We see four major reasons why Chicago should not be awarded the Games. (1) Lack of Finances. Our nation, state, county and city are broke and running massive deficits. There's no way to guarantee that we will have the many billions needed to complete the work needed. Chicago is famous for going way over budget on any large construction project it tackles. (2) Lack of Competence. Our state, county and city are notoriously corrupt and populated with incompetent officials who line their pockets and make choices based not on effectiveness or the public good, but rather on how much money . can be made by friends and family members. This directly translates into bloated construction projects that go massively over budget and suffer repeated delays. (Block 37 is a project that is 30 years old and still incomplete, Millennium Park was just four years late). Also, there are a number of very high-ranking corruption investigations under way and our former Governor faces trial in 2010. It's entirely possible that many of the Chicago officials the 10C has been working with may be under investigation. (3) Lack of Infrastructure. Our city is falling to pieces around us. -

In letters sent to both companies, the coalition of state treasurers urged the nation’s second and third largest drug distributors to take concrete steps to alleviate the heroin and opioid epidemic. Should no action be taken, each treasurer’s office would re-evaluate its financial position in the companies and strongly encourage other institutional investors to do the same. This is the second wave of actions taken by treasurers seeking greater accountability at pharmaceutical companies in the wake of the nation’s spiraling opioid crisis. In July, treasurers from West Virginia, Pennsylvania and Illinois penned a letter to drug distributor McKesson Corp. asking the company to take specific steps to address the epidemic and protect shareholder value. Days later, McKesson announced it would split the roles of Board Chair and CEO, a move applauded by the treasurers and other investors seeking more oversight and accountability at the company. “Heroin addiction is tied directly to the overuse of opioid painkillers, and the overuse of opioid painkillers is tied directly to Big Pharma,” Illinois State Treasurer Michael Frerichs said. “The industry needs to acknowledge its role in this crisis and take immediate action if we have any hope to save lives and stop this national crisis.” “The opioid epidemic has affected every community across Pennsylvania in some way, forever changing the landscape and the lives of our families, friends and neighbors,” Pennsylvania State Treasurer Joe Torsella said. -

30 | 2021-2022 ILLINOIS BLUE BOOK MICHAEL FRERICHS Treasurer Michael Frerichs (Democrat) was first elected Illinois State Treasurer on Nov. 4, 2014, and reelected on Nov. 6, 2018. The Illinois Treasurer acts as the state’s chief investment and banking officer. The Office of the Illinois State Treasurer invests money on behalf of the state, local units of gov- ernment and families saving for college. Frerichs firmly believes in providing necessary tools to individuals so they are able to invest in their most important asset: themselves. He achieves this by encouraging savings plans for college and trade school, increasing finan- cial education among all ages, removing barriers to a secure retirement, and reuniting Illinois residents with their unclaimed property. The Treasurer’s office actively manages approximately $35 billion. The investment approach is cautious to ensure the preservation of capital. In Illinois, the Treasurer’s office predates the state’s incorporation in 1818. Voters in 1848 chose to establish it as an elected office. Frerichs is the 74th person to serve in this role. Frerichs serves on the Executive Committees of the National Association of State Treasurers; the National Association of State Auditors, Comptrollers and Treasurers; the College Savings Plan Network; and the National Association of Unclaimed Property Administrators. He also serves as a trustee on the Illinois State Board of Investment. Frerichs was born and raised in the small farming community of Gifford, Illinois. He graduated from Yale University and spent two years in Taiwan, where he taught English to young students and learned to speak Chinese. He later returned to Champaign County and launched his own technology business. -

WHITE COLLAR CRIME Robert J. Anello* & Miriam L. Glaser** INTRODUCTION A mention of New York City, the seat of the Second Circuit, invariably evokes thoughts of finance. The home of Wall Street and the World Trade Center, Manhattan is also home to many of the country’s major banks, hedge funds, and stock exchanges; the Securities & Exchange Commission has a branch office in New York, as do the Federal Reserve Bank, the Commodity Futures Trading Commission, and the Antitrust Division of the Department of Justice. Even the Court of International Trade is located in Manhattan. Unsurprisingly then, New York City has also played host to some of the most important white collar criminal prosecutions in the nation. As the federal appellate court with jurisdiction over this financial center, the Second Circuit has ruled on many critical issues related to white collar crime. Distinctive in its understanding of business practice, its readiness to identify and oppose legislative encroachment into the realm of the judiciary, and in the high value it places upon legal history and stare decisis, the Second Circuit’s sophisticated jurisprudence has influenced courts nationwide. This Article will address six different areas of white collar law and procedure: (1) fraud, (2) the Racketeer Influenced & Corrupt Organizations Act (RICO), (3) conspiracy, (4) public corruption, (5) white collar practice, and (6) sentencing. Many of the cases profiled in this Article have driven legal and cultural developments far beyond the federal courts, including the cases of Leona Helmsley, one of New York’s most prominent real estate moguls; the “Mafia Commission,” a take-down of the bosses of the Five Families of La Cosa Nostra; and Abscam, a massive sting operation created by the federal government to expose corrupt officials. -

Ethics Conversations Continue in Springfield As lawmakers from both sides of the aisle at the Illinois statehouse continue to offer up ideas they believe must be implemented to curb corruption and clean up ethics, one is looking to give local prosecutors power to wiretap public corruption suspects. During a virtual press conference Thursday, state Sen. Dale Righter laid out how tumultuous it’s been with Democrats getting targeted by federal prosecutors. “So over the last 15 months, four legislators have been indicted and another one is shall we say under the intense scrutiny of the federal government is a very wide-ranging investigating,” Righter said. Last year Democratic state Sen. Tom Cullerton, D-Villa Park, was charged with embezzling money from a labor union. Cullerton is still a member of the General Assembly and the case is pending. Also last year, former state Rep. Luis Arroyo, D-Chicago, was arrested for bribing an unnamed state Senator who was wearing a wire. Arroyo later stepped down from the legislature. Earlier this year former state Sen. Martin Sandoval, D-Cicero, pleaded guilty to running cover for the red light camera industry while taking money on the side. He’s cooperating with further investigations. Earlier this month, former state Sen. Terry Link, D-Vernon Hills, pleaded guilty to tax evasion. Link is believed to be the state Senator who wore a wire for federal prosecutors in the Arroyo case, though he’s denied that. Tuesday in Springfield the second hearing of a special House Investigating Committee is looking into a ComEd bribery scheme that implicated House Speaker Michael Madigan, D-Chicago.
