Turn-of-the-century Puerto Rican and Dominican intellectuals prioritized three areas of political modernization—decolonization, emancipation of women, and some sort of racial justice. They looked at pharmacy for ways of structuring their literary imagination and proposed psychoactive writing to boost agency. My dissertation relates their approaches to pharmacy to their political goals. Eugenio María de Hostos abandoned the politics of harmonization and invested in narco-analysis to make colonial traumas accessible to the reader on the cognitive and emotional level. Hostos required stimulants to counteract inertia of the colonial subject and to disclose the implication of Creole elites, like himself, in the hegemonic regime. I connect his psychoactive writing and its effects on the body to the post-Hegelian dialectic theorized by Nietzsche and Jean-Luc Nancy. From a comparably elitist perspective, Amelia Francasci sought to legitimize her work by suggesting parallels with the institution of pharmacy, consistently suspect of quackery at the turn of the century. I claim that Francasci opposed the discourse of the sick woman. I frame her pharmaco-writing within global feminist struggles to regain access to pharmacy, for which I build on Larry Duffy’s study of the nineteenth-century institutional transformations of chemistry and pharmacy in France and examine their repercussions in Haiti and the iii Dominican Republic. Two other writers I interpret—Francisco Gregorio Billini and Federico García Godoy—were more directly involved in Dominican politics and the state apparatus. They attempted to resolve what they perceived as national problems by assuaging racial tensions while exacerbating ethnic differences with Haiti. Billini and García Godoy incorporated Afro-Dominican healing rites into the national imagery yet misattributed them to European folklore. I suggest that such cultural appropriation of Afro-indigenous ethnobotany devalued Afro-indigenous connections. iv Acknowledgements This dissertation would not have been possible without ongoing support of my committee and my teachers at the University of Toronto. In this vein, an invitation Susan extended to me in the winter of 2018 to join an IHPST (Institute for History and Philosophy of Science and Technology) reading group on healing practices in the early modern Caribbean could not have been more timely for me.     TELLING THE TRUTH ABOUT CLASS G. M. TAMÁS ne of the central questions of social theory has been the relationship Obetween class and knowledge, and this has also been a crucial question in the history of socialism. Differences between people – acting and knowing subjects – may influence our view of the chances of valid cognition. If there are irreconcilable discrepancies between people’s positions, going perhaps as far as incommensurability, then unified and rational knowledge resulting from a reasoned dialogue among persons is patently impossible. The Humean notion of ‘passions’, the Nietzschean notions of ‘resentment’ and ‘genealogy’, allude to the possible influence of such an incommensurability upon our ability to discover truth. Class may be regarded as a problem either in epistemology or in the philosophy of history, but I think that this separation is unwarranted, since if we separate epistemology and the philosophy of history (which is parallel to other such separations characteristic of bourgeois society itself) we cannot possibly avoid the rigidly-posed conundrum known as relativism. In speak- ing about class (and truth, and class and truth) we are the heirs of two socialist intellectual traditions, profoundly at variance with one another, although often intertwined politically and emotionally. I hope to show that, up to a point, such fusion and confusion is inevitable. All versions of socialist endeavour can and should be classified into two principal kinds, one inaugurated by Rousseau, the other by Marx. The two have opposite visions of the social subject in need of liberation, and these visions have determined everything from rarefied epistemological posi- tions concerning language and consciousness to social and political attitudes concerning wealth, culture, equality, sexuality and much else.

