CUTHBERT'S WITHOUT. This parish is comprised within Cumberland ward and the petty sessional division of that name; union, county court, and rural districts of Carlisle; and the deanery of Carlisle S. It forms the basis of a division for the election of a member of the county council. The following townships are within its limits: Upperby, Harraby, Blackwell High, and Blackwell Low, Botcherby, Brisco, and Carleton. The civil and ecclesiastical parishes are not quite co-extensive. The latter, called Upperby, was carved out of the large parish of St. Cuthbert, and constituted an ecclesiastical district in 1846; and in 1855, by virtue of power conferred upon Lord Blandford's Act, it became an independent parish, free from all claims, rates, payments, or dues of any kind' or degree to the mother church of St. Cuthbert, Carlisle. The parish is encompassed on the north by Carlisle, on the east by Scotby and Cotehill, on the south by Hesket-in-the-Forest and Wreay, and on the west and north-west by Dalston and Cummersdale. The river Petteril courses through the centre. The land, about 7,800 acres, is valued for rating purposes at £9,574, and the buildings at £16,000. The population at the last census numbered 16,152. UPPERBY township covers an area of 449 acres, the ratable value of which is returned with the parish. .
