FORE STREET LIBRARY , 109-111 FORE STREET , LONDON N18 The following pages within this pamphlet provide location, description and outline size information along with a brief overview of the intended division of each property. At present, formal letting terms such as the annual rent / lease length have not been established for the possible space available at Bullsmoor, Oakwood, Winchmore Hill and Fore Street Libraries. The Council will work with interested parties moving forward. Please note that at this stage, no formal viewings will be taking place. The area is densely populated and serviced via a number of bus routes with Turkey Street station providing the nearest overground rail service. At present the property is fully used as a local Library. It is proposed that the main Library area of approximately 1,400 sq.ft be internally divided with approximately 50% of the current space being made available to a potential occupier. Additional kitchen and WC facilities are to be shared with the library service. The Council is seeking an appropriate user to enter into a lease for the available space, with the final physical division/configuration to be agreed along with all other formal terms. BULLSMOOR LIBRARY KEMPE ROAD ENFIELD , EN1 LOCATION MAP FLOOR PLAN OAKWOOD LIBRARY 185-187 BRAMLEY ROAD LONDON N14 LOCATION / DESCRIPTION / OUTLINE PROPOSAL : Oakwood Library is located in the midst of this retail parade, located close to Oakwood underground station. The parade houses many local independent retailers, plus national operators such as Tesco Express, Costcutter, William Hill and Paddy Power. The entire property consists of a double fronted unit, offering a floor area of approximately 1,900 sq.ft plus additional office, kitchen and storage space. The Council is proposing that the occupation of the property is shared with a suitable operator, however no physical division of the property is intended. The basis of occupation will be on an open plan basis with allocated area to be agreed, with sharing of kitchen and WC facilities. Initial expressions of interest on the above basis are sought from interested parties accordingly by the closing date given within the submission instructions. OAKWOOD LIBRARY 185-187 BRAMLEY ROAD LONDON N14 LOCATION MAP FLOORPLAN WINCHMORE HILL LIBRARY GREEN LANES WINCHMORE HILL LONDON N21 LOCATION / DESCRIPTION / OUTLINE PROPOSAL : This property is located in the recessed main road position fronting onto Green Lanes, opposite its junction with Carpenter Gardens with Sainsbury’s superstore located behind the property. This library consists of a mid-1980s sectional constructed single storey building, with the main Library area of approximately 1,864 sq.ft and hexagonal additional Library Room of approximately 340 sq.ft. Externally the property benefits from forecourt parking area providing space for approximately 6 vehicles. A potential occupier is sought for either the main front Library area or alternatively the smaller hexagonal rear Library section, with either part being physically separated with an independent access being created and the Library occupying the remaining area. The proposal is to physically divide the current Library premises in half to create a ground floor area of approximately 1,436 sq.ft with additional Office/Staff Room of 154 sq.ft. It is estimated that the property will have a frontage of 17’6” and an approximately depth of 79’1”. WC and kitchen facilities are to be shared with the existing Library service.     Enfield Society News No. 194, Summer 2014 Enfield’s ‘mini-Holland’ project: for and against In our last issue we discussed some of the proposals in Enfield Council’s bid under the London Mayor’s “mini-Holland” scheme to make the borough more cycle-friendly. On 10th March the Mayor announced that Enfield was one of three boroughs whose bids had been selected and that we would receive up to £30 million to implement the project. This provides a great opportunity to make extensive changes and improvements which will affect everyone who uses our streets and town centres, but there is not unanimous agreement that the present proposals are the best way of spending this money. The Council has promised extensive consultations before the proposals are developed to a detailed design stage, but it is not clear whether there are conditions attached to the funds which would prevent significant departures from the proposals in the bid. The Enfield Society thinks that it would be premature to express a definitive view until the options have been fully explored, but we are keen to participate in the consultation process, in accordance with the aim in our constitution to “ensure that new developments are environmentally sound, well designed and take account of the relevant interests of all sections of the community”. We have therefore asked two of our members to write columns for and against the current proposals, in order to stimulate discussion. A third column, from the Enfield Town Conservation Area Study Group, suggests a more visionary transformation of Enfield Town. Yes to mini-Holland! REPORT FROM LOCAL POLICE PC Denise Thorpe gave a report covering the last three months. • Burglaries and car crime: theft of and from vehicles, is lower than for the same period last year. • Most burglaries are taking place between five and six o’clock when residents are still out at work and it is dark. • PC Thorpe has been taking measures to help us to be more secure: - delivering notices to houses if they have been left in darkness, making it evident that no one is home, - delivering notices advising people who have UPVC doors how to lock them securely, - checking motor vehicles to ensure that valuables are not left on display, - Checking car doors are locked - they often aren’t. In one road PC Thorpe found three unlocked cars. Residents should make sure that their automatic locking systems are actually working! 2. LOCAL RAILWAY AND TRAIN SERVICE Graham Smith, Infrastructure Maintenance Delivery Manager at Network Rail (NR) answered questions and listened to concerns. • He is looking to improve the trackside planting near Palmers Green. Trackside clearance is needed for safety but he will make sure it is more sensitively managed in future, • He is looking into the possibility of some planting to screen the track near the skew bridge in Hoppers Road, • He is meeting with Cllr.
