The Hertfordshire Tour Supplementary Regulations The Hertfordshire Tour Royston, Hertfordshire Thursday 1st July 2021 Photo: Dalton Supplementary Regulations The Vintage Sports-Car Club is proud to be associated with our Principal Associates INTRODUCTION HERTFORDSHIRE TOUR, THURSDAY 1ST JULY 2021 BARKWAY VILLAGE, NEAR ROYSTON, HERTFORDSHIRE. SG8 8EB ‘ Starting just 35 miles due north of Charing Cross, the tour takes you down our numerous leafy lanes through old villages where thatched roofs, flint churches and half-timbered buildings abound., and in an area close to London and easily accessed from A1(M) and M11. The Herts Tour is back, come along and enjoy a nostalgic tour of the leafy lanes of N Herts and NW Essex, armed with a 1930s 1 inch OS map and a comprehensive route book (no motorways and lots more railways on the old map!). At the start with you can part take in coffee and bacon sandwiches in picturesque Barkway - plenty of room for your trailer. En route there’s a stop-off for tea and biscuits at a renowned vintage restoration workshop, with a lot of very prestigious metal to marvel at. After 80 miles, back in Barkway, home-made cake and yet more tea will be waiting for you. The Tour is open to all cars made before 1st January 1962 and driven by VSCC members or Members of the invited clubs; Inter Register No buff form needed. MARSHALS: Please volunteer to the Competition Department or email direct to [email protected] DIRECTIONS: We are 4 miles south of the A505 on B1368, between Letchworth (A1M J9) and Duxford J10 on M11. Duxford is 9 miles from Barkway. Alternatively, we are found 1 mile east of A10, 4 miles south of Royston. The Vintage Sports-Car Club Ltd The Hertfordshire Tour Thursday 1st July 2021 Motorsport UK Certificate of Exemption Number - 120212 Held under the General Regulations of Motorsport UK (incorporating the provisions of the International Sporting Code of the FIA) and these Supplementary Regulations Supplementary Regulations ‘Held under the General Regulations, of Motorsport UK (incorporating the provisions of the International Sporting Code of the FIA) and these Supplementary Regulations.’ 1. Announcement. The Vintage Sports-Car Club will organise a Touring Assembly on Thursday 1st July 2021, starting at Barkway Village near Royston, Herts SG8 8EJ. 2. Regulations. The meeting will be held under the General Regulations of Motorsport UK (incorporating the provisions of the International Sporting Code of the FIA) in so far as they apply to Touring Assemblies, these Supplementary Regulations and any written instructions that the organising club may issue for this event. A Certificate of Exemption 117957 has been obtained from Motorsport UK and displayed at the start. 3. Officials. The Secretary of the meeting is Jim Dalton, who may be contacted with any queries at Tel: 07976 612795 or email: [email protected] 4. Vehicle eligibility. The event is open to cars made before 1 January 1962 and driven by members of the Organising Club. Cars do not need to have a VSCC ‘Buff Form’. 5. Entering the Event. Entries open on the publication of these Regulations and close on Thursday 24th June 2021. The maximum entry will be 50 cars, the minimum will be 20. The entry fee is £40.00 per car. Cheques to be made payable to VSCC Ltd. Please send a completed and signed entry form to: VSCC, The Old Post Office, West Street, Chipping Norton, Oxon, OX7 5EL. Alternatively entries can be made online at www.vscc.co.uk. 6. The Road Book. Full Joining Instructions will be issued approximately one week prior to the event. A Road Book will be issued on the day, providing full and easy-to-follow navigational instructions and information about local places of interest. In addition, a copy of a 1930s period OS map will be provided. No by-passes or motorways but many more railway lines. Our lanes are unchanged! 7. Registration. On the Day Registration is from 9:00am until 10:30am with cars leaving from 10:00am. Crews should report to the organisers with all relevant documents identified below. Scrutineering is limited to ensuring the vehicle is eligible for the event. It is the entrants’ responsibility to make sure their car is taxed (NB. MOTs are no longer required by law for cars registered Pre-1960), is fully road legal and is insured for such an event on the public highway. It is recommended that all cars carry a serviceable fire extinguisher. All crew members must ‘Sign On’. Anyone travelling in the car must be able to be properly legally seated in the car. 8. Route. The total distance covered will be approximately 84 miles, with various possible stop-offs en route. 9. Driving Standards. Horses, cyclists, walkers and other road user can be expected at many places along the route. Do please give them the appropriate consideration. All drivers are reminded that they should abstain from the consumption of alcohol or drugs during the event. 10. Finish. At the finish, all drivers must report to the organisers to sign a Damage Declaration Form. Crews are expected to return to the finish from approx. 3.00pm onwards when complimentary teas will be served – and must do so by no later than 5.30pm. 11. Trailers.     THE IMPACT OF AGRICULTURAL DEPRESSION AND LAND OWNERSHIP CHANGE ON THE COUNTY OF HERTFORDSHIRE, c.1870-1914 Julie Patricia Moore Submitted to the University of Hertfordshire in partial fulfilment of the requirements of the degree of PhD September 2010 2 ABSTRACT The focus of this research has been on how the county of Hertfordshire negotiated the economic, social and political changes of the late nineteenth century. A rural county sitting within just twenty miles of the nation’s capital, Hertfordshire experienced agricultural depression and a falling rural population, whilst at the same time seeing the arrival of growing numbers of wealthy, professional people whose economic focus was on London but who sought their own little patch of the rural experience. The question of just what constituted that rural experience was played out in the local newspapers and these give a valuable insight into how the farmers of the county sought to establish their own claim to be at the heart of the rural, in the face of an alternative interpretation which was grounded in urban assumptions of the social value of the countryside as the stable heart of the nation. The widening of the franchise, increased levels of food imports and fears over the depopulation of the villages reduced the influence of farmers in directing the debate over the future of the countryside. This study is unusual in that it builds a comprehensive picture of how agricultural depression was experienced in one farming community, before considering how farmers’ attempts to claim ownership of the ‘special’ place of the rural were unsuccessful economically, socially and politically.