    brazilianpoliticalsciencereview ARTICLE The Place of Normativity in the Political Ontology of Ernesto Laclau* Daniel de Mendonça Universidade Federal de Pelotas, Brazil This article is a reflection on normativity in the field of political theory, with the ontological dimension found in Ernesto Laclau’s discourse theory as a presupposition. We base ourselves on the premise that, as a political theorist (rather than a political philosopher), Laclau has developed a political theory with great analytical applicability, which is also significantly useful for thinking about the role and limits of political normativity. We sustain that the normative, widely understood as a set of precepts or politically desirable situations, has a limited place in the area of discourse theory. In order to carry out our proposal, this paper is divided into five parts. Firstly, we deal with the post-foundationalist position found in Laclau’s thought. Following that, we present him as a political theorist. We then analyse the notions of ideology and discourse, central to the political ontology present in discourse theory. Following that, we discuss antagonism and dislocation, categories used to explain the incompleteness of social meanings, ac- cording to Laclau. Lastly, in the light of the ontological presuppositions presented, we seek to establish the possibilities and limits of political normativity, bearing in mind the discourse theory developed by him. HISTORY (Class IX, Chapter 1 and 2) The French Revolution The French Society during the Late 18th Century In 1774, Louis XVI, a 20 year young from Bourbon dynasty ascended the throne of France. He was welcomed by empty treasure. France was reeling under a tremendous debt which had mounted Up to 2 billion lives.For meeting these expenses increase in the tax was inevitable. The French Society was divided into three estates. First, two enjoyed all privileges. 1st Estate: Clergy 2nd Estate: Nobility 3rd Estate: Big businessmen, merchants, court officials, peasants, artisans, landless laborers, servants, etc. Some within the Third Estate were rich and some were poor. The burden of financing activities of the state through taxes was borne by the Third Estate alone. The Struggle for Survival: Population of France grew and so did the demand for grain. The gap between the rich and poor widened. This led to subsistence crises. Subsistence Crisis: An extreme situation where the basic means of livelihood are endangered. The Growing Middle Class: The 18th century witnessed the emergence of the middle class which was educated and believed that no group in society should be privileged by birth. These ideas were put forward by philosophers such as Locke the English philosopher and Rousseau, French philosopher. The American constitution and its guarantee of individual rights was an important example of political theories of France. These ideas were discussed intensively in salons and coffee houses and spread among people through books and newspapers. These were even read aloud.     CONNECTICUT ZONING AND DISCRIMINATION 2021 Report on the discriminatory effects of zoning laws in Connecticut by the Commission on Human Rights and Opportunities EXECUTIVE SUMMARY Connecticut is one of the most racially segregated states in the nation. There are many reasons for this, including centuries of government and private policies and practices that intentionally limited housing opportunities for Black, Indigenous, People of Color (BIPOC) to certain areas of the state. Historically, White Americans have held power and privilege to the exclusion of others. While some of the most extreme policies and practices producing that exclusion have been outlawed, segregation persists today. One of the tools of segregation is zoning policy. In Connecticut, each municipality is empowered to create and enforce its own zoning rules and regulations within certain parameters. People in towns that want to exclude certain groups from living within their borders can use these rules and regulations to prevent those groups from being able to afford to live there. These artificial and discriminatory barriers to fair housing use tools like restrictions on dwelling types, lot size requirements, floor size requirements, parking mandates, and more to prevent affordable housing from being built or operated. While historically overlooked, the lack of affordable housing has been recognized within the state. Government programs such as affordable housing development subsidies and tenant-based vouchers can help provide individuals with housing options they could not otherwise afford. There are statutory requirements for towns to expand affordable housing and appeal procedures developers can use if their development proposals are rejected. While these systems are useful, we are far from developing an adequate framework to eliminate discriminatory zoning laws and resolving segregation in our state.

XX DECLARING THE INTENT OF THE CITY COUNCIL TO ALLOW MULTI-FAMILY HOUSING IN RESIDENTIAL NEIGHBOROODS THROUGHOUT BERKELEY WHEREAS the City of Berkeley was the first city in the country to implement single-family zoning in 1916; and WHEREAS the City of Berkeley’s current zoning is still greatly influenced by maps developed by the federal government’s Home Owners Loan Corporation which sought to maintain racial segregation through discriminatory lending practices; and WHEREAS withdownzoning initiated by the passage of the Neighborhood Preservation Ordinance in 1973, the City of Berkeley restricted the creation of multifamily units in some residential zones; and WHEREAS, escalating income and wealth inequality and the prohibition of apartments and multi-family homes in the City of Berkeley coincide with the most unaffordable neighborhoods and the origins of the City’s affordability crisis starting in the late 1970s after the passage of Proposition 13; and WHEREAS there is deeply racist history to zoning practices all over the country, particularly as a proxy for overt racial restrictions, and inequities still exist today as a result of redlining; and WHEREAS exclusionary zoning has createds a system of de facto rather than de jure racial and economic segregation, which creates strong adverse effects in life outcomes for residents; and WHEREAS California ranks 49th out of 50th in the nation for housing units per capita; and WHEREAS California home prices and rents are among the highest in the United States; and WHEREAS both
