Sir, allow me to address specific issues raised by members, and elaborate on two key areas: (i) First, our efforts to create a student-centric learning environment; and; (iii) Second, providing more support for students with special needs. (I) SUBSTANTIVE AND INNOVATIVE INVESTMENTS TO DELIVER A STUDENT- CENTRIC EDUCATION Enhanced School Infrastructure to Support Holistic Education 2. Mrs Josephine Teo and Mdm Halimah Yacob asked for an update on the Primary Education Review and Implementation Committee’s (or PERI) recommendations. We are upgrading 40 more Primary schools in Phase 3. This will facilitate primary schools to transit to single session and allow strengthening of non- academic aspects of education like PE, Art and Music. 3. These upgraded schools will have newer and better facilities to support more innovative and engaging lessons. Allow me to cite a few examples. 4. The first slide shows a PE lesson at Hougang Primary School. To support a more holistic education, indoor sports halls such as this will allow PE lessons and CCAs to be conducted throughout the day, rain or shine. All schools that need it will be equipped with synthetic turf, which is cheaper to maintain and can be used immediately after it rains. 5. For the Performing and Visual Arts, schools will have band rooms, dance studios, and performing arts studios. Here we see a Performing Arts Studio at Lianhua Primary, which is integrated into the library to maximise the use of space.

Please check against delivery SPEECH BY MR LIM BIOW CHUAN, PRESIDENT OF CASE AT SIGNING OF MEMORANDUM OF UNDERSTANDING – CONSUMERS ASSOCIATION OF SINGAPORE (CASE) AND COMMUNITY DEVELOPMENT COUNCILS (CDCS) ON FRIDAY, 23 SEPTEMBER 2016 AT JURONG SPRING COMMUNITY CLUB Mr Teo Ser Luck, Chairman of Mayors’ Committee and Mayor of North East District Mayors, Ms Denise Phua, Dr Teo Ho Pin, Dr Mohamad Maliki Osman and Ms Low Yen Ling, Distinguished Guests, Ladies and Gentlemen, Good Morning, 1. Thank you for taking time off to attend the signing of the Memorandum of Understanding (MOU) between the Consumers Association of Singapore (CASE) and the Community Development Councils (CDCs). 2. I am pleased to be able to sign the MOU this morning with the 5 Mayors of the CDCs. This MOU serves to record the understanding and desire between CASE and the 5 CDCs to collaborate to bring about greater consumer awareness and education on consumer rights to the community. This would be done through a series of “Consumer Awareness Talks’. 3. Consumer education is a very important part of what CASE does. Since 2010, we have been reaching out to consumers through our “Knowledge is Protection” campaign. We have conducted talks at Community Clubs, at Senior Activity Centres, and at educational institutions like schools, polytechnics and universities. By sharing more information and educating consumers, we believe that consumers will be able to better protect themselves against errant retailers. Hence, this campaign seeks to empower consumers by educating them on their rights and responsibilities. Through these talks, we aim to share with consumers about the various consumer protection laws such as the Consumer Protection (Fair Trading) Act (CPFTA) and the Lemon Law.

Defending the Legitimacy of Elections MARUAH believes in a free and fair election as the right of all citizens. To that end we have done research, conducted forums and continue with our Education process. In this paper we explore the role of Parliamentarians. Asking the Right Questions: The Quest for Parliament’s Holy Grail There is a wonderful story about the power of the question. It comes from the ancient European legend of the Holy Grail. The quest for wisdom is unwittingly undertaken by Parsifal, a young knight who is green and has no idea about life. He stumbles upon the Grail Castle, entirely by chance quite early on in his quest. In the middle of the banquet, a parade takes place during which the Holy Grail and the Spear which pierced Christ’s side on the cross displayed. Parsifal being a complete idiot does not ask the wounded King who guards these treasures what they are. Instead, he stares at it open mouthed. The parade passes on in silence and Parsifal goes back to eating. When he awakes the castle has disappeared and he is in the middle of a wet field. He later discovers that he should have asked the King what these treasures were and the question, “What ails thee?”, for if he had, he would have found wisdom and his quest would have ended. The point of the story is that the solution to a problem is given when the right question is asked, but you have to ASK THE RIGHT QUESTION. In a representative democracy, the elected parliamentarian is to represent the interests of the PEOPLE who voted for him.
