Head of Public Relations for Bali Provincial Secretariat I Dewa Gede Mahendra Putra, stated that the increase was also based on the fact that in 2014 many small businesses paid wages below the going rate. According to Dewa the new figure represents a 5.5% increase, which is significantly smaller than the previous two years which saw a rise of 21.7 percent and 30.6 per cent respectively. There are at least six indicators used in determining the UMP, which include living costs, the rate of inflation, rate of economic growth / productivity of labour and unemployment / supply and demand of labour. “The ability of small businesses to pay wages, and compatibility with the surrounding area is also an important consideration in determining the UMP,” he said.
