As per the guidelines Election Commission of lndia has directed to constitute three or more Static Surveillance Teams in each LA Constituency with Executive Magistrate as head of the team and with three or more Police Personnel and one videographer. Accordingly, Executive Magistrates for forming three Static Surveillance Team have been appointed for each of the 13 L A Constituencies in Thrissur District, as per the Proceedings read as 4th paper above. Sri.M.Thamizh Vendan lRS, the Expenditure observer, appointed in respect of Manalur, Kaipamangalam & Nattika LA Constituencies has directed to constitute three more Static Surveillance Teams in Manalur, Kaipamangalam & Nattika LA Constituencies, so that three teams sha!! be at work at a time, instead of only one team, constituted now. ln the circumstances, three more teams for Static Surveillance are hereby formed, appointing the following Officers as Executive Magistrates, read as per 5th paper above, in respect of Manalur, Kaipamangalam & Nattika LA Constituencies, with immediate effect. The entire process of checking shall be captured in videographed. 02. The Team shall send daily activity report (FORMAT 810) to Nodal Officer Election Expenditure Monitoring with copy to District Police Chief (City)/(Rural)/ General Observer / Expenditure Observer / Returning Officer / District Electlon Officer and to the Nodal Officer of Police (City)/(Rural) and Excise in Annexure C. 03. The checking by the SSTs shall be done in the presence of an Executive Magistrate and shall be vldeo-graphed. No such checking shall take place without the presence of Executive Magistrate. The video/CCTV record with an identification mark of date, place and team number shall be deposited with the concerned Returning Officer, on the next day who shall preserve the same for verification by the Commission at later point of time. 04. Nodal officer EEM shall ensure that whenever Check Posts are put at the borders of the district/State or at any other place by any agency, for any purpose, then the nearest SST shall be present there in such team, and to avoid duplication of checking in the area and reporting of seizure of cash or items of bribe has to be done by the SST. 05. Checking by SST on the major roads or arterial roads shall commence from the date of notification of election. The Nodal Officer EEM sha ll ensure to strengthen SST mechanism in last 72 Hrs. before the poll, particularly in vulnerable areas or in Expenditure sensitive pockets and during such period, the SST shall not be dismantled under any circumstances. The District Police Chief (City / Rural) shall take at most care in the activity. 06. The whole event of checking a nd seizu re is to be ca ptu red in a video/CCTV, which will be submitted to the Accounting Team after consultation with Returning Officer, every day. 07. lf any star campaigner is carrying cash up to Rs.1 Lakh, exclusively for his/her personal use, or any party functionary is carrying cash with certificate from the treasurer of the party mentioning the amount and its end use, then the authorities in SST sha ll retain a copy ofthe certificate and will not seize the cash. lf cash of more than 10 lakh is found in a vehicle and there is no suspicion of commission of any crime or linkage to any candidate or agent or party functionary, then the SST shall not seize the cash, and pass on the information to the lncome-Tax authority, for necessary action under lncome - Tax Laws. cf.t',.ri.,.,, Gln tx 6 lr //o,,o' . .,/4-al*t t,,/),,,, . The team constituted shall strictly comply the instructions given in Guidelines of Election commission of lndia and further instructions if any, in due course by E C l/ C E O from time to time. 09. During checking, if there is any suspicion of commission of crime, the seizure of cash or any item shall be done by the in charge police officer of the ssr as per provision of crPC in presence of the Executive Magistrate. The police officer in charge of ssr shall file complaint/FlR in the court, having jurisdiction, within 24 hou rs. 10. The team shall always be in liaise with Nodal officer for EEM, Assistant Expenditure observers, lncome Tax Nodal officer and Nodal officer for c vrerr. cvrGrl application is a newly introduced online application for citizens to report violation on Model code of conduct / Election expenditure during the period of election. lf the petitio n/com pla ints raised and forwarded from c vrcrl with a nature of Election expenditure violation shall immediately be processed. lf the nature of petition is to be escalated to higher authority, the same shall be done with report to Nodal Officer, Election expenditure Monitoring / Returning Officer without any delay. 1'1,. The assigned duties as static surveillance Team Executive Magistrate shall immediately be initiated from the date of Notification by Election commission of lndia on General Election to LA Constituencies Kerala, 2021. 12. The District Police chief Thrissur (Rural) / (city) shall take urgent steps to appoint three or more police personnel to assist the Executive Magistrate of Static Surveillance Team, being constituted as per this order. 13. considering the coVlD 19 pandemic, the District Medical officer shall take urgent necessary steps to provide vaccination to above appointed officers at the earliest. The Nodal officer, Training Management and District planning officer, Thrissur shall take steps to provide training for above deployed executive magistrates in due course of time with the assistance of state level master trainers.

As such we have been preparing Performance Documents of Agriculture Development and FarmersÊ Welfare Department, Forest & Wildlife Department and Water Resources Department since 2013-14. The Documents are prepared and placed before the Legislative Assembly along with other Budget Documents. The preparation of documents is based on the model of the Performance Budget Documents of the Central Government. The exercise generally focuses on the Developmental Schemes (Plan Schemes) and related expenditure with regard to the demands / appropriations and expenditure of the departments concerned. It doesnÊt give importance on routine administrative expenses. It takes care to ensure the figures of Budget Allocation, expenditure, etc included in the documents will conform to those adopted in the Budget Documents and related documents of the Government.
