Kenya Country Office Flood Situation Report Report # 1: 24 November 2019 Highlights Situation in Numbers The National Disaster Operations Center (NDOC) estimates that at least 330,000 330,000 people are affected - 18,000 people have been displaced and 120 people affected people have died due to floods and landslides. (NDOC-24/11/2019) Situation Overview & Humanitarian Needs Kenya has continued to experience enhanced rainfall resulting in flooding since mid-October, negatively impacting the lives and livelihoods of vulnerable populations. According to the National Disaster Operations Center (NDOC) 24 November 2019 updates, major roads have been cut off in 11 counties, affecting accessibility to affected populations for rapid assessments and delivery of humanitarian assistance, especially in parts of West Pokot, Marsabit, Mandera, Turkana, Garissa, Lamu, Mombasa, Tana River, Taita Taveta, Kwale and Wajir Counties. -

Building on MDG achievements, the United Nations proposed the Action Agenda for Sustainable Development (2013), including further actions to improve health outcomes. Developing local capacity to sustain and improve on health gains is a challenge since resource limited LIDC bear 25% of the globe’s disease burden with less than 1% of its healthcare professionals (HCP). -

Box 5498, Kampala, Uganda Abstract Background: Clinical imaging is an essential component of health care which supports and improves the effectiveness of clinical decision-making. Quality care saves lives and resources of both the patient and the health system. However, many developing countries have neglected diagnostics, especially clinical imaging. Non-use of or poor imaging services lead to wrong diagnosis and treatment, unnecessary health expenditures, and poor health outcomes. Regional Referral Hospitals should have good diagnostic imaging services to provide expert care and bridge the continuum of care by stemming the flow of uncomplicated cases from general hospitals to National Referral Hospitals. Aim: To determine the situation of diagnostic imaging services at regional referral hospitals in Uganda. Methods: A descriptive cross-sectional survey of all the nine Regional Referral Hospitals of Uganda was done in 2007. Environmental inspection of the imaging units, process observation and exit interviews with 156 patients present on the day of the visit were done to assess their satisfaction with the imaging services. Staff were also interviewed. However, quality validation of the imaging outputs was not done. Selected health facilities in the capital Kampala were visited to obtain data on patients referred from upcountry. Five-year hospital records were reviewed for outputs. -

MKUTU SUMMARY The community-based conservation model is an increasing phenomenon in Kenya, especially in northern pastoralist counties. This Working Paper, the result of empirical research over several years, considers dimensions of inclusion and exclusion and subsequent conflicts around community- based conservancies in Isiolo County. It finds that conservancies are sometimes established to protect a community’s interests in and access to community land, including formal claim-making over ancestral community land which may spatially exclude other groups. These dimensions are reinforced by the presence of rangers, of whom many are armed National Police Reservists. Spatial and political dimensions of exclusion also exist to some extent within conservancies due to the need to balance wildlife and grazing needs. Armed security forces in conservancies have important implications for state sovereignty and control over the use of force. Importantly, a powerful donor-funded umbrella organisation (the Northern Rangelands Trust) is significantly involved in training, equipping and deploying rangers. The presence of well-equipped armed ranger teams may then inadvertently play into resource-based conflict and alter power balances between ethnic groups as is most clearly high- lighted on the Samburu–Isiolo border. Sustainability is another concern where donor funding is an important source. Another concern for the future is Isiolo’s position at the centre of the country’s infrastructural and economic development plans which threaten to dispossess pastoralists of community land. -

Contamination of staple foods in Kenya has in the past led to loss of human lives as well as condemnation of large quantities of food, contributing to food insecurity. This study investigated the occurrence of aflatoxins in maize, millet and sorghum from five counties in Kenya (Kwale, Isiolo, Tharaka-Nithi, Kisii and Bungoma) representing four agro-ecological zones (AEZs). Samples were collected from rural households in two phases between February and October 2014. Using competitive enzyme-linked immunosorbent assay (ELISA), 497 maize, 205 millet and 164 sorghum samples were screened for the presence of aflatoxin B1. Overall, 76% of maize, 64% of millet and 60% of sorghum samples were positive for aflatoxin B1. Of these, the proportion of samples with aflatoxin B1 levels above the Kenya Bureau of Standards limit of five parts per billion was 26% for maize, 10% for millet and 11% for sorghum. In samples collected during the second phase, there were significant differences in the mean levels of aflatoxin contamination between the agro- ecological zones (p<0.05); maize from Kisii and Bungoma, representing temperate AEZ, had the lowest mean contamination, whereas millet and sorghum from Tharaka-Nithi (humid) and Isiolo (semi-arid), respectively, had the highest mean contamination. -
