    EVERYONE HAS BEEN SILENCED Police Excesses Against Anti-CAA Protesters In Uttar Pradesh, And The Post-violence Reprisal Citizens Against Hate Citizens against Hate (CAH) is a Delhi-based collective of individuals and groups committed to a democratic, secular and caring India. It is an open collective, with members drawn from a wide range of backgrounds who are concerned about the growing hold of exclusionary tendencies in society, and the weakening of rule of law and justice institutions. CAH was formed in 2017, in response to the rising trend of hate mobilisation and crimes, specifically the surge in cases of lynching and vigilante violence, to document violations, provide victim support and engage with institutions for improved justice and policy reforms. From 2018, CAH has also been working with those affected by NRC process in Assam, documenting exclusions, building local networks, and providing practical help to victims in making claims to rights. Throughout, we have also worked on other forms of violations – hate speech, sexual violence and state violence, among others in Uttar Pradesh, Haryana, Rajasthan, Bihar and beyond. Our approach to addressing the justice challenge facing particularly vulnerable communities is through research, outreach and advocacy; and to provide practical help to survivors in their struggles, also nurturing them to become agents of change. This citizens’ report on police excesses against anti-CAA protesters in Uttar Pradesh is the joint effort of a team of CAH made up of human rights experts, defenders and lawyers.     Challenges of Fundamentalism in India Ram Puniyani During last few decades, fundamentalist politics is on the rise all over the World, more particularly in West Asian countries and also in South Asia. This is a politics which harps on some selected tenets of religion and tries to impose it on the society. Essentially it is a politics impose values of inequality of pre industrial times in the present times. In India the seeds of fundamentalist politics were sown during colonial period. Freedom movement grew on the values of democracy, secularism and it aimed at Indian Nationalism. In opposition to this rising freedom movement the earlier feudal classes revolved around communal politics, which later assumed the goals of Muslim Nation or Hindu nation, represented in organizations like Muslim League on one side and Hindu Mahasabha-RSS on the other. Today RSS is the major vehicle of fundamentalist politics in India. The fundamentalist politics manifests itself in India today in acts which are undertaking identity issues like Ram Temple, Holy Cow-Beef, Conversions, Love Jihad, Ghar Wapasi among others. These issues have created Hate and violence against religious minorities particularly Muslims and Christians. RSS: Brief History RSS was formed in 1925 in Nagpur. The immediate cause of its formation was the discomfort amongst the upper castes/landlord elements due to the non cooperation movement launched by Gandhi (1920) as a part of freedom movement. This movement brought into fold average people into freedom movement; this caused discomfort to the elite sections of society. At the same time the Non Brahman movement, which took inspiration from Jotiba Phule and Ambedkar, was shaking the social relations of Brahmin landlord on one side and the dalits-workers on the other.

    32 The Number Question: Muslim Demography and Islamophobia in India - Muhammed Mashkoor MP Abstract There has been a sharp increase in the frequency of statements from the Hindu right wing in India about the Muslim ‘conspiracy’ or ‘population jihad’ to become the numerical majority in the country in the last two years. The fear that Muslims would overtake Hindus has been repeated after almost every census in the history of India. What I am interested in looking into in this context is how deep and old the fear of Muslim population in India is. Analysing the political and academic debates over Muslim birth rate in India, this paper argues that those who spread the fear of Muslim population and those who oppose the right wing and try to defend the minority share the same idea that Muslim birth is essentially a threat to the country if they become the majority. When the right-wing spreads the fear of Muslims overtaking the majority, the opposite party, especially from academia with the help of data guarantees that the community will not become a majority soon if not ever. The Year 2018 started with news from Rajasthan about a statement made by a ruling BJP MLA on Muslim population in India. In his controversial Facebook post, Banwari Lal Singhal alleged that Muslims are bearing more children with an aim to outnumber Hindus and to take control of the country by 2030. The statement came ahead of a bypoll to the Alwar parliamentary seat. "Muslims were giving birth to 12-14 children....while Hindus restrict the number to one or two.

Mr. Shah is the newly appointed campaign manager for Narendra Modi in Western U.P. For those who are keeping a close tab on the human rights situation in India, Amit Shah‟s name rings an alarm bell. The appointment of Amit Shah appears to have a lot of political underpinnings. “How did this man who is charged with murder in Gujarat end up being the campaign manger in U.P”, wondered Sajjad, an aid worker to the riot victims in disbelief! Uttar Pradesh has become a pivotal ground for BJP‟s election strategy and Mr. Shah, who has a winning track record in Gujarat has the full confidence of Modi and the BJP. In order for Modi to become the Prime Minister, UP‟s share of BJP seats has to be substantially increased from ten seats at present. Amit Shah has been charged with murder, extortion, kidnapping and five other sections under IPC for the killing of Sohrabuddin and his wife Kausar Bi in 2005. Mr. Shah was Minister of State for Home in the Gujarat government under Chief Minister Narendra Modi, but had to resign in 2010 after he was arrested on charges of having ordered a series of "encounter" killings by the State Police. Currently on judicial bail, the Supreme Court has directed that he may not enter his home state of Gujarat where he may influence the investigations of the encounter killings.
