Ratifies an amendment or amendments to the U.S. Constitution. Senate Rules for House Bills: Senate Rule 41 requires that, in order to be eligible for consideration by the Senate during the rest of the 2015 and 2016 Regular Sessions, a non-exempt House bill must have been received and read on the floor of the Senate as a message from the House no later than Thursday, April 30, 2015. See S.1, as amended. The following legislation is excepted from this Senate crossover deadline (Senate Rule 41): 1. Bills required to be referred to the Committee on Finance or the Committee on Appropriations/Base Budget by Rule 42; or 2. Bills establishing districts for Congress or State or local entities; or 3. Adjournment resolutions. Legislation that passed one chamber by April 30 and is being engrossed complies with the crossover rule if a message to that effect is received in the other chamber by the next legislative day. Attached is a list containing those measures that no later than April 30, 2015 passed one chamber, were received by or ordered sent to the other chamber, and have not been defeated in the other chamber. Click on the bill number in the list to view the current status on the General Assembly web page at www.ncleg.net. This list does not include appropriations, revenue and other measures exempt from the crossover deadline, unless such a measure has passed from one chamber to the other by April 30, 2015. Individual analysis of the particular measure not "crossing over" is necessary to determine whether it is subject to the crossover deadline. This list also does not include ratified legislation as of the applicable deadline which, if vetoed, would be constitutionally eligible for continued consideration.
