April 2016 Council Newsletter April 2016 Issue #2 A newsletter for members of Arts North West ARMIDALE DUMARESQ - GLEN INNES SEVERN - GUNNEDAH - GUYRA - GWYDIR - LIVERPOOL PLAINS - MOREE PLAINS - NARRABRI - TENTERFIELD - TAMWORTH - URALLA - WALCHA WELCOME LOTS OF CREATIVE ACTIVITY! It has been a particularly busy start to the year - with the roll- out of our professional development workshops (ANW Creative Roadshow), as well as the start of ‘CreativiTEA’ - our series of workshops in small villages around the region. It has been wonderful to get and about, and to see what is happening on the ground. Check out what is happening in your area at the Arts North West arts calendar! Caroline Downer Executive Director (RADO) ARTS AND MENTAL HEALTH SMALL VILLAGES IN THE NEW ENGLAND/NORTH WEST Using art as a tool for conversation for women in isolated communities, the CreativiTEA textile workshops have been highly successful attracting capacity attendance. In partnership with Centacare New England, Ascent Group, Carers NSW and Schizophrenia Fellowship, this Arts North West initiated project is funded through the Federal Government’s drought- assistance package, bringing rural women together for a full day of conversation, creativity and companionship. There has been much positive feedback from sessions held in Deepwater, and Urbenville, in February. Further workshops will be held in April, May and June in Ben Lomond, Ebor, Bundarra, Mungindi, Gravesend, Breeza, Pilliga and Maules Creek. More info www.artsnw. com.au/creativitea/ CREATIVE INDUSTRIES PROFESSIONAL DEVELOPMENT Arts North West welcomed Monica Davidson, an award- wining expert on the creative industries to the region as the guest workshop facilitator for our Creative Roadshow. Making money from creativity is an exciting challenge and the workshop covered the ten most imporant things that any creative person needs to address when managing an art-based business. Sessions were held in Armidale, Tamworth and Gunnedah and also included one-on-one arts/business advice and networking opportuniies for artists, arts and community organisations. Further workshops will be held in Tenterfield and Glen Innes later in the year. Arts North West is assisted by the NSW Government through Arts NSW and the partnership of twelve local government authorities in the New England North West. Arts North West acknowledges Aboriginal people as the traditional custodians of the lands we work on; we recognise the strength, resilience and capacity of Aboriginal people and respect the Aboriginal Elders past and present. It improves the regional and national movement of north south freight, improves overall rail capacity, avoids the Sydney metropolitan bottleneck, and has the potential to reduce road transport conflicts. The Study provided a comprehensive overview of the economic, physical and environmental attributes of many route options that could contribute to the North South Rail Corridor linking Brisbane with Melbourne. None of the Sub Corridor route options demonstrated a positive economic return, based on the work of the Study. It did however identify that the Coastal Sub Corridor will be capacity constrained by 2019, suggesting that some action will be needed. Of the four Sub Corridors identified, the two inland options, being the Far Western and the Central Inland Sub Corridors were the most promising. These two Sub Corridors have 50% of their route in common. Options with the least capital cost demonstrated the most cost effective balance between cost and revenue, due to inelastic demand with increasing time saved.

Caroona Coal Project Application for Gateway Certificate Appendix C Preliminary Groundwater Assessment CAROONA COAL PROJECT: GATEWAY APPLICATION PRELIMINARY GROUNDWATER ASSESSMENT FOR BHP BILLITON By C. Nicol, T. Liu and Dr N. P. Merrick Heritage Computing Pty Ltd trading as HydroSimulations Report: HC2013/25 Date: March 2014 EXECUTIVE SUMMARY HydroSimulations has been engaged by Coal Mines Australia Pty Ltd (CMAL), a wholly owned subsidiary of BHP Billiton, to undertake a Preliminary Groundwater Assessment for the proposed Caroona Coal Project (the Project), for the purposes of assessment under the New South Wales (NSW) Government’s Gateway Application Process. A further groundwater assessment will be undertaken for the Environmental Impact Statement (EIS). The Project is a proposed underground (longwall) coal mining operation targeting the Hoskissons Coal seam, with an operational life of approximately 30 years. The Project is located in the New England North West Region, approximately 40 kilometres (km) south east of Gunnedah in NSW. The Project area is located within Exploration Licence (EL) 6505. Consistent with the requirements of the Strategic Regional Land Use Policy Guideline for Gateway Applicants (NSW Government, 2013) (Gateway Application Guidelines), the assessment relies on numerical modelling of potential risks of mine development in terms of the NSW Aquifer Interference (AI) Policy and Gateway Application requirements. This modelling was undertaken in consideration of the Murray-Darling Basin Commission (MDBC) Groundwater Flow Modelling Guideline (MDBC, 2001) and the relatively new National Guidelines, sponsored by the National Water Commission (Barnett et al., 2012). A review of the data, literature and conceptual hydrogeology associated with other studies from the area and surrounds was carried out as a basis for model development.