    THE BEALE FAMILY IN HERTFORDSHIRE Hitchin – 1477 The earliest mention of the family is on an inscription to a brass in Hitchin church. The inscription has now disappeared but was recorded by the antiquary Salmon as the effigies of a man and his wife wit their four sons and four daughters, in brass with this inscription: “Here lies John Beel and Marjorie his wife. The said Marjorie died on May 4th 1477, and John 14….. (date illegible)” Radwell – 1516 About five miles north east of Hitchin lies the church of All Saints, Radwell. A brass on the floor of the nave shows a man between two women, with two sons and two daughters, and bears the inscription “Pray for the soules of John Bele gentleman and Anne and Agnes hys wyfes, the whiche John decessed in the yere of our Lord God MVXVI”. Since polygamy was not permitted in those days, one must assume that Anne died before Agnes became Mrs Bele! Hertford, Hadley 1566 – 1582 A couple of entries in parish registers refer to Beales at Hertford in the 16th century. In 1566 Christian Beale, described as a traveller, was buried at Hertford, and Williame Bele married Alice Parkyn there in 1586. An Agnes Beale died at Earls Colne, near Halstead, Essex in 1510, and there is a tantalisingly brief reference to a William Beale of Hadley, Middlesex, who was left some property in the will of his friend John Pratt in 1582. Buckland 1570 – 1873 About four miles south of Royston, the hamlet of Buckland straddles the A10 road to Buntingford and Ware.

Advancements in using novel information and internet technology e.g. Online Social Networks (OSN) for communications has become a fast-developing strategy in the public sector of the economy. However, research has found that not all the citizens use these online tools; thereby, causing a digital divide. A societal demographic group causing immense concern for governments, organizations and society is the ageing population. It is also this group that is not extensively investigated in e-government research. Recognising the role of older adults in the society and for e-government research, the aim of this research is to identify, explore and understand the factors that encourage older adults of 50 years old and above to continue using a particular online communication channel (Facebook versus Email) when interacting with the government. For this purpose, a conceptual framework was developed which was the Model of Online Communication Channel (MOCC) based on the Expectation Confirmation Theory (ECT), Unified Theory of Acceptance and Use of Technology (UTAUT) and Channel Expansion Theory (CET) along with service quality and trust factors.     THUNDRIDGE NEIGHBOURHOOD PLAN Submission Version 2018 – 2033 Consultation Statement THUNDRIDGE NEIGHBOURHOOD PLAN CONSULTATION STATEMENT 1. Background 1.1 Thundridge Parish Council recognised the benefits of having a Neighbourhood Plan (NP) for the parish and committed to the process in May 2016. The parish council engaged the services of neighbourhood planning consultants Jacqueline Veater and Jed Griffiths to provide technical advice and assist in the management of the project. It was decided that a separate Thundridge Neighbourhood Plan Steering Group (TNPSG) would be formed, supported by and reporting to the parish council. 1.2 The parish council publicised an initial meeting throughout the parish to gather volunteers to form the TNPSG. Some of the group who attended were parish councillors, but the majority were residents of the parish keen to help guide the future of their community. Over the course of the preparation of the Plan, various members of the group joined and left, but the purpose and direction remained constant. 1.3 The initial meeting was held on 8th August 2016 at Standon Green End Farm, at which an Advisory Committee was set up to oversee the preparation of the Plan on behalf of the parish council. A constitution was agreed and a project plan formalised and topics and issues which the Neighbourhood Plan might need to cover were discussed. During that meeting the following sub groups were formed: • Housing • Environment • Facilities and Services • Infrastructure • Communications. Subsequently the Infrastructure sub group was merged with Facilities and Services. 2 Consultation Process 2.1 Community engagement and involvement was identified by the Advisory Committee as a key element in the preparation of the Plan.
