Reg. 29/2010 Made: February 16, 2010 Filed: February 19, 2010 Proclamation, S. 32(1), S.N.S. 2008, c. 2 Order in Council 2010-68 dated February 16, 2010 Proclamation made by the Governor in Council pursuant to subsection 32(1) of the Financial Measures (2008) Act The Governor in Council on the report and recommendation of the Minister of Community Services dated January 21, 2010, and pursuant to subsection (1) of Section 32 of Chapter 2 of the Acts of 2008, the Financial Measures (2008) Act, and subsection (7) of Section 3 of Chapter 235 of the Revised Statutes, 1989, the Interpretation Act, is pleased to order and declare by proclamation that Section 7 of Chapter 2 of the Acts of 2008, the Financial Measures (2008) Act, which amends Chapter 211 of the Revised Statutes, 1989, the Housing Act, do come into force on and not before February 16, 2010.     South Mountain Arm of Gold Groups within the community who have joined together to put forward this nomination: 1.South Mountain Arm of Gold Community Association I heard our Lieutenant Governor Mayann Francis speak to her Community Spirit Award on CBC Radio. That led me to think about our community. Here on Cape Breton Island, on the shores of the beautiful Bras d’Or Lakes, our spirit is not of the young children being parented by the whole community as Her Honor remembers, but the welfare of us seniors being here for each other as there are so few young children in this community. The area that I wish to recognize is made up of several “communities” along the shore from Dundee to Scots River. These would include DUNDEE, ST GEORGE’S CHANNEL, THE POINTS, ROBERTA and SCOTS RIVER. These communities are made up mainly of retired folk and would account for no more than 150 people in total. Four years ago we recognized the need to replace our old hall and build a new one. This allowed us to continue to bring our communities together and provide a meeting place for us to share our laughs, our sorrows, our music and our food. We needed a place that was safe, a place to discuss ideas, to agree and disagree. With the support of our communities, our Municipal Government, Provincial Government and Federal Government, we succeeded in creating the most pleasant community hall that reflects the culture of our communities and gives us the pride of Community. One interesting reflection is the reaction of tourists, even to the point where one couple that arrived on a sailboat, to tour the Lakes, ended up staying for a year before continuing on their adventure.

    The Clerk’s Black History Series Debra DeBerry Clerk of Superior Court DeKalb County Viola Irene Desmond (July 6, 1914 – February 7, 1965) "Civil Rights Icon and The First Black Person To Appear On Canadian Money ” Viola Irene Desmond was born on July 6, 1914, in Halifax, Nova Scotia, to a black father, James Albert and a white mother, Gwendolin Irene Davis. Her father’s work as a barber, influenced her early interest in the art of black hair care. After Viola graduated from a teaching program, she taught in two segregated schools. Later, pursuing her real passion, she enrolled in the Field Beauty Culture School in Montreal, one of the few schools in Canada that accepted black applicants. She also attended training courses in the U.S., in New Jersey and New York. She returned to Halifax and opened Vi’s Studio of Beauty Culture, catering to the black community. With changing hairstyles that required special products and maintenance, black beauty parlors were in high demand. Answering the call, Viola opened the Desmond School of Beauty Culture, so black women wouldn't have to travel as far as she did to receive proper training. She had as many as 15 students graduate from the school each year. Viola was in route to a business meeting on the evening of November 8, 1946, when her car broke down in the small town of New Glasgow. Told that the repair would take several hours, Viola checked into a hotel and decided to catch a movie at the Roseland Theatre that evening.
