In the first episode, Vice President Selina Meyer keeps asking her secretary whether the president has called. He hasn’t. She then walks into a U.S. senator’s office and asks of her old colleague, “What have I been missing here?” Without looking up from her computer, the senator responds, “Power.” Until recently, vice presidents were not very interesting nor was the relationship between presidents and their vice presidents very consequential—and for good reason. Historically, vice presidents have been understudies, have often been disliked or even despised by the president they served, and have been used by political parties, derided by journalists, and ridiculed by the public. The job of vice president has been so peripheral that VPs themselves have even made fun of the office. That’s because from the beginning of the nineteenth century until the last decade of the twentieth century, most vice presidents were chosen to “balance” the ticket. 1 President Ford’s statement on pardoning Richard Nixon, 1974 Introduction In this speech before the Congressional Subcommittee on Criminal Justice, of October 17, 1974, President Gerald Ford explains his decision to pardon former President Richard Nixon for his role in the Watergate scandal. Nixon had resigned on August 9, 1974, and Ford pardoned his disgraced predecessor a month later, on September 8. When Ford appeared before the subcommittee to explain the controversial pardon, he asserted that his purpose in granting it was “to change our national focus. to shift our attentions from the pursuit of a fallen President to the pursuit of the urgent needs of a rising nation.” Ford noted that while Nixon had not requested the pardon, “the passions generated” by prosecuting him “would seriously disrupt the healing of our country from the great wounds of the past.” Ford declared that “the general view of the American people was to spare the former President from a criminal trial” and that sparing Nixon from prosecution would “not cause us to forget the evils of Watergate-type offenses or to forget the lessons we have learned.” Excerpt My appearance at this hearing of your distinguished Subcommittee of the House Committee on the Judiciary has been looked upon as an unusual historic event - - one that has no firm precedent in the whole history of Presidential relations with the Congress. Jimmy Carter: A Moral Hero (Student Essay) Danny Haidar (Utica Academy for International Studies) Abstract. Following the end of Jimmy Carter’s first and only term as President of the United States, historians scrambled to put his presidency in the proper context. More than thirty years later, Carter has become associated with failed presidencies. To be compared to him is to be insulted. Even so, Jimmy Carter has had one of the most prolific, philanthropic post-presidential lives of any former American president. This is inconsistent with the image of his single term in office that the media has painted—a good man should have been a good president. To better understand this irony, this investigation shall seek to answer the following question: how did Jimmy Carter’s pre-presidential experiences affect his leadership as President of the United States of America (1977-1981)? This article will draw on apolitical, supportive and critical accounts of Carter’s presidency, as well as Carter’s own accounts of his beliefs and childhood experiences. While historians interpret Carter’s life events differently, each interpretation reveals important influences on Carter’s leadership in the White House. I will argue that Carter held too tightly to his morals to be suited to presidency. Carter’s childhood and pre-presidential political experiences created a man who was, indeed, unfit for the White House. The problem was less with his political vision than it was with his execution of that vision. Carter’s tragic presidential tale serves as a reminder that moral malleability is a necessity in the highest office of a government. -

STRATEGIC STUDIES QUARTERLY - PERSPECTIVE Trump’s Generals: A Natural Experiment in Civil-Military Relations JAMES JOYNER Abstract President Donald Trump’s filling of numerous top policy positions with active and retired officers he called “my generals” generated fears of mili- tarization of foreign policy, loss of civilian control of the military, and politicization of the military—yet also hope that they might restrain his worst impulses. Because the generals were all gone by the halfway mark of his administration, we have a natural experiment that allows us to com- pare a Trump presidency with and without retired generals serving as “adults in the room.” None of the dire predictions turned out to be quite true. While Trump repeatedly flirted with civil- military crises, they were not significantly amplified or deterred by the presence of retired generals in key roles. Further, the pattern continued in the second half of the ad- ministration when “true” civilians filled these billets. Whether longer-term damage was done, however, remains unresolved. ***** he presidency of Donald Trump served as a natural experiment, testing many of the long- debated precepts of the civil-military relations (CMR) literature. His postelection interviewing of Tmore than a half dozen recently retired four- star officers for senior posts in his administration unleashed a torrent of columns pointing to the dangers of further militarization of US foreign policy and damage to the military as a nonpartisan institution. At the same time, many argued that these men were uniquely qualified to rein in Trump’s worst pro- clivities. With Trump’s tenure over, we can begin to evaluate these claims. -

Ford Presidential Foundation, Library & Museum, we are excited to share some new virtual experiences showcasing the Museum’s exhibits, and youth-centered programs offered through the DeVos Learning Center. In the midst of the current situation, we are committed to bringing you powerful educational experiences for individuals of all ages. With the goal of engaging audiences interested in the life and legacy of President Ford during these unprecedented times, we developed Clare Shubert, Foundation Director of Engagement and Programming, a way to highlight the Museum’s exhibits and Learning Center’s interviews Curator Don Holloway in the Museum’s Oval Office exhibit. programs and educational materials virtually to all viewers with a computer or mobile device anywhere in the world. In addition to current available materials, new virtual experiences can be found online at the Ford Library & Museum and the DeVos Learning Center, as well as, their social media pages. New videos bring the Museum exhibits to the viewers through several short guided tours led by the Museum’s Curator Don Holloway. The videos begin by showcasing the early childhood years of Gerald R. Ford, expanding through the funerals of President and Mrs. Ford, and include the journey of his political and personal successes in between.
