THE NEW YORK CITY LANDMARKS PRESERVATION COMMISSION 1 CENTRE STREET 9TH FLOOR NORTH NEW YORK NY 10007 TEL: 212 669-7700 FAX: 212 669-7780 ADVISORY REPORT ISSUE DATE: DOCKET #: CRA #: 07/21/2004 04-7962 CRA 05-0554 ADDRESS BOROUGH: BLOCK/LOT: 2366 FIFTH AVENUE 369th Regiment Armory MANHATTAN 1740/17 INDIVIDUAL LANDMARK To the Mayor, the Council, and the Director, NYS Division of Military and Naval Affairs This report is issued pursuant to Sections 3020 and 854 (h) of the New York City Charter and Section 25-318 of the Administrative Code of the City of New York, which require a report from the Landmarks Preservation Commission for certain plans for the construction, reconstruction, alteration, or demolition of any improvement or proposed improvement which is owned by the City or is to be constructed upon property owned by the City and is or is to be located on a landmark site or in a historic district or which contains an interior landmark. The Landmarks Preservation Commission, at the Public Meeting of June 8, 2004, following the Public Hearing of June 8, 2004, reviewed a proposal to install a new metal entrance marquee, paneled steel doors with a painted finish, a concrete ramp with a pipe railing, two flag poles with banners, and light fixtures on the West 142nd Street façade of the drill shed portion of the building, and two through-the-wall louvers painted to match the surrounding brick, on a brick return on the West 143rd Street façade of the drill shed, and on the westernmost pier of the drill shed on the West 142nd Street façade, as shown in drawing A1 through A13, dated April 23, 2004, prepared by Andrew Goldman, Architect, photographs of the existing condition, dated April 2004, and color samples from Benjamin Moore labeled Kendall Charcoal (center doors, ramp railing), Lafayette Green (other doors, center door frame, canopy) and Maple Leaf Red (through-the-wall louvers), and presented at the Public Hearing and Public Meeting. In reviewing this application, the Commission noted that the 369th Regiment Armory is a Castellated style armory drill shed built in 1921-24 designed by Tachau and Vought, and an Art Deco style armory administrative building built in 1930-33 designed by Van wart and Wein; and that the scale, style, details and materials of the building are among the features which contribute to the special architectural and historic character of the landmark. With regard to this proposal, The Commission found that the proposed marquee relates well to the building in terms of its proportions, materials and simple design; that the modest size and simple profile and materials of the proposed marquee, and its integration into an existing recessed entrance, will allow it to be harmonious with the design and style of the building; that the style of the proposed doors is in keeping with the fortress-like quality of the building; that the material of the proposed ramp will match the base of the building; that the ramp will be modest in size, and thus, will not call undue attention to itself; that the presence of flagpoles at the entrance of an institutional building is traditional; that the size of the proposed flagpoles and banners are in keeping with the scale of the entrance; that the utilitarian character of the proposed light fixtures is in keeping with the character of the building; that in the context of this massive structure, the presence of the through-the-wall louvers, finished to blend with the surrounding masonry, will not detract from its special architectural character; and that the proposed work will not detract from the special historic and architectural character of this individual landmark. Based on these findings, the Commission determined the proposed work to be appropriate to the 369th Regiment Armory Individual Landmark. In voting to grant this approval, the Commission made its determination subject to the condition that two sets of final signed and sealed drawings showing the approved proposal, which shall be filed with the Department of Buildings, be submitted to the Landmarks Preservation Commission for review and approval. Subsequently, on July 21, 2004, the Commission received two sets of final drawings labeled A0.0, A0.1, D1.0 through D1.5, A1.0 through A1.2, A2.1, A3.1, A3.2, A5.1 through A5.6, A6.1 through A6.4, A7.1, A10.0, A10.1, and A10.2, dated May 5, 2004, M1, M3 through M7, P1, P2, E1 through E7, E8.1, E8.2 and E8.3, dated February 6, 2004, M2, dated June 30, 2004, and A2.2 and A2.3, dated July 16, 2004, prepared by Kevin Hom and Andrew Goldman Architects. The Landmarks Preservation Commission staff reviewed the drawings and found that the proposal approved by the Commission has been maintained. Therefore, these drawings are being marked approved by the Commission with a perforated seal, and Commission Report 05-0554 is being issued. Please send a copy of the drawing, and one or more 8- by 10-inch black and white photographs of the completed work to the archives of the Art Commission of the City of New York, City Hall, 3rd floor, New York, NY 10007, Attn: Deborah Bershad. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
