    Colchester Borough Council Colchester and Ipswich Museum Service A SHORT HISTORY OF COLCHESTER CASTLE 1066, the defeat of the English by the invading army of Duke William of Normandy. After his victory at the Battle of Hastings, William strengthened his hold on the defeated English by ordering castles to be built throughout the country. Colchester was chosen for its port and its important military position controlling the southern access to East Anglia. In 1076 work began on Colchester Castle, the first royal stone castle to be built by William in England. The castle was built around the ruins of the colossal Temple of Claudius using the Roman temple vaults as its base, parts of which can be seen to this day. As a result the castle is the largest ever built by the Normans. It was constructed mainly of building material from Colchester's Roman ruins with some imported stone. Most of the red brick in the castle was taken from Roman buildings. England, William's newly won possession, was soon under threat from another invader, King Cnut of Denmark. The castle had only been built to first floor level when it had to be hastily strengthened with battlements. The invasion never came and work resumed on the castle which was finally completed to three or four storeys in 1125. The castle came under attack in 1216 when it was besieged for three months and eventually captured by King John after he broke his agreement with the rebellious nobles (Magna Carta). By 1350, however, its military importance had declined and the building was mainly used as a prison.

Introduction 1.1. This Statement of Common Ground identifies areas of agreement between Brentwood Borough Council (BBC) and Chelmsford City Council (CCC) in relation to the Chelmsford Pre- Submission (Publication Draft) Local Plan and supporting evidence base. There are no outstanding areas of disagreement. 1.2. This statement has been prepared to assist the Examination of the Chelmsford City Council Local Plan. Brentwood Borough Council made representations to the Pre-Submission Local Plan. The following table sets out the relevant rep numbers: PS LP Rep Numbers PS1853 PS1854 1.3. A Plan has been provided at Appendix 1 which shows the locations and administrative areas covered by the statement. Brentwood Borough Council is an adjoining local authority located to the south west of Chelmsford City Council’s administrative area. 1.4. CCC has fully engaged with BBC on the development of the Council’s respective Local Plans from the outset. In accordance with the Town and Country Planning (Local Planning) (England) Regulations 2012, BBC has been formally consulted at every stage of consultation on the Local Plan together with its accompanying Sustainability Appraisal (SA) and the Habitat Regulations Assessment (HRA). BCC has made representations to each stage of consultation on the Local Plan. The Duty to Co-operate Compliance Statement outlines in detail the engagement activities and outcomes together with the joint evidence base studies undertaken during the plans preparation.

The work was undertaken in advance of underpinning works. One test-pit was observed by CAT, dug against the west wall of the nave and the south- west buttress of the church. The foundations recorded in this test-pit are similar in composition to the foundation observed in the 2005 evaluation (CAT Report 350), and appear to be the original 15th-century foundations of the building.

    28 October 2014 2011 Census: Coastal Communities Coverage: England and Wales Date: 28 October 2014 Geographical Areas: Other, Output Area Theme: Health and Social Care Theme: Labour Market Theme: People and Places Theme: Population Summary Comparing the average data across 273 coastal communities with the averages for England and Wales showed that in 2011: • 20% of the population in coastal communities were aged 65 or over (compared with 16% in England and Wales as a whole). • 7.0% of residents aged 16 to 64 in coastal communities had a long-term health problem that meant day to day activities were ‘limited a lot’ as opposed to ‘limited a little’ or ‘not limited’ (5.7% for England and Wales) • The share of the population in coastal communities with white ethnicity was 95.4% (86.0% in England and Wales) • 3.8% of usual residents in coastal communities in 2011 were both born outside the UK and had arrived in the UK in the decade 2001-2011 (6.7% for England and Wales) • The employment rate (aged 16 to 64) was 69.2% in coastal communities (71.0% for England and Wales). • 31.0% of employees in coastal communities worked part-time (28.2% in England and Wales) • There was a net outflow of commuters from coastal communities - with the number of working residents exceeding the workplace population of coastal communities by 233,000 (equivalent to 8% of the number of working residents). • 6.1% of household spaces in coastal communities were unoccupied by usual residents (4.4% for England and Wales).

    JAYWICK SANDS PLACE PLAN - Our Ref: D000042 BRIEF FOR THE PROVISION OF CONSULTANCY SERVICES 1.0 INTRODUCTION 1.1 Tendring District Council is seeking to appoint a consultancy to produce a Development Framework for Jaywick Sands to guide the phased comprehensive development of approximately 90 hectares of Council owned land and privately owned plots within the existing adjacent residential areas of Brooklands and Grasslands. The area is shown on the attached plan. The Development Framework would be adopted as Supplementary Planning Document following public consultation. 1.2 Tendring District Council is looking for ambitious but solidly realistic guidance which will deliver the regeneration desperately needed for the area and will enable development at Jaywick Sands to be underway quickly. 1.3 The Council has acquired large tracts of undeveloped pasture/marshland at Jaywick Sands west of Grasslands and Brooklands as well as some single bungalow and chalet plots. There are privately owned plots in Grasslands/Brooklands, owned individually and in groups by landlords who rent them out. These are dispersed within the area. The Guinness Trust own a development of two storey houses on the west side of the residential area. Planning permission has recently been granted for 10 houses on Council owned land identified as 17/01032/FUL and 17/01030/FUL. The development of these as 5 starter homes and 5 Council homes has commenced. 1.4 Much of the site, including existing residential development, is within an area at high risk of flooding. Public safety is the highest priority and the Council has worked, in particular with the Environment Agency, to identify a strategy to safeguard and improve public safety as well as achieve wider regeneration benefits.
